QUESTIONS AND ANSWERS
Solicitation 1240LT22R0030
Project: Montrose Building Construction
1. Please clarify the desired eave height for the warehouse portion of the structure. Drawings show conflicting measurements: S-05 has 17’6”, A-02 has 14’11, and A-04 has 16’?
A: Eave height should be 16’ per sheet A-04.
2. Please confirm if the desired standing seam metal roof panel is to be a vertical rib snap-joint, vertical rib mechanically seamed, or trapezoidal rib panel.
A: Roof panel should be trapezoidal bib panel.
3. Please confirm the basis of design for the soffit panels. Specs page 219 Section 2.11B. note that they are to match the wall panel profile and material. Drawings A-02 show a metal vented soffit.
A: Soffit at Wearhouse area (not office area) should be metal soffit, at the office area should be metal vented soffit.
4. Please confirm if snow guards are to be included.
A: NO snowguards requested with this contract.
5. These structures appear to have been built quite a while ago. You cannot get a demolition permit from CDPHE without an asbestos survey being in place first. Even if the Government already abated the buildings, you as the GC would be required to have the asbestos surveys prior to even requesting a demolition permit. Has this asbestos survey been performed? If so, could you please provide documentation?
A: Attachment 5 (Lead Based Paint) includes a lead-based paint and asbestos survey investigations done in 2019.
6. Contractor responsibility for storage containers? Contractor is responsible for providing the storage containers per optional item #9. The Forest Service is responsible for relocating forest owned material and equipment out of existing buildings into the storage containers.
A: The contractor should provide 7 days to the Forest employees for relocation of the forest owned material and equipment.
7. Will there be a staging area for the contractor?
A: Fence area adjacent to location of new building (south and east) will be cleared from Forest Service owned materials and equipment prior to starting construction.
8. Will erosion control and safety fencing be needed?
Note 17 sheet C-03, the note refers to the need of erosion control fencing on the east and south side of construction to avoid erosion from our construction to move into the neighbors’ properties and safety fence that may be needed to protect the tenants of the bunkhouse during excavation or normal daily work.
9. Who are the utility providers and what are their fees?
A: Contact utility providers for any specific fees and connection requirements.
- Black Hill Energy (natural gas provider) is aware of the project. Gas company may have special requirement for connecting to the service.
- West Montrose Sanitation District (sewer provider) is aware of the project. Sewer company may have special requirement for connecting to the service.
- DMEA (electricity provider) is aware of the project. The Forest paid for design and DMEA selected the location for the new power pole and transformer. See note 5 sheet C-04 for approximate location. Contact company for any other specifics.
- Please include any additional information in the technical proposal.
10. Is funding approved for the building?
A: The Forest has approved funding for the base items based on the Government Estimate.
Optional bid items will be awarded depending on the proposed prices and additional availability of funds.
11. What are the expectation for maintaining sewer, water and electric to the site?
A: The contractor is responsible for maintaining water and electricity to the bunkhouse and two RV pads. Sewer connection is not expected to be affected by construction.
12. Can the contractor be allowed to use the pasture for building assembly or construction materials storage?
A: Yes, a portion of the pasture can be open for used of the contractor during construction.
13. Does the contractor will be required to do any electrical work at the existing bunkhouse?
A: The contractor is only required to maintain electricity during construction (temporary service) and provide permanent connection from the new electric panel.
14. What type of permits will be needed?
A: The contractor may need city/county permits for any work done outside property limits, for example road work permit for connection of the utilities.
A: Demolition permit may be required to properly demolition of buildings with asbestos per State requirements. Attachment 5 (Lead Based Paint) includes a lead-based paint and asbestos survey investigations done in 2019 that can help determine the need for this permit. Please include any additional information in the technical proposal.
15. Insulation requirements?
A: The drawings have the minimum R values for the different parts of the building where insulation is requested, also there is information under section 013125, 074113, 220000 and 23000.
16. Can the contractor stockpile the excavated material on-site?
A: Yes, an area withing the site can be used for stockpile material.
17. Can un-use material from excavation spread on-site?
A: Only suitable material (not clay) can be spread on-site. Attachment 4 (Geotech Report) can provide information of the existing material on-site that can help determine the existing type of soil. Please include any additional information in the technical proposal.
18. Can the excavated material be use as structural backfill?
A: Structural backfill should comply with the requirements of Table 1 on sheet S-03 of the drawings. Contractor should submit testing results for approval before using existing material as structural backfill. Attachment 4 (Geotech Report) can provide information of the existing material on-site that can help determine the existing type of soil. Please include any additional information in the technical proposal.
19. Can the contractor recommend a different alignment for the utility’s connections?
A: Yes, please include the recommended alignment with the technical proposal.
20. Can the contractor recommend using the existing sewer connection (for the bunkhouse and RV pads)?
A: Yes, please include the recommended alignment with the technical proposal. Also take in consideration the existing sewer line is located approximately North of the bunkhouse (see sheet C-01). The Forest do not know the condition or size of the existing sewer connection.
21. We would like to get pricing from American Standard Building. Is this possible?
A: After further evaluation, American Standard Building will be added to specification 13125 section 2.1.A as available manufacturers. The selected contractor will have to submit building specifications (submittals) showing compliance with our specification and minimum design criteria, no matter who is the selected manufacturer.
22. Page 7 of the solicitation does not really have a line item for the major excavation activities leading up to Aggregates No. 2 Line "A" Structural backfill. Should I include mass excavation for the foundation, trucking/hauling of materials to and from the site, survey staking, utilities survey/elevations, trenching of all necessary utilities including utilities to the RV sites and Bunk house that are not in the "optional bid" in Item No. 1 "site grading"?
A: The structural backfill should be under Base Item #2. Any excavation and survey staking related to the footings will be under Base Item 3.B. Any excavation, survey staking and backfill needed for utilities installation (from utility connection to building including the existing bunkhouse and RV pads) should be cover under each utilities Optional Bid Items 7.A, 7.B 7.C, 7.D and 7.E.
23. Also is it acceptable to have a job site office trailer, job site tool trailer, and porta toilets staged on site until completion of the project?
A: Yes, Space will be limited, but utilizing a portion of the Pasture area should be acceptable, keeping in mind Gov Employees still need to have access to the bunkhouse, their equipment, pasture at the end of the site, etc.
24. Will the pasture to the North of the project site be available for use? If so, would it be possible for Forest Service staff to remove a section of the North fence between the project site and the pasture to the North for access and storing of excavated dirt from the foundation and for placement of the 7 temporary 20' storage containers?
A: Previous list of questions #12: Yes, a portion of the pasture can be open for use of the contractor during construction, whether it’s for a job trailer or other needs.
