About this file
This is a Request for Information (RFI) document containing fifteen questions and answers clarifying technical and administrative requirements for solicitation 1240LT26Q0107, a water, septic, and electrical resuscitation project at Crystal Lakes in Pikes National Forest managed by the Department of Agriculture Forest Service.
The RFI addresses key project clarifications across multiple disciplines. For water infrastructure, underground electrical lines will be excavated as shown in drawings beyond driveway areas, directional drilling is required only for the waterline section beneath Highway 24, and the existing 1.5-inch HDPE waterline from the well to Dwelling 1 will be reused. For electrical work, the contractor must install a new 100-amp circuit breaker panel near the boost pump while maintaining the existing sub panel, and the 200-amp disconnect and exterior circuit breaker panel may be relocated to the south-facing wall to meet code requirements. For septic systems, the contractor must remove (not fill) the old septic tank and manhole, and the final burial depth of 4 feet to the tank top is the contractor's responsibility to achieve through proper equipment selection. The contractor bears responsibility for installing both the booster pump and new well pump with associated electrical work, obtaining the Special Use Permit from CDOT, and locating all utilities. Scheduling priority indicates the Bunkhouse septic tank replacement should occur in 2027 to enable continued seasonal employee housing, while Dwelling 1 and Dwelling 2 will remain unoccupied during the 2027 field season to accommodate project work. Technical evaluation requirements are referenced on page 26 of the SF1442 posted on SAM.gov, and prospective contractors must register with SAM.gov prior to submission.

RFI #1 - On C1.1 it states excavation for underground powerlines can only be under driveways.
The underground electrical lines will be excavated as shown in the drawings (including areas outside the driveways).
RFI #2 - Will there be a new 100-amp panel installed on the wall in the basement of Dwelling 1 (brown house) in addition to the 100-amp panel that is currently in the buildings?
Yes, the existing 100-amp sub panel will be maintained, and the contractor will be responsible for installing a new 100-amp circuit breaker panel near the new boost pump. Please see E1.1.
RFI #3 - The panel on the outside of Dwelling 1 (Brown House) is within 3 ft of the propane line entering the building. Can we move it to the other side of the wall, ie around the corner to meet code?
Yes, the 200-amp disconnect, and 200-amp exterior circuit breaker panel can be moved to the south facing wall to meet code.
RFI #4 - Are the booster pump and the well pump the contractor responsibility?
Yes, the contractor is responsible for installing the boost pump and the new well pump with all necessary electrical.
RFI #5 - Can we bypass the manhole and add an addition cleanout to the sewer lines that serve the Dwelling 1 and 2 (Brown and Blue house) to reduce the length of run?
No, bid what is shown in the plans.
RFI #6 - What will the final bury depth of the septic tank be?
It is the contractor’s responsibility to set all elevations and supply a tank that meets those requirements, my survey shows 4ft bury depth to top of tank.
RFI #7 - Can we cave-in or fill the old septic tank and manhole with gravel?
No the tank and manhole must be removed.
RFI #8 - Is the waterline from the well to Dwelling 1 (Brown house) part of the replacement or will it be left in the ground? The line from the well to Dwelling 1 is 1.5 inch HDPE that is relatively new and will be reused.
RFI #9 - Dose the entire water line need to be directionally drilled?
No, only the section under HWY 24. Please see C1.1 note 5.
RFI #10 - Who is responsible for attaining the Special Use Permit from the Colorado Department of Transportation (C-DOT)?
The Contractor is responsible for attaining the Special Use Permit from C-DOT.
RFI #11 - Who is responsible for utility locates?
The contractor is responsible for locating all utilities. Please see C1.1 note 1.
RFI #12 - Is there a preferred schedule of operation?
Yes, if possible, the Forest Service would like the Bunkhouse septic tank to be replaced this year 2026. It’s not possible in 2026, this should be the first item completed in 2027, so that the bunkhouse can continue to house seasonal employees during the 2027 field season.
RFI #13 - Will there be people living and using the facilities?
The plan is to continue to use the Bunkhouse and Shop on the East side of Highway 24. Dwelling 1 and Dwelling 2 will not have anyone living in them for the 2027 field season to accommodate the work that needs to be completed as part of this project (Water, Sewer and Electric).
RFI #14 - What exactly is needed for a technical evaluation?
Please see page 26 of the SF1442 posted on Sam.gov.
