About this file

This is Attachment 2.1 to a Janitorial Services contract solicitation (1240LS26Q0064) for the Caribou-Targhee National Forest, Ashton Ranger District Office, establishing contractor credentialing and training requirements.

The attachment specifies mandatory training courses that all contractor employees and subcontractor personnel must complete annually, with courses delivered through AgLearn or paper-based methods where specified. Required training includes: Understanding and Interrupting Unconscious Bias (90 minutes, completion required within 90 days of assignment); Anti-Harassment Training: Identifying and Preventing Workplace Harassment (60 minutes, 90 days); Information Security Awareness (60 minutes, within 1 year of last completion); USDA Records Management (60 minutes, within 60 days); and Section 508 (60 minutes, within 45 days). The contractor must maintain completion records and provide them to the Contracting Officer upon request. The attachment also establishes background check requirements compliant with Presidential Directive HSPD-12 for unescorted facility access. Within ten calendar days of contract award, contractors must provide employee information including name, address, social security number, date of birth, and work phone to the Contracting Officer Representative in person. The government will fund up to three background investigations within any 12-month period; additional investigations beyond three occurrences of personnel turnover within a rolling 12-month period are the contractor's responsibility and will be deducted from final invoices. No contract price adjustment is permitted for employee time spent obtaining background credentials or LincPass access.
