This is Amendment 02 to Solicitation 1240LT26Q0104 for the Island Park Sewer System Replacement project on the Caribou-Targhee National Forest, issued by the USDA Forest Service CSA Intermountain in Ogden, Utah on September 17, 2026.

The amendment extends the offer submission deadline from September 18, 2026 at 5:00 p.m. to September 25, 2026 at 5:00 p.m. MDT. It replaces the Davis-Bacon Act wage determination (DBA WD ID20260021) with DBA WD ID20260049 and changes from a Building wage determination type to a Heavy wage determination type. Contractors must submit SF 1444 (Request for Authorization of Additional Classification and Rate) for any labor classifications not listed in the Heavy wage determination. The solicitation will be evaluated for best value based on Base + Options pricing and technical factors. The project performance period runs from May 1, 2027 to September 28, 2027. The amendment includes responses to 33 contractor questions addressing scope clarification, site conditions, material specifications, electrical requirements, generator specifications, Davis-Bacon wage requirements, and project logistics. Key requirements confirmed include: concrete-only acceptable for lift station vaults (no fiberglass alternatives); manual power transfer for standby generator via standard A/C plug; generator must operate minimum 12 hours without refueling; professional engineer's stamp required for electrical design submittals; Buy American Act compliance required; and no historical geotechnical or groundwater data available. Site visit documentation lists 16 contractor representatives who attended the September 1, 2026 pre-bid meeting.

Amendment 02 Island Park Sewer System Replacement

1240LT26Q0104

September 17, 2026

Solicitation 1240LT26Q0104, Island Park Sewer System Replacement, Caribou-Targhee National Forest, is amended as follows:

A site visit was held at the Island Park Administrative Site on September 1, 2026. Below are attendees:

Name Company Steve Jenkins USFS Kevin Carnes USFS Greg Anderson Eagle Rock Timber Wyatt Harris Morris Excavation Skyler Hills GSE Construction Jordan Johnson Timberline Excavation Nathan Ellis Peak Water Services John Stalder E-Corp Jed Miller Arco Electric Christopher Vanguard LLC Adam Mathis Valley View Construction Ethan Buckley Edstrom Construction Flint McCloud McCloud Services Beth Martin B Squared Legacy Daniel Eaton Island Park Services

The following questions and answers are provided for information/clarification purposes only.

Q1: I see no finish elevations for the manholes & utility boxes in the drawings. They are needed to accurately calculate the amount of manhole / box needed for that particular station.

A: Typical utility box elevations are shown on Sheet D2. Typical manhole elevations are shown on Sheet D3. Anticipated elevations are shown on profile sections of Plan and Profile Sheets.

Q2: I see Rock Excavation quantities in the schedule of values. I do not see where on drawings.

Are these quantities a “Just in case” number and actual locations are unknown, if any?

A: We anticipate some rock excavation will be necessary based on local geology. We do not have an exact quantity or location.

Q3: The General Wage Decision in the documents is Type: Building. Shouldn’t it be Type:

Heavy? There is a difference.

A: The Building wage decision was chosen because some of the labor categories were not found on the Heavy wage decision. This Amendment changes the wage decision to Heavy; however, the successful Contractor will be required to complete and submit to the Contracting Officer the Standard Form (SF) 1444, Request for Authorization of Additional Classification and Rate, if

1240LT26Q0104

September 17, 2026 any class of laborers or mechanics that is not listed in the wage determination applicable to the contract is to be employed under the contract.

Q4: Addendum 001 changes the Bid Date to 8/18/2026. Will the cut-off date for questions also be extended. It is currently listed as 9/04/2026 @ 5:00 pm MDT.

A: The cut-off date for questions will not be extended.

Q5: We noticed in the plans that the wet well and valve vault are precast concrete, which are typically assembled in the field. We manufacture packaged lift stations with fiberglass wet wells.

Are you open to a fiberglass option with a concrete valve vault? Or we could keep it all FRP.

A: Only concrete is acceptable for this project. Vault needs to be concrete to meet Fremont County specifications. We won’t consider any other building material for the vault.

Q6: The E Sheets make note of a generator to be installed and sized to meet the demand of two pumps. Is there any information available regarding these two pumps (voltages, horse power, etc)? We were not sure how to size the generator with the current bid package (not enough information) and were hoping to ask for assistance here.

A: Specs Section 221310 "Packaged Lift Station" Paragraph 2.3 "Submersible Sewage Pumps" provides the desired pump model or equal, plus much if not all the needed information. Detail Sheet D-1 also provides the required pump model. Grundfos should be able to provide all the info needed.

Q7: Do you remember if the funding for this project requires the equipment to be Build America, Buy America (BABA) c ompliant?

A: Yes the Buy American Act applies to this project. See clauses 52.225-9 and 52.225-10 in the Solicitation.

Q8: Can you provide historical/seasonal groundwater information at the existing lift stations, the proposed 96" wet well, and the sewer alignments?

A: No historic information is available.

Q9: Is qualifying rock encountered in trench excavation measured and paid under the AQ Rock Excavation item? How is the rock defined and measured?

A: Correct. Refer to Specification 312000 Section 1.5 for measurement and payment information

1240LT26Q0104

September 17, 2026

Q10: Is bypass pumping required during final sewer cutover and, if so, what are the design/peak flows and the allowable shutdown duration?

A: Successful Contractor is required to submit a plan for transition for approval. Shut down duration should be minimized as much as reasonably possible.

Q11: What is included in the contractor’s Electrical System and Supply item versus what Fall River Electric/Government provides, including the transformer, meter, utility charges and service upgrades?

A: Refer to Specification 260000. Work includes: Design and install required electrical service to the sewage lift station in accordance with Fall River Electric requirements.

Q12: Please confirm whether an FRP fiberglass lift station system will be acceptable as an approved equivalent to the specified concrete system, provided that the proposed system meets all applicable project requirements and specifications.

A: Only concrete is acceptable for this project. It must be concrete to meet Fremont County specifications. We won’t consider any other building material.

Q13: Fall River Electric won’t give an estimate for hook-up costs. How should we bid it?

A: Use your best estimate on Fall River costs and bid accordingly.

Q14: Do the buildings to be demolished have lead-based paint or asbestos?

A. No the buildings do not contain lead-based paint or asbestos.

Q15: Are existing lines in open areas?

A: Existing lines are shown on site plan. Vegetation is likely smaller in disturbed areas. Some variation in the new alignments will be considered for ease of construction.

Q16: Where is the power for the existing north lift station coming from.

A. Near the Island Park District Office.

Q17: How will the winning bidder be determined?

A. For price analysis, the evaluation will include the Base + Options. The Government will calculate several ways based on the different scenarios for award to determine overall pricing.

This solicitation will evaluate for best value to include price and technical factors. See Attachment 1 – Solicitation Pages 28-32 for quote submittal requirements.

1240LT26Q0104

September 17, 2026

Q18: Will the RV park be closed during construction?

A. Some RV sites will be in use. Sites adjacent to the trenching will be closed.

Q19: The lines for the options aren’t clearly marked on the plans. How do we know which are which?

A. Sheet name indicates which option you are looking at. The overview sheet also indicates which lines are base bid. Overview sheets C-9 and C-17 include a Bid Options Index indicating which sheets each option can be found on.

Q20: Will a lay-down area be available.

A. Yes. The area will be coordinated after award

Q21: Sheet E1, Gen. Notes 102: Who furnishes, owns, and installs the primary service transformer — Fall River Electric Co. or the electrical contractor? Note 2 states a transformer "shall be installed" but does not identify the responsible party and Note 1 only directs the contractor to "coordinate" with the utility.

A: Refer to Specification 260000. Work includes: Design and install required electrical service to the sewage lift station in accordance with Fall River Electric requirements.

Q22: Sheet E1: What is the confirmed point of interconnection with Fall River Electric Co., and is 3-phase power already available at that location? The overhead lines nearest the lift station are labeled single-phase; the nearest three-phase line shown is near the ball field/Fire Office. Is the transformer mentioned above the means of obtaining 3 phase power and if not, if a utility line extension to 3-phase is required, please confirm timing and cost responsibility.

A: Refer to Specification 260000. Work includes: Design and install required electrical service to the sewage lift station in accordance with Fall River Electric requirements.

Q23: Sheet E-1, D-1 Note 5: Is a single utility meter serving the lift station adequate, or is separate metering/monitoring required for the standby generator's run time?

A: Single meter is acceptable.

Q24: Sheet E1, Gen. Note 7: Sheet E-1 includes no panel schedule, one-line diagram, load calculation, or conductor/conduit sizing schedule; Note 7 places that design burden on the contractor, subject to Contracting Officer written approval before installation. Does the completed electrical design submittal require a Professional Engineer's stamp under this contract?

1240LT26Q0104

September 17, 2026

A: Yes a professional engineer’s stamp is required.

Q25: Does a written Division 26 (Electrical) specification section exist for this project that was not included in the drawings-only attachment provided? If so, please issue it — it would supersede any assumptions made from the drawings alone.

A: Specifications are available on www.SAM.gov at the following link https://sam.gov/workspace/contract/opp/6bd5b5dcb34042e188b4854e36d55a36/view

Q26: Sheet D-1, Item 4; E-1 Notes 3-5: Is a specific VFD manufacturer/model required, or is "or-equal" acceptable? Does the Contracting Officer have a preferred or approved lift-station control panel manufacturer (e.g., tied to the Grundfos pump specified in D-1 Item 10)?

A: Refer to specifications. “Or equal” will be considered.

Q27: Sheet E-1 Gen. Note 6: Who is responsible for furnishing the standby generator. If this is to be furnished by the electrical contractor we would request further clarification on requirements.

Note 6 requires the standby generator be "sized to meet demand of operating both pumps simultaneously" but does not state a required run-time or fuel autonomy during a power outage.

Please confirm the expected/required hours of standby operation, as this drives fuel tank sizing (integral sub-base vs. external tank).

A: Generator is supplied by the contractor and paid under line 260000-2 on the Schedule of Items. Generator should be able to operate for a minimum of 12 hours without refueling.

Q28: Sheet D-1 Gen. Note 5: Is an automatic transfer switch (ATS) required, or is manual power transfer via the "standard A/C plug" referenced in D-1 General Note 5 acceptable? These represent significantly different equipment and cost.

A: Manual transfer via standard A/C plug.

Q29: Sheet DE-1 Gen. Note 4: DE-1 requires the existing lift stations to remain in service until the new lift station is installed and accepted. Does this sequencing require any temporary electrical provisions, or is the new station's permanent power simply installed and commissioned prior to cutover with no overlap in service required?

A: New station should be installed and operational prior to cutover.

Q30: Sheet E-1 Generator Pad Detail: The 4'x8' generator pad detail appears on the electrical sheet — please confirm whether the concrete pad (12" slab, WWF reinforcement, vapor barrier, aggregate base) is in the electrical contractor's scope or the general/civil contractor's scope.

A: Division of labor is determined between the prime contractor and sub-contractors.

1240LT26Q0104

September 17, 2026

Q31: Sheets C-6, C-7: Please confirm the required conduit encasement/protection where the new electrical route crosses the existing sewer, water, and phone lines called out as "ELEC XING" on sheets C-6 and C-7, beyond the roadway crossing treatment already shown.

A: Follow electrical code requirements for crossings.

Q32: Sheet D-1 Legend / DE-1 Note 7: Is a hazardous (classified) location wiring method per NFPA 820 required for the wet well and valve vault, or is standard wet-location wiring acceptable? DE-1 Note 7 references OSHA confined-space compliance, but no wiring classification is specified for the electrical devices themselves.

A: Follow manufacturers’ recommendations.

Q33: Is there a Geotech report for this contract?

A: No Geotech report is available.
