About this file

This is a Contractor Credentialing and Training Requirements attachment for a janitorial services contract (1240LS26Q0017) at the Salmon-Challis National Forest, Lost River Ranger District.

The document establishes mandatory training and credentialing requirements applicable to new service contracts awarded after November 1, 2023, and modified service contracts as applicable. Contractors must ensure all employees and subcontractor personnel complete five annual training courses through AgLearn (or paper-based option for USDA Records Management): Understanding and Interrupting Unconscious Bias (90 minutes, due 90 days after assignment), Anti-Harassment Training (60 minutes, due 90 days after assignment), Information Security Awareness (60 minutes, due annually), USDA Records Management (60 minutes, due 60 days after assignment), and Section 508 (60 minutes, due 45 days after assignment). The contractor must maintain completion records and provide them to the Contracting Officer upon request. Additionally, contractors must comply with Presidential Directive HSPD-12 by submitting a complete list of employee information (name, address, social security number, date of birth, work phone) to the Contracting Officer Representative in person within ten calendar days of contract award. Background checks are required for unescorted facility access. The government will cover costs for up to three background investigations within a 12-month period; additional investigations beyond this threshold resulting from excessive personnel turnover (more than 3 occurrences in 12 months) will be deducted from the contractor's final invoice. No contract price adjustment is permitted for costs associated with employee background check submission or obtaining facility access credentials.
