About this file
This is Amendment 001 to solicitation 1240LS26Q0064 for janitorial services at the Caribou-Targhee National Forest, Ashton Ranger District Office, issued by the Products and Services Central Team C5 in Salt Lake City, Utah, effective August 13, 2026. The amendment provides clarifications and corrections to the Statement of Work (SOW), revised answers to frequently asked questions, and building specifications.
The janitorial contract requires basic cleaning services three times weekly from May through October and two times weekly from November through April, including restroom cleaning, floor maintenance, carpet cleaning semi-annually, and window cleaning annually. Key SOW modifications include: removal of recycling requirements; removal of floor waxing references; clarification that outside rugs require sweeping rather than vacuuming; and correction of lighting requirements to maintain lights on at both building ends for security and safety rather than turning off the south light. The facility contains four restrooms (two men's rooms and two women's rooms) with total square footages of 6'5" x 6'3" for south end restrooms and 14'10" x 7'4.5" for north end restrooms. The previous contract (1240LS22P0015) was awarded to Germrip LLC for $21,600 over three years. This is a Total Small Business Set-Aside opportunity (initially planned as WOSB but opened to all small businesses under the janitorial NAICS code size standard). Offerors must be active in SAM.gov at time of offer submission and should price the base year and all four option years shown in the pricing schedule; the government will calculate any six-month extension period from Option Year 4 rates. Flexible cleaning schedules during winter months are permissible with Contracting Officer Representative approval, and weather-related schedule changes may be accommodated with COR approval.

Q&A
Q: Can you tell my what the current or previous contractors name is and what their yearly bid amount was awarded, with details for 6 month and separate cleaning charges for semi-annual and annual carpet and flooring and window etc.?
A: The previous contract number is 1240LS22P0015. The previous contractor was Germrip LLC, The previous contract price over 3 years was $21,600. Detailed pricing for semi-annual and annual, carpet, flooring, and window cleaning is not available.
Q: Is there a form detailing the building with how many bathrooms, offices, windows etc.?
A: Yes, see the evacuation plan layout attached to this amendment.
Q: If the roads are closed due to weather, would the person responsible for cleaning just proceed with the following day once roads are open?
A: Yes, in most cases work could be accomplished the next day that roads are open.
Q: If someone is cleaning and a storm happens and roads are closed while they are there, is there lodging for them to stay in?
A: There are usually 3 hotels open in the wintertime; Fishing Bear Lodge, Ashton Cabins and Eagle Peak Lodge. The Fishing Bear Lodge is only about 150 yards from the office.
Q: What is the current contract amount?
A: See answer above.
Q: What is the name of the incumbent contractor?
Q: What is the current contract value for this service annually?
A: See answer above for total contract value.
Q: How many restrooms are included, and what is their total square footage?
A: There are 4 restrooms. 2 men’s rooms and 2 women’s rooms. One set on the north end and one set on the south end. Each restroom on the south end measures 6’5’ X 6’ 3” and each restroom on the north end measures 14’ 10” X 7’ 4.5”.
Q: My prospective subcontractor was told this opportunity was a WOSB set aside but the solicitation on SAM lists this opportunity as a total small business set aside. Can you confirm the correct set aside?
A: The opportunity is a Total Small Business Set Aside. Initially it was planned as a WOSB set aside and posted as such, but further research dictated that this opportunity be opened to all small businesses eligible under the janitorial NAICS code size standard.
Q: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
A: See answers above.
Q: Set-aside. The posted description states both that the acquisition "is set-aside for Women Owned Small Business (WOSB) concerns" and that it "is a Total Small Business Set-Aside." Attachment 1 states Small Business concerns, incorporates FAR 52.219-6 Notice of Total Small Business Set-Aside, and shows the Small Business box marked in Block 10. Please confirm this is a Total Small Business set-aside and that WOSB certification is not required for award.
A: The opportunity is a Total Small Business Set Aside. Initially it was planned as a WOSB set aside and posted as such, but further research dictated that this opportunity be opened to all small businesses eligible under the janitorial NAICS code size standard.
Q: Schedule of Items, line 0001AB. Attachment 3 lists 0001AA as "May – October (3 Times Weekly Cleaning)" and 0001AB as "May – October (2 Times Weekly Cleaning)", and repeats both for each option year.
Attachment 2, the Statement of Work, states that services are rendered three times per week from May through October and two times per week from November through April. Please confirm that 0001AB should read "November – April (2 Times Weekly Cleaning)", so that pricing on that line covers the correct six months.
A: Yes, lines AB for each option year should read "November-April". This will be corrected in this amendment.
Q: Pricing the FAR 52.217-8 extension period. Attachment 1 states that total price evaluation will cover the base period, all option periods, and in accordance with FAR 52.217-8 up to a six-month extension period.
Attachment 3 provides line items only through Option Year 4, with no line for the extension period. Please confirm whether offerors should price only the items shown on Attachment 3, with the Government computing the six-month extension from the Option Year 4 rates, or whether an additional priced
A: Yes, the schedule of items is correct regarding what offerors should price, base year and all option years and items. The government will compute the possible extension (up to 6 months) from option year 4 pricing.
Q: Is the janitor required to be present during the carpet cleaning?
A: Yes, the janitor will need to accompany the carpet cleaner. Alos coordinate this task with the Support Services Specialist to ensure that locked areas can be cleaned.
Q: Can the month for cleaning interior and exterior windows be changed from November to possibly October or September?
A: Possibly, this can be discussed with the successful vendor at the pre-work meeting.
Q: In the carpet cleaning does that include the lay down mats at the inside entrances?
A: Yes under section A.8 Vacuum and Clean Floor Mats.
Q: What is the policy if they want to use their own cleaning supplies, mops and vacuums?
A: If a vendor prefers to use their own equipment that would be acceptable as long as the cleaning still meets the specifications in the statement of work. The government will not be responsible for damage to or theft of contractor equipment.
Q: Can the cleaning days be a little bit flexible if it’s approved by the COR, in case of bad weather and we cannot get to the office on the Tuesday or Thursday?
A: Yes, if weather prevents cleaning on a regularly scheduled day, the contractor may make up the cleaning with COR approval.
Q: Do we need to be in SAM now or can we do that later if awarded the contract?
A: Yes, offerors must be active in SAM at the time offers are due. SAM.gov registration has several steps before you become active. If you need assistance with SAM.gov registration, look up your state’s Apex Accelerators. Their services are free to small businesses.
Q: Is there a possibility to modify the 2 days a week to be one day on Friday to Sunday? For example: Tuesday clean then again on the weekend during those off-season months?
A: There is a possibility of a flexible schedule during the winter months as long as cleaning is accomplished twice per week. The schedule for November-April, Tuesdays and Thursdays is most appropriate for this facility.
See answers above about weather and make up days. If during the pre-work call, the COR finds an alternate schedule acceptable, a modification may be made.
Q: Due to weather in November. Could the windows be done in October? That way there is less likely a chance of snow while washing the windows?
Q: The person that walked us through the location stated the light fixtures should be dusted daily. It has that duty listed as a separate schedule. What is the expectation?
A: Light fixtures are to be lightly feather dusted during regular cleaning schedules, (2 or 3 days per week depending on the month). Deep cleaning of the light fixtures (requiring removal of covers), is to be accomplished twice per year.
Q: In the walk through it was requested we not vacuum the outside rugs. The contract lists this as needed.
A: The outside rugs need swept, there are usually too man rocks and too much mud for a vacuum cleaner.
Q: The contract lists stripping and waxing the floors but the walk through it was stated that is not necessary. Is this going to be required?
A: See summary of changes above. Reference to waxing will be removed from the SOW before award.
Q: The contract lists the location as Bio cleaning supplies preferred. Walk through it was stated that is not necessary. Supplies are provided by the location so is it necessary to list supplies in the bid?
A: Section Furnished Property lists what is provided by the government and what is provided by the contractor.
If there are cleaning items that meet the biobased requirement, which the contractor needs to supply to meet the cleaning requirements, then the offer should include these items in Exhibit #3 Biobased Product List, or indicate inapplicability if the offeror does not anticipate supplying any items of this type.
Q: Is there a possibility to allow cleaning during the day in winter months poor weather? To elevate the safety and hazard risk?
A: No, not usually. If cleaning had to occur on a Friday, after 4:30 PM, that might be possible to accommodate outside of the listed schedule, but only occasionally.
