About this file

This document is Amendment 001 to Solicitation 1240LS26Q0030, issued by the Products and Services Team-C5 (PPS-C5) located at 1749 West 500 South, Salt Lake City, UT 84104, with an effective date of June 30, 2026. The amendment consists of questions and answers addressing clarifications about the janitorial services solicitation. The solicitation is for weekly janitorial cleaning services at four facilities operated by the Uintah Basin Interagency Fire Dispatch Center and related USDA offices in the Vernal, Utah area. The cleaning frequency is once weekly on Saturday or Sunday, and the contractor must supply cleaning chemicals while the government provides consumables (soap, toilet paper, paper towels, trash bags) and dumpsters. The current incumbent contractor is Fortazo Corp., performing under contract 1240LS21P0116 from October 1, 2021 through September 30, 2026, with a total award amount of $106,558.20. The new contract is expected to follow a standard structure of a base year plus four option years.

Key requirements and clarifications include: the contractor is responsible for providing all cleaning supplies beyond government-furnished consumables; contractor employees must obtain USDA LincPass background investigations (first three per year funded by government; additional investigations cost $197.00); the contractor will have keypad access via combinations rather than physical keys; dispatch staff will be present during summer months and on-call during winter weekends; the contractor may use government-provided equipment or bring their own tools; storage space with power will be designated for contractor supplies; a mandatory pre-work conference is required after award but before October 1, 2026 start date; and emergency or special-event cleaning rates will be negotiated as needed. The government does not provide labor hour estimates, and determining staffing levels is the contractor's independent business decision. Annual price escalations tied to Service Contract Act wage determinations are acceptable if requested within 30 days of receiving revised wage determinations. FAR 52.219-14 (Limitations on Subcontracting) does not apply, and only the prime contractor must maintain active SAM.gov registration.

The request must be received within 30 days of receiving the revised SCA wage determination and is limited to the difference between the actual wage and the revised minimum mandated by the applicable DOL wage determination.

Q: Should floor stripping and waxing, carpet extraction, and window washing be included in the fixed price, or will these be treated as periodic/emergency tasks?

A: Floor stripping and waxing, and carpet extraction specifications are not included in the Performance Work Statement. These requirements along with window washing will be handled outside of this contract. Simple carpet spot cleaning and interior window spot cleaning are included in the requirements. See Appendix A – Quality Assurance Checklist. An example includes a spilled drink that splashes on a window and leaks onto the carpet. Window cleaning is specified in the weekly cleaning. See section 3.1.2.g and h, and Appendix A – Quality Assurance Checklist.

Q: Could you clarify the deliverable and invoicing mechanics (IPP), as well as the monthly inspection and QASP acceptance process for payment?

A: The COR will inspect performance monthly (more often if poor performance requires more extensive inspection), and will approve proper invoices submitted through IPP for work performed during the previous month. The invoice will then go to the CO for final approval. 30 days after final approval by the CO, the vendor should receive payment.

Q: Will the Government allow a subcontractor to represent our company during the site visit, or must a prime contractor representative accompany the subcontractor?

A: The site visit is open to all interested vendors.

Q: Could you please provide any information regarding the incumbent contractor and the reason this requirement is being recompeted? Additionally, has the Government made a determination regarding whether the incumbent contractor is expected to compete for or potentially be awarded the follow-on contract?

A: See current contract information answered above. Janitorial contracts are usually awarded with a base year and up to four option years. The current contract is due to expire. To maintain continuity of services, the requirement is being recompeted. All interested vendors who meet the small business size standard in the solicitation are welcome to submit an offer.

Q: Who is the current/incumbent contractor?

A: See answer above.

Q: What is the amount of the current contract award?

Q: What is the Base and 4-Option Year timeframe of the current contract?

Q: Is there an incumbent contractor currently performing these services? If so could you provide the value of the previous contract?

A: See answers above.

Q: Will dispatch staff be present during scheduled cleaning visits (since they operate 24/7), and if so, will the contractor have unescorted access to all areas of the Fire Dispatch Center including the active dispatch room, or will certain areas require escort or be inaccessible during operations? Is any advance scheduling coordination with dispatch staff required?

A: Yes, dispatch operators will be present during scheduled cleaning during the summer months, and on call in the winter months for weekend coverage. The janitor will have access to all areas of the building to accomplish their work. There may be times when a fire is being reported, or other hectic moments where the janitor may not be able to have a vacuum running in the main dispatch area. These situations will be handled as they arise. For advanced scheduling and coordination, Saturday and Sunday is when dispatch has less personnel working so that has been deemed the best time for cleaning services.

Q: Does the Government have an estimate of the total weekly labor hours required to perform the full scope of work described in the PWS across all four facilities, and if so, what is that estimate? Alternatively, what were the actual weekly labor hours performed under the prior contract?

A: No. The Government does not provide estimates of total weekly labor hours for the scope of work, nor do we furnish actual labor hours from prior contracts. Determining appropriate staffing levels is a vendor’s independent business decision.

Q: How many emergency or special event cleaning calls were ordered annually under the prior contract, and does the Government anticipate any known special events during the base year that would require emergency cleaning beyond the weekly schedule?

A: There have been no emergency cleaning calls in the previous 3 years. Currently, there are no special event cleanings planned for the base year.

Q: What is the Government's process for monitoring and restocking hand soap, toilet paper, paper towels, and trash bags between the contractor's weekly visits, should the contractor notify the COR when supplies are running low during a cleaning visit, and would the contractor ever be expected to provide interim consumables if supplies run out before the next scheduled visit?

A: the COR will periodically check the stock of consumables in each of the 5 conveniently located storage spots that can be reviewed on a site visit or once the contract is awarded. During the weekly visit the janitor shall refill and disperse consumables as needed to its dispenser or area of use. (example: toilet paper dispenser filled and a roll or 2 of toilet paper left on the tank of the toilet in its sanitary covering for use as rolls run out.) If the janitor notices any supplies running low in the 5 areas mentioned, we have a note pad that the COR will check periodically. The janitor can also jot down the low supply. Not all consumables are stocked by the COR in all 5 areas. There is a main area in the Supervisors Office (SO) where the janitor will be able to get all of the supplies and can distribute some consumables to those 5 areas. (example: trash bags are not stocked at all 5 areas but the contractor can take a roll from the main supply area and leave them in the other 4 areas.)

Q: Which specific rooms within the Warehouse building at 298 South 500 East are within scope for weekly cleaning, are the Carpentry Shop and Timber Shed included or excluded, and does the term "crew workspace" in PWS Section 2.2(b)(4) refer to the Recreation Office, Road Crew Office, and Fire Office shown on the Appendix D floor plan?

A: At the Warehouse building at 298 South 500 East, the areas to be cleaned are the restroom area, Fire Office, Road Crew office, Recreation office. The timber shed, carpentry shop and radio office, are not the responsibility of the contractor to clean. The Restroom area should be cleaned similarly to the other restroom facilities listed in the SOW. The Fire office is carpeted and will need vacuumed weekly and the sink area cleaned weekly. The road crew office and recreation office are hard surface and will only require weekly sweeping.

Q: What is the estimated cost per background investigation that would be charged to the contractor for investigations beyond the three-per-year Government-funded limit, and does that three-investigation limit reset at the start of each option year or roll on a continuous 12-month basis?

A: $197.00. The three investigation limit rolls on a continuous 12-month basis.

Q: Insurance Requirements: The solicitation does not specify required insurance types or minimum coverage amounts. Please confirm what liability insurance, workers compensation, and any other coverage the contractor is required to maintain.

A: The solicitation does not specify any required insurance types or coverage amounts. There are no clauses within the solicitation which require the contractor to maintain general liability insurance, workers’ compensation insurance, automobile liability, or any other insurance coverage. If insurance requirements are added or clarified later, they will be communicated through an amendment to the solicitation.

Q: Biobased Product Submission: Should the biobased product list submitted with the proposal include only products to be used from day one, or may it be a preliminary list subject to COR approval at the pre-work conference?

A: The response to the solicitation should include the biobased products the offeror anticipates using in the performance of this contract. As the contract progresses there may be other products that the successful vendor wishes to add to the list subject to COR approval.

Q: LincPass Processing: Can you confirm the expected timeline for LincPass background investigation and fingerprinting processing for contractor employees after award? We want to ensure full compliance by October 1, 2026.

A: We do not have a timeline for this process as it depends on contract award and identification of a janitor before the process can be initiated.

Q: Key Control: How many sets of keys will the government issue? Are keys issued per employee or per crew?

A: No Keys are issued. Each building has a keypad entrance and the successful vendor will be provided with the access combinations.

Q: Pre-Work Conference: Is a pre-work conference planned after award and before the October 1 start date? If so, is attendance mandatory?

A: Yes, a pre-work call would be appropriate and it is mandatory for the successful vendor, the COR and the CO to attend.

Q: Storage Space: Will the government designate a specific storage area within the buildings for contractor supplies and equipment? Is there power available in that space?

A: Yes, there will be a designated storage space, and power is available in that space.

Q: Fire Dispatch Center Access: The Uintah Basin Interagency Fire Dispatch Center operates 24/7. Are there any access restrictions or notification requirements for cleaning during weekend overnight hours?

A: See answer above regarding dispatch center cleaning concerns.

Q: Carpet Cleaning: The Supervisors Office has significant carpet. Does weekly vacuuming include the requirement for periodic deep carpet shampooing, or is that only under the emergency cleaning provision?

A: No, weekly vacuuming does not include the requirement for periodic deep carpet shampooing. Only spot cleaning as needed. (example: a coffee spill in a main hallway or in an office, would need to be spot cleaned) yearly carpet cleaning is facilitated outside of the contract.

Q: On what schedule are the air vents dusted?

A: As needed

Q: Do the microwaves need to be cleaned out?

A: Microwaves in the breakrooms shall be cleaned as needed, but personal microwaves in offices are not to be cleaned. (e.g. the microwave in the recreation office at the 298 S 500 E warehouse location is not be cleaned, but the microwave in the Supervisor’s Office building is to be cleaned as needed.

Q: Do the plants need dusted?

A: No, a member of our staff usually maintains and waters our plants

Q: Are we allowed to bring our own cleaning tools and supplies, e.g. vacuums and mops?

A: Yes, There is a backpack vacuum that the contractor is welcome to use as well as other vacuums throughout the facilities, but if the contractor chooses, they are welcome to use their own equipment and store it in the government facility.
