About this file
This document package includes a federal solicitation for roof repairs on multiple buildings located across the Uinta-Wasatch-Cache National Forest, as well as correspondence regarding a request for information (RFI) on the solicitation.
The solicitation is for roof rehabilitation work on various Forest Service buildings. The work includes repairing or replacing roof covering systems. A pre-proposal conference was held and additional photos and maps were provided in amendments to assist offerors. Proposals are due by September 18, 2023. The period of performance is from October 2, 2023 to March 15, 2024.
The RFI asks clarifying questions about asbestos abatement requirements, hazardous materials handling, and the scope of work shown in photos attached to the solicitation amendments. The government response provides clarification that the roofing project does not involve asbestos abatement or lighting/HVAC demolition. Photos showing other building issues beyond the roof are only to depict the general condition and context. Any repairs to soffits, fascia or other items would require modifications to the contract.

RFI RECEIVED 09/15/2023
To: Forest Service Contract #: NA Attn: Mr. Westley Bisson Project #: 1240LT23Q0120 RFI Date: 9/15/2023 Job Description: Forest Wide Roof Repairs Subject: Asbestos Abatement SCS Project #: NA
RFI # 001 Request clarification on the following
1. As per your specifications, Selective Demolition, and in other places in your document “including, disposal of hazardous materials” the contractor is responsible for removing hazardous material.
As you know, we as contractors must comply with the EPA. In your specifications there are conflicting statements that I would like to get cleared up.
2. Per your specifications under 1.6 Project Conditions:
D. Hazardous Materials, Location to be disposed.
1. 4-foot fluorescent light tubes: Throughout building.
2. Various paint products listed in hazardous waste disposal specification.
E. Hazardous Materials: Additional Hazardous materials were not found to be present in building to be selectively demolished.
1. Do not disturb hazardous materials or items suspected of containing hazardous materials except under procedures specified elsewhere in the Contract Documents.
3. 3.3 Pollution Controls: 2. Other authorized landfills are equipped to properly dispose of hazardous waste. 7. Dispose of universal hazardous waste as required by EPA and State laws. A disposal site is listed above.
4. 3.6 Disposal of Demolished Materials: C. Submit a copy of test reports, as required by OSHA, for personnel working with hazardous materials.
This is a little confusing.
Only a professional abatement person with a current certificate with EPA/OSHA can remove any asbestos, lead based paint or any type of hazardous materials on the buildings.
As contractors we must follow the applicable regulations:
• American Conference of Governmental Industrial Hygienists (ACGIH)
• American Society for Testing and Materials (ASTM)
• Code of Federal Regulations (CFR)
• 29 CFR 1910, Occupational Safety and Health Standards
• 29 CFR 1910.134, Respiratory Protection Standard
• 29 CFR 1926, Safety and Health Regulations for Construction.
• Environmental Protection Agency (EPA)
• EPA 3401-90-018 (1990) Asbestos/NESHAP Regulated Asbestos Containing Materials Guidance
For that being said: There must be an Environmental Assessment Report for Asbestos and Lead Based Paint to be done before any of the historical buildings can be worked on. If you have one can you please send me a copy.
5. Per the specification under Selective Demolition:
B. Waste Manifests for materials deemed hazardous by the State of Utah including refrigerant and fluorescent lights.
Are we also dealing with HVAC and removing hazardous fluorescent lights” if so, how many”?
6. Amendment 2 site photos image 000003-2 is showing a broken window is this part of the SOW?
7. Amendment 2 site photos image 000003-3 it is showing a brick missing are we to replace it?
8. Amendment 2 site photos image 000001-1 it is showing damage lath and plaster and drywall are we to remove and replace and paint? I am sure the lath and plaster has asbestos.
9. Amendment 2 site photos image 000000-1 What are you supposed to be showing?
10. Amendment 2 site photos image 000003-1 What are you supposed to be showing?
11. Amendment 2 site photos image 000001-1 What are you supposed to be showing?
12.Amendment 2 site photos image 000004-1 What are you supposed to be showing?

Government Response:
Question 1: This is not the case for our project as light fixtures will not be in the scope, and there should not be any asbestos in the roofing to be worked on.
Question 2: There will not be asbestos abatement in this scope as no roofs should have asbestos.
Question 5: There is not any HVAC or lighting demolition for the scope of this project. Any vent pipes will need to be reinstalled or replaced with the roof depending on the condition of the current piping.
Vent pipes will be included as a modification and will not need to be in the bid proposals.
Questions 6-8: All the images posted are to help show the state of the roof as well as the building. The scope of this project is only the roof and roofing material that will need to either be replaced or repaired according to the Schedule of Items. Some images showing window or ceiling damage do not apply to the scope of this project.
Questions 9 and 10: This shows the eve of the roof soffit and fascia damage on the American fork hydroelectric power plant. Any repairs to soffit or fascia will be handled as a modification to the contract if needed. This will not need to be included in bid proposals.
Question 11: This shows the condition of the American fork hydroelectric power plant. There is a cable running on the roof and will need to be further reviewed if the cable is currently in use or not. This will determine if we need to keep the cable after roof replacement.
Question 12: This shows more images of the condition of the American fork hydroelectric power plant.
All images of the membrane roof show the state of this site. All images of the metal roof are to show the state of the American fork fee station.
