About this file

This document contains an amendment to a solicitation for the Great American Outdoors Act (GAOA) Boise National Forest Trail Bridge Replacement project. The amendment provides responses to industry questions about the solicitation. The project involves replacing multiple trail bridges across several sites on the Boise National Forest, including the South Fork Salmon River Trail Bridge, Ten Mile Creek Trail Bridge, Bull Creek Trail Bridge, and an optional Lodgepole Log Stringer Bridge. Treated lumber, pilings, hardware, and other materials will be required. Submittals including shop drawings, work plans, and sediment control plans are also expected. The amendment clarifies acceptable preservative treatments, confirms design requirements and dimensions, and provides guidance on equipment access at each site. Proposals for the 100% small business set-aside are due on July 22, 2022 to the USDA Forest Service.

Solicitation No: 1240LT22R0067, Amendment 0002 Project Name: Boise Trail Bridges Replacements Forest: Boise National Forest

South Fork Salmon River (SFSR) Trail Bridge:

1. The general notes specify two options for preservative treatment” “PENTACHLOROPHENOL IN LIGHT OIL (TYPE C SOLVENT) or COPPER NAPHTHENATE (CuN) IN LIGHT OIL (TYPE C SOLVENT” for the decking and running planks. These treatments are no longer available. Please advise what other treatments may be used. Of the heavy-oil treatments specified for the remaining members, only CuN is available. Remaining supplies of Penta are minimal, and it is not a viable option. For the decks and running planks the contractor can propose any preservative meeting the UC3B retention levels, to be approved by the COR. Some alternatives include CA-C, ACQ, and Klear Gard25.

2. Please confirm that galvanized hardware is not required except for deadman rods and 16d nails, as it is not called for on the Bill of Hardware. That is correct, however the use of some of the alternate preservatives may require galvanized or poly-coated hardware

3. Are the rub rails to be preservative treated or left un-treated? The rub rails shall also be pressure treated

4. Will shop drawings be required for submittal and review for the fabrication of timber/lumber items? Yes, shop drawing for the timber is required

Lodgepole Log Stringer Bridge (optional)

1. The isomeric drawing drawings sheet 5 of 8 depicts a log stringer bridge with handrails and no curb. The note on this same page states the USFS will perform all other required work. Please confirm that only a curb system is required above the deck and that it is to be included in the scope, no handrails to be included in the scope. Confirm NO handrails, only curbs.

2. Two curb designs are included on sheet 6 of 8. Please indicate which type of curb design is desired, solid sawn members or log curbs. Log curbs

3. What is the required AWPA use category for preservative treatment of the bridge?

All treated stringers, decking, running planks, and handrails must be treated after fabrication in accordance with AWPA U1, UCS, using pentachlorophenol or copper naphthenate (CuN) in light oil, (type C solvent) for use category UC3B.

All treated substructures (sills, backing planks, cribs, timber walls, etc.) shall be treated after fabrication in accordance with AWPA U1, UCS, using pentachlorophenol or CuN in heavy oil (type A solvent) for use category UC4B.

4. Will BMP’s and shop drawings be required? Yes.

5. Please confirm the overall log stringer, out-to-out length is 29’ 0”. Confirm, 29’ 0” out to out or 28’ 0” CL bearing to CL bearing (12” x 12” solid sawn timber sill).

6. Project design criteria indicate “LOG STRINGERS: = 6' -0" (SEE TYPICAL

SECTION)”. Please indicate what this refers to as there is no “Typical Section” to refer

to. Apologies, this is the clear width of deck on page 6.

Solicitation No: 1240LT22R0067, Amendment 0002 Project Name: Boise Trail Bridges Replacements Forest: Boise National Forest

7. Please provide the desired width of the bridge, sills, backwall and running planks.

Width of the bridge= 7’ 0” (out to out) Sills=12”x12” solid sawn lumber Backwall=Total length and height is 15’ 0” (length) x 30” (height) @ 3” thickness. As long as height is met, can be assembled in numerous planks, i.e. 3 – 10” planks, or 2 – 15” planks.

Running planks=2”x12”

SFSR Trail Bridge and Ten Mile Creek Trail Bridge

1. We would like to know if we can cross the streams with an excavator at any of the bridge sites. Crossing the stream/river with tracked equipment is permissible. However, the Contractor shall submit a work plan and sediment control plan for approval after award.

The Contractor shall minimize the # of crossings to accomplish the work.

Bull Creek Trail Bridge sites. Tracked equipment crossings are not permissible. The bridge superstructure shall be set with a helicopter.

Lodgepole Trail Bridge sites. Supply and deliver materials only (no construction required) to the staging area indicated in the plans/specs.
