About this file
This document is Attachment 2.2 to Solicitation 1240LS26Q0062 for janitorial services at the Fremont River Ranger District, Teasdale Office, and specifies contractor credentialing and training requirements.
The attachment establishes a USDA Credential Matrix detailing access requirements based on access type and duration. Contractor personnel requiring IT access must complete appropriate credentialing based on privilege level (Privileged IT, General IT, or No IT) and physical access needs (General Physical, Privileged Physical, or No Physical access). Requirements include obtaining credentials such as LincPass badges, PIV-A cards, and site badges depending on access classification and duration. The document provides a matrix matching each access type with corresponding descriptions, including elevated privileges for sensitive mission-critical applications, general USDA domain and email access, and unaccompanied access to USDA facilities ranging from sensitive to general common areas.
Mandatory contractor training applies to all new service contracts awarded after November 1, 2023, and requires contractor employees and subcontractor personnel to complete five annual courses: Understanding and Interrupting Unconscious Bias (90 minutes), Anti-Harassment Training: Identifying and Preventing Workplace Harassment (60 minutes), Information Security Awareness (60 minutes), USDA Records Management (60 minutes), and Section 508 (60 minutes). All courses must be completed via AgLearn or paper-based format within specified timeframes (45 to 90 days after assignment). Background checks complying with Presidential Directive HSPD-12 are required within ten calendar days of contract award, with employee information provided in person to the Contracting Officer Representative. The government will fund up to three background investigations within a 12-month rolling period; additional investigations beyond three occurrences of personnel turnover are the contractor's expense and subject to deduction from final invoices.
