About this file

This is an attachment to a federal janitorial services solicitation (1240LS26Q0030 – Vernal Area Janitorial) that specifies contractor credentialing and training requirements.

The document establishes a USDA Credential Matrix defining facility access levels based on IT and physical access requirements. Access types range from Privileged IT Access (requiring General or Privileged Physical Access) through No IT/No Physical Access, with corresponding credentials including LincPass, PIV-A badges, and Site badges. Contractors must ensure all employees, including subcontractor personnel, complete mandatory annual training courses through AgLearn or paper-based methods: Understanding and Interrupting Unconscious Bias (90 minutes, due within 90 days of assignment), Anti-Harassment Training (60 minutes, due within 90 days of assignment), Information Security Awareness (60 minutes, due within 1 year of last completion), USDA Records Management (60 minutes, due within 60 days of assignment), and Section 508 compliance (60 minutes, due within 45 days of assignment). Background checks complying with Presidential Directive HSPD-12 are required within ten calendar days of contract award for all employees assigned to the contract, with employee information provided to the Contracting Officer Representative in person. The contractor bears all costs for fingerprinting, background check processing, and LincPass acquisition with no contract price adjustment. Excessive personnel turnover is defined as more than three occurrences within a rolling 12-month period, with the government covering only the first three background investigations annually; additional investigations are the contractor's responsibility and will be deducted from final invoices.
