About this file

This document contains questions and answers related to federal contract solicitation 1240LT23R0057 for the Willett Creek Road and Channel Improvement Project from the Department of Agriculture Forest Service. The questions and answers provide clarification that blasting will not be required, camping could be allowed at a developed site with coordination but would not be guaranteed and costs would be the responsibility of the contractor. Dispersed camping with the appropriate permit would be more suitable. The intention is to grade the borrow pit site back at a flatter slope and allow for additional wetlands. The road improvements are expected to remain in place and articulated trucks would be acceptable for hauling materials given the steep terrain, with material available from the Granite Pass Gravel Pit that meets specifications.

Questions / Answers 1240LT23R0057 Willett Creek Road and Channel Improvement Project

4 August 2023

Q = Question A = Answer

Q1 - Do you think there will be any blasting on this project?

A1 - No, blasting is not anticipated for this project.

Q2 Is long term camping in a developed camp site during the project available?

A2 Camping could be allowed at a developed camp site, but the successful contractor would have to coordinate with the Forest Service and the Concessionaire to get a site and it would not be guaranteed. Most of the campground sites are reserved on rec.gov far in advance and most sites do have some first come first serve but those fill up quick. The camp site would need to be paid for by the contractor. Dispersed camping would be more ideal for this project with the appropriate camping permit issued from district which includes the location of the camp, license plates of the campers, number of campers and approximate duration of stay. Any costs is the responsibility of the contractor.

Q3 How do we regrade the borrow pit site while the work is going on?

A3 The intention is to grade it back at a flatter slope and that it is ok to make more wetland in the area of the borrow pit.

Q4 Is the contractor is expected to remove any improvements to the access road 277?

A4 The improvements are expected to stay.

Q5 - Would articulate trucks be acceptable to haul material instead of regular dump trucks? The terrain at the lower end of Rd 277 is extremely steep, even with some road improvements would be tough for a regular truck. The articulated trucks are better suited for this type of haul.

A5 Type of truck is at the contractors discretion as there are no specific type of truck identified nor limitation stated in the requirements.

Q6 - The Granite Pass Gravel Pit was mentioned as a material source. Does this pit currently have any of the spec materials or is it just a source for common fill material and available to crush at?

A6 - There is sufficient surfacing material for the project that stockpiled at Granite Pass Gravel Pit and meets WYDOT Grade K specifications.
