About this file

This document is a Questions and Answers (Q&A) file for an Island Park Housing roofing project solicitation (1240LT26Q0035) issued by the USDA Forest Service. The project involves roof replacement and related construction work at multiple residential buildings, with work anticipated to commence around May 2027 and be completed within 90 calendar days of Notice to Proceed.

Key technical requirements include 24-gauge, 1-3/4-inch standing-seam roof panels with a 10-inch width; 40-mil self-adhering rubberized asphalt underlayment; industry-standard Z-cap ridge vents; and crimp-folded edge panels at eaves. Soffit and fascia work is specified in .032 aluminum with optional 1-inch deep panels as an alternative. The contract requires 5/8-inch sheathing replacement for Dwelling 1103 plus contingency for damaged sheathing discovered during tear-off, with payment based on actual square footage installed. Schedule of Items line 074293 for soffit and fascia has been corrected from linear feet to square feet measurement. All housing units are anticipated to remain occupied during construction with work hours limited to Monday-Friday, 0700-1800. The Government has confirmed no asbestos or lead-based paint present. Color selection for roof panels, soffit, fascia, flashing, and trim will occur upon submission of product samples. Bid guarantees should be made payable to "USDA Forest Service." Past performance of proposed subcontractors or teaming partners may be submitted to satisfy the three-project requirement, with offerors declaring whether they served as prime or subcontractor. Section 014100 submittal requirements referenced in specifications are not applicable.

Island Park Housing Q&A’s (RFI’s)

Q. Will product X be an acceptable substitute.

A. As noted in the specifications, comparable products will be considered. Specific substitution questions will not be considered until after award.

Q. Roof system: The solicitation and item 074113-2 call for 24-gauge, 1-3/4-inch standing-seam panels, with a 10-inch width in the schedule. Section 074113, paragraph 2.2, instead describes 26-gauge exposed-fastener PBR panels, and the roof details depict corrugated panels.

A. Schedule of items is correct. Specifications should be changed from 26-guage to 24-gauge. Panels are standing seam, not corrugated or PBR. Delete “corrugated” from detail on C-11.

Q. Sheathing: Please confirm that the 6,598 SF quantity includes complete re-sheathing of Dwelling 1103 plus an estimated allowance for damaged sheathing on the remaining buildings, and that payment will be based on actual square footage installed.

A. Confirmed. Quantities of 5/8” sheathing in the schedule of items includes the skip sheathing replacement for 1103 and contingency if damaged sheathing is discovered during tear-oƯ.

Q. Performance dates: Section C, paragraph 1.7, prints June 1, 2026. The SF1442 continuation gives November 16, 2026, through February 15, 2027, plus an older delivery date, while the solicitation uses a start within 10 days and completion within 90 days after NTP. Please confirm the intended construction period and any winter restrictions.

A. Anticipated start date is around June 1, 2027, weather and snow dependent.

Q. Measurement units: Please confirm the schedule's SF unit for roof panels and fascia.

Section 074113, paragraph 1.9.B, refers to roofing by the square, and Section 076200, paragraph 1.5, describes flashing/trim by LF. We want to avoid a unit mismatch or duplicate fascia/trim pricing.

A. Payment will be by the units shown in the Schedule of items.

Q. Wage attachment: The downloaded ID20260004, modification 1 dated May 18, 2026, contains four pages, while the solicitation attachment table lists five. Please confirm it is complete/current and the required process for roofing or sheet-metal classifications not listed in that attachment.

A. It is 4 pages and complete.

Q. The soƯit is calling for 3/4" and 1/2" deep panels in .032 aluminum full line of colors.

Would the government consider a 1" deep panel as an alternative due to the thinner .032

Gauge called for in the spec.

A. Yes

Q. Specification 070150.19 paragraph 1.2 lists "Additional Bid Items: removal of any existing deteriorated wood nailers and curbs, and replacement with new wood," but the Schedule of Items has no line for this work. Please confirm whether it is incidental to Item 61000 (sheathing) or will be handled by modification.

A. We don’t anticipate any wood nailers or curbs, but would be considered incidental to the work being performed.

Q. Drawing C-14 shows the soƯit and fascia detail but no soƯit width. Please provide the typical soƯit depth (overhang width) at the eaves and rakes, since Item 074293 is measured by the linear foot.

A. Schedule of items line 074293 Linear Feet (LF) should be changed to square feet (SF)

Q. FAR 52.228-1(b) permits a bid guarantee in the form of a certified check, cashier's check, postal money order, or irrevocable letter of credit, while the 52.212-1 addendum asks for a scanned SF 24 and Power of Attorney with an emailed quote. Will the Government accept one of these alternative guarantees in place of an SF 24? If so, is a scanned copy with the quote suƯicient, with the original delivered to the Salt Lake City oƯice by the time quotes are due, and to whom should a check be made payable?

A. Although this can be very complex, the short answer is that it should be made payable to “USDA Forest Service.” For detailed information, please refer to this link:

https://www.usda.gov/sites/default/files/guidance-documents/ForestService.Handbook%206509.11k%2080%20Bonding%20Administration.

Q. Do you want a ridge cap?

A. Use industry standard Z-cap ridge vent

Q. How do you want edge treated?

A. Use industry standard edge panels crimp folded at eaves.

Q. For the Q&A on the Island park roof project Solicitation # 1240LT26Q0035, could this project start in the spring considering the harsh weather they get in that part of Idaho?

A. We anticipate a May 2027 start date.

Q. The specs refer to sections 014100, 013100, 015000, 024116, 079200, 311000 and a Division 06 sheathing section. They also refer to a waste spreadsheet and Teton County guidance as attached. None of these were posted. Can you send them, or tell us they do not apply?

A. Erroneous. Do not apply.

Q. The Statement of Work and Schedule of Items identify a 40-mil self-adhering rubberized asphalt underlayment, while Specification Section 074113 references a minimum 30-mil self-adhering high-temperature underlayment.

Please confirm the required underlayment thickness and product requirements.

A. Use 40 mil as stated in Schedule

Q. Please confirm the controlling period of performance.

The solicitation requires the Contractor to commence work within 10 calendar days after receipt of the Notice to Proceed and complete the project within 90 calendar days.

The Standard Form 1442 continuation identifies a period of performance of November 16, 2026 through February 15, 2027, while Attachment 2 identifies a June 1, 2026 start date.

Please confirm the correct anticipated start date and required completion period.

A. The procurement shall start within 10 calendar days after receipt of the Notice to proceed, which is expected to be issued around May 2027, and is required to be completed within 90 days from that point. The period of performance dates 11/16/2026 – 2/15/2027 was a previous estimate. Please disregard.

Q. The Standard Form 1442 continuation sheet identifies a delivery date of June 2, 2025.

Please confirm that this date is not applicable to this procurement and provide the correct date if another delivery date applies.

A. Please disregard this date. Expected start time for this procurement will be May 2027.

Q. The solicitation requests three projects of similar magnitude completed within the last three years.

May an oƯeror submit relevant past performance performed by a proposed first-tier subcontractor or teaming partner to satisfy or support this requirement?

If so, please confirm how subcontractor/team member projects should be identified in the quotation.

A. You are able to submit those projects and simply declare rather you were the prime or sub-contractor on that project.

Q. If the prime contractor does not possess three qualifying past-performance projects, please confirm that the prime contractor may receive the solicitation's stated Neutral past-performance rating without the quotation being considered technically unacceptable solely because of the lack of prime-contractor past performance.

A. (iv) In the case of an oƯeror without a record of relevant past performance or for whom information on past performance is not available, the oƯeror may not be evaluated favorably or unfavorably on past performance.

Q. Specification Section 013300 references Section 014100 and identifies required submittals including:

Contractor Quality Control Plan Permits, licenses, and certificates Test and inspection reports

We were unable to locate the complete Section 014100 specification within Attachment 2.

Please confirm whether Section 014100 was inadvertently omitted and, if applicable, provide the missing specification.

A. Section 14100 submittals inadvertently left in table and are not applicable.

Q. The specifications indicate that Government personnel may occupy portions of the buildings during construction.

Please identify which housing units are expected to remain occupied during construction and whether there are additional:

Work-hour restrictions Sequencing requirements Noise restrictions Access restrictions Occupant protection requirements beyond those currently identified in the solicitation.

A. All of the units are anticipated to be occupied during construction. Work hours will be limited to Mon-Fri 0700-1800.

Q. Please confirm whether the Government has performed asbestos, lead-based paint, or other hazardous-material surveys for materials that may be disturbed during the roofing work, including existing roofing, underlayment, soƯit, fascia, flashing, coatings, sealants, or associated building materials.

If surveys or reports are available, please provide them or advise where they can be accessed.

A. Confirmed. No asbestos or LBP

Q. Please clarify when the Government expects final selections for roof panels, soƯit, fascia, flashing, and trim colors and finishes to be made.

Please also confirm whether these selections will occur before or after Notice to Proceed, considering the required product submittal review periods and 90-calendar-day contract duration.

A. Color selection will occur as soon as product submittals are provided.

Q. Tess Luck Inc. did not have a representative present at the October 8, 2026 organized site visit.

Please advise whether any questions, answers, clarifications, measurements, photographs, field observations, or other information provided during the site visit will be incorporated into an amendment or otherwise made available to all prospective oƯerors.

If a site-visit attendance/sign-in sheet will be made available, please advise where it may be obtained.

A. The above-mentioned items are provided via an amendment located at SAM.gov.

Q. Because Tess Luck Inc. was unable to attend the organized October 8 site visit, please advise whether the Government will permit an additional site inspection by appointment before quotations are due.

If an additional inspection is permitted, please provide the appropriate point of contact and scheduling instructions.

A. Strictly as a courtesy depending on the schedule for the projects COR, an individual additional inspection might be possible. Please contact Steven Jenkins @ Steven.Jenkins@usda.gov

Q. How will actual quantities and additional roof deck repairs be measured and paid?

Could you also provide the referenced Section 014100 Quality Control requirements?

A. As described in Specification 06100 1.6-Measurement and Payment
