About this file
This statement of work outlines the requirements for a federal contract to repair five research weirs at the Fraser Experimental Forest in Colorado. The contractor will provide all equipment, materials, and labor to complete repairs on the weirs, including using heavy equipment operators, laborers, carpenters, and masons. Key tasks involve removing and replacing timber sidewalls, repairing stilling pond bottoms with bentonite clay, relocating and repainting recorder huts, installing steel erosion plates, replacing sliding head gates, and shortening timber deadmans. The contractor must submit various material data sheets and plans before construction begins and provide weekly status reports during work. The work must be completed between August and October 2022. The government will perform creek diversions and vegetation clearing and provide site access. The selected contractor will be responsible for all travel costs to the remote forest location.

Project GAOA Fraser Water Quality Research Weir Rehabilitation
General Information
1.0 Scope of Work
Contractor shall provide all equipment, materials, and labor to provide various repairs on five separate research Weirs at the Fraser Experimental Forest. This project involves the use of heavy equipment operators, general laborers, carpenters, and masons. It is located at Fraser Experimental Forest 4.4 miles Southwest of the Town of Fraser, Colorado on County Road 73.
2.0 Background
Since 1937, research has been conducted at Fraser Experimental Forest on water quantity and quality, forest management, riparian habitats, invasive species, insects (including mountain pine beetle), wildlife, soil, and climate.
Steam gauge data logging has been continuous at East St. Louis Creek, Deadhorse Creek, and Fool Creek for over 70 years. Accurate stream gauge data at these locations is achieved by reducing turbulence in the creeks via stilling basins.
The lower basins are hydraulicly connected to a buried corrugated metal pipe (CMP) stilling well, where hook gauge measurements are taken. Over the decades, the timber sidewalls of the stilling basins are collapsing inwards, necessitating repair.
Fraser Experimental Forest is surrounded on both sides by Wilderness Areas and is one of the most pristine forest locations in the entire State. This project has a high emphasis on minimal environmental impact. Wildfire risk is high, and fire safety practices will be critical extremely important.
Contractor Requirements
3.0 Technical Requirements / Tasks
General Notes
Site access consists of 4x4 roads with limited turn around space. Contractor shall plan accordingly utilizing smaller equipment and hauling vehicles.
Creek diversions shall be completed by the forest service prior to construction. De‐watering will be required in stilling pond bottoms during construction.
Construction must occur during low flow periods of August ‐ October.
Excavation is in rocky terrain. Blasting is not permitted for excavation.
Contractor shall verify all quantities and dimensions prior to purchasing materials.
All demolished materials become property of the contractor and must be demolished in accordance with state and local regulations. No hazardous materials are expected on site.
Contractor shall reuse all backfill material to the maximum extent possible. Offsite disposal of earthen materials is not expected. If any leftover earthen materials remain after reconstruction, they shall be placed in an agreed upon location with the COR.
Contractor shall store all stockpiled materials in an area agreed upon at the pre‐construction conference.
Minimize vegetation disturbance to the site to the maximum extent possible. Disturbance area should be limited to the minimum space necessary to complete sidewall repair. Only excavate as necessary to safely replace the sidewalls.
Fire Safety o The Contractor shall not allow open fires in the project area without advance permission in writing from the Forest Service.
o The Contractor shall not allow smoking, except within an enclosed vehicle or building.
o All power‐driven equipment operated by the Contractor on National Forest land, except portable fire pumps, shall be equipped with one fire extinguisher having a UL rating of at least 5 BC, and one "D" handled or long handled round point shovel, size "0" or larger. In addition, each motor patrol, truck and passenger‐carrying vehicle shall be equipped with a double‐bit axe or Pulaski, 3‐1/2 pounds or larger.
Equipment shall be kept in a serviceable condition and shall be readily available.
o Each gasoline power saw operator shall be equipped with a pressurized chemical fire extinguisher of not less than 8‐ounce capacity by weight, and one long‐handled round point shovel, size "0" or larger. The extinguisher shall be kept in possession of the saw operator at all times. The shovel shall be accessible to the operator within 1 minute.
o One refill for each type or one extra extinguisher sufficient to replace each size extinguisher required on equipment shall be safely stored in the fire tool box or other agreed upon place on the project area that is protected and readily available.
o Each internal combustion engine shall be equipped with a spark arrester meeting either (1) USDA Forest Service Standard 5100‐1a, or (2) appropriate Society of Automotive Engineers (SAE) recommended practice J335(b) and J350(a) as now or hereafter amended.
Contractor shall be prepared for spills with a 55 gallon drum available onsite. If a spill occurs, place contaminated soil in the drum and dispose of in accordance with local, state, and federal regulations.
