1240LT22Q0052 Trail Riders Bridge Replacement Amendment 0001, 06/24/2022 Pre-Bid Meeting Site Visit Q&A’s June 15 2022 (also includes RFI’s during the solicitation period)

1. Will QNAP (Type A) treatment be an acceptable alternative to the QNAP (Type C) for all timber elements?

Response: Yes, Copper Naphthenate in hydrocarbon solvent A (QNAP Type A) will be allowed per USFS Interim Guidelines dated 6/17/2022 Type A is the far more readily available treatment process offered industry wide. We can point to multiple examples of FS projects where this exception for Type A treatment is extended.

2. Is there any ground elevation data for the abutments?

Response: Elevations are based on the existing bridge elevation.

3. Are there any vehicle loading requirements for the structural load rating of the bridge?

Response: Per Specification 964.00.02, 1) Pedestrian Load shall be 90 psf. 2) Vehicle Load – The clear deck width is less than 7 feet, therefore vehicle loading is not required. 3) Per Drawings, Sheet 17 of 20 Ground Snow Load shall be 150 psf. In this case Snow loading shall control.

4. Can the bridge be delivered in one piece or does it need to be broken down into smaller pieces due to limited trail access?

Response: The bridge may be delivered in one piece.

5. What is the required SPS finish of the weathered steel?

Response: Per Specification 964.00.085 Materials, Unpainted Steel – Bridges which are not to be painted shall be fabricated from ASTM A847, ASTM A588, ASTM A242 or ASTM A606 structural steel shapes. IF an alternative bridge design (Aluminum) is submitted, manufacturer requirements for powder coated AL components will be required.

6. Is there a firm date for required delivery of the structure? Will there be any leniency on that?

Response: Anticipating longer than normal delivery times, the Forest Service established contract time as 120 calendar days after the effective date of the Notice to Proceed. The Forest Service estimates 90 calendar days for the delivery of the structure and approximately 14-30 calendar days to install. It is anticipated the NTP will be issued at the end of July.

7. Can you tell me if a bid bond is required? If so, do you require the bond to be sent in hard copy or will an electronic version suffice?

Project awards over $35,000 and not to exceed $150,000 – Bid Bond/Guarantee is not required.

Payment Bond or Alternative Payment Protection is required within ten calendar days of award. Refer to Section I, FAR 52.228-13 Alternative Payment Protections (JUL 2000) on page 21 of the Solicitation.

Projects exceeding $150,000 – Yes, a bid bond/bid guarantee is required. An electronic copy is acceptable IAW FAR 28.101-3(c).

Performance and Payment Bonds are required within ten calendar days after award. See Pages 5-7 of this amendment.

8. The Trail Riders Bridge Replacement project mentions a prefabricated trail bridge in the scope. Do you happen to know if this bridge will be a fiber reinforced polymer (FRP) trail bridge?

Response: The bridge is designed as a Structural Steel, Pratt Thru Truss design. Due to the snow load and bridge length, Fiber Reinforced Plastic has historically not been able to meet a 50-year minimum design life. If a bidder wishes to submit an alternative design and can provide definitive data that the proposed design can meet structural criteria, it will be considered.

9. Would an Aluminum bridge be acceptable?

Response: The bridge is designed as a Structural Steel, Pratt Thru Truss design. If a contractor proposes alternative materials and can provide an equal structure per AASHTO LRFD standard trail bridge design, stamped by a Professional Engineer in the state of Colorado with an equal design life, it will be considered under value engineering clause 52.248-3 Value Engineering – Construction

10. What is the clearing width and can it be widened to allow for equipment access to the bridge site?

Response: Sheets 10-11 of 20 show clearing width. Specification 912 also covers clearing requirements.

Construction access will be allowed under the terms and conditions of the contract.

11. Will staging and camping be allowed in the trailhead area?

Response: Yes. Prefer staging and camping be behind the rock access restrictions, then the rocks replaced when complete. That allows continued access for the public to the trailhead parking area.

12. Can tread be widened out during construction?

Response: Yes. Sheets 7-9 of 20 detail final tread width after bridge installation is complete. Specification 911 also covers excavation and embankment requirements.

13. Will disturbed areas need to be restored and seeded?

Response: Disturbed areas shall be restored and seeded. Seeding is considered incidental to other items of work due to the small area.

14. What will the bridge superstructure set on?

Response: Both ends of the bridge will rest on a precast concrete grade beam. The near will set on 3 each gabion baskets, the far end will set on 6” of ¾” crushed aggregate as a levelling course, per Sheets 17-20 of 20 of the drawings.

15. Can you confirm the required size of the running planks? They are labeled as 2”x12” on the table on sheet 17/20 while they are labeled as 3”x8” min. on the cross-section detail on sheet 18/20.

Response: Sheet 17 of 20 should have stated 3”x12”. Running Plank tread width is 36”. Sheet 18 of 20 states 3”x8” minimum. Final Running Plank tread with of 36” shall control.

16. Would an S4S finish be acceptable for the decking planks and running planks? Currently the specs call for a rough sawn finish, however our standard would be to provide the S4S which is a little more smooth.

Response: Drawings and specifications call for Rough Sawn (RS) planks. This is what will be required due to traction coefficient.

17. Would the Forest Service be willing to accept an all-timber alternative design in lieu of the weathered steel structure?

Response: Yes. As previously stated in questions 8 and 9, if a contractor proposes alternative materials and can provide an equal structure per AASHTO LRFD standard trail bridge design, stamped by a Professional Engineer in the state of Colorado with an equal design life, it will be considered under value engineering clause 52.248-3 Value Engineering - Construction

18. For Informational Purposes: The grid units specified on sheet 12 of 20, are Type D. If the type D are not currently available, the Type E (16”x24”x3 1/8”) will be acceptable.

Changes as a result of this amendment:

Replace Attachment J.2 titled Standard Specifications For Construction Of Trails And Trail Bridges On Forest Service Projects originally included in the solicitation with the intended Attachment J.2 titled Standard Specifications For Construction Of Trails And Trail Bridges On Forest Service Projects (68 pages).

The original attachment included 20 pages of drawings instead of 68 pages of the standard specifications.

Reply due date for this solicitation is extended to July 11th, 2022 no later than 5:00 PM (Mountain Time)

ATTACHMENT TO PRE-BID MEETING NOTES

FAR 52.228-1 Bid Guarantee (Sept 1996)

(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.

(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier’s check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds-

(1) To unsuccessful bidders as soon as practicable after the opening of bids; and

(2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.

(c) The amount of the bid guarantee shall be 20 percent of the bid price or $ n/a whichever is less.

(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.

(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.

52.228-15 Performance and Payment Bonds -- Construction (JUN 2020) (DEVIATION APR 2020) (Applicable If the resultant contract is expected to exceed $150,000)

(a)Definitions. As used in this clause --

“Original contract price” means the award price of the contract; or, for requirements contracts, the price payable for the estimated total quantity; or, for indefinite-quantity contracts, the price payable for the specified minimum quantity. Original contract price does not include the price of any options, except those options exercised at the time of contract award.

(b) Amount of required bonds. Unless the resulting contract price is valued at or below the threshold specified in Federal Acquisition Regulation 28.102-1(a) on the date of award of this https://www.acquisition.gov/far/part-28#FAR_28_102_1 contract, the successful offeror shall furnish performance and payment bonds to the Contracting Officer as follows:

(1) Performance Bonds (Standard Form 25, EXCEPT THAT A SEAL IS NOT REQUIRED). The penal amount of performance bonds at the time of contract award shall be 100 percent of the original contract price.

(2) Payment Bonds (Standard Form 25-A, EXCEPT THAT A SEAL IS NOT REQUIRED). The penal amount of payment bonds at the time of contract award shall be 100 percent of the original contract price.

(3) Additional bond protection.

(i) The Government may require additional performance and payment bond protection if the contract price is increased. The increase in protection generally will equal 100 percent of the increase in contract price.

(ii) The Government may secure the additional protection by directing the Contractor to increase the penal amount of the existing bond or to obtain an additional bond.

© Furnishing executed bonds. The Contractor shall furnish all executed bonds, including any necessary reinsurance agreements, to the Contracting Officer, within the time period specified in the Bid Guarantee provision of the solicitation, or otherwise specified by the Contracting Officer, but in any event, before starting work.

(d) Surety or other security for bonds. The bonds shall be in the form of firm commitment, supported by corporate sureties whose names appear on the list contained in Treasury Department Circular 570, individual sureties, or by other acceptable security such as postal money order, certified check, cashier’s check, irrevocable letter of credit, or, in accordance with Treasury Department regulations, certain bonds or notes of the United States. 52.228-17 Individual Surety – Pledge of Assets (Bid Guarantee) (FEB 2021)

(a)Offerors shall obtain from each person acting as an individual surety on a bid guarantee—

(1) A pledge of assets that meets the eligibility, valuation, and security requirements described in the Federal Acquisition Regulation (FAR) 28.203-1; and

(2) Standard Form 28, Affidavit of Individual Surety.

(b)The Offeror shall include with its offer the information required at paragraph (a) of this provision within the timeframe specified in the provision at FAR 52.228-1, Bid Guarantee, or as otherwise established by the Contracting Officer.

(c)The Contracting Officer may release the security interest on the individual surety's assets in support of a bid guarantee based upon evidence that the offer supported by the individual surety will not result in contract award.
