About this file

This document is an attachment to a federal solicitation that establishes contractor credentialing and training requirements for the Red Canyon Visitor's Center Janitorial contract (1240LS26Q0023).

The attachment presents a USDA Credential Matrix outlining access requirements based on IT and physical access needs, with credential types including Privileged IT, General IT, General IT with various physical access levels, and No IT designations. Each credential category specifies required duration periods (ranging from any duration to over 6 months), with corresponding badges and pass requirements such as LincPass, PIV-A, Site Badge, or No Badge. Access descriptions clarify that Privileged IT Access grants elevated privileges for sensitive mission-critical applications beyond general system administration; General IT Access provides access to USDA domain accounts and standard applications; Privileged Physical Access permits unaccompanied access to sensitive USDA facilities; and General Physical Access allows unaccompanied access to general common areas only.

The mandatory contractor training section (applicable to new service contracts awarded after November 1, 2023) requires all contractor employees, including subcontractor personnel, to complete five annual training courses through AgLearn or paper-based methods: Understanding and Interrupting Unconscious Bias (90 minutes, completion within 90 days of assignment); Anti-Harassment Training (60 minutes, completion within 90 days); Information Security Awareness (60 minutes, completion within 1 year of last completion); USDA Records Management (60 minutes, completion within 60 days); and Section 508 (60 minutes, completion within 45 days). The contractor must maintain completion records and provide them to the Contracting Officer upon request. Background checks complying with Presidential Directive HSPD-12 are required for unescorted entry into federally controlled facilities, with employee information submitted to the Contracting Officer Representative within ten calendar days of contract award. The government will fund no more than three background investigations within a 12-month period; additional investigations necessitated by excessive personnel turnover (more than three occurrences within a rolling 12-month period) will be at the contractor's expense and deducted from final invoices, with no contract price adjustment permitted for employee time or costs associated with obtaining credentials or background check information.
