About this file

This document is Attachment 2.1 to solicitation 1240LS26Q0027 for janitorial services at the Ely Ranger District Office, outlining contractor credentialing and training requirements applicable to new service contracts awarded after November 1, 2023, and modified service contracts as applicable.

The contractor must ensure all employees, including subcontractor personnel, complete mandatory annual training courses through AgLearn or paper-based methods within specified timeframes: Understanding and Interrupting Unconscious Bias (90 minutes, completion within 90 days of assignment), Anti-Harassment Training: Identifying and Preventing Workplace Harassment (60 minutes, completion within 90 days of assignment), Information Security Awareness (60 minutes, completion within 1 year of last completion), USDA Records Management (60 minutes, completion within 60 days of assignment), and Section 508 (60 minutes, completion within 45 days of assignment). The contractor must maintain completion records and provide them to the Contracting Officer or Contracting Officer Representative upon request. Additionally, background checks complying with Presidential Directive HSPD-12 are required for unescorted entry into federally controlled facilities. Within ten calendar days of contract award and new employee selection, the contractor must submit employee information (name, address, social security number, date of birth, work phone) to the Contracting Officer Representative in person, not via email. The government will cover up to three background investigations within a 12-month period; additional investigations beyond three occurrences of personnel turnover within a rolling 12-month performance period will be at the contractor's expense and deducted from final invoices.
