About this file

This is a contractor credentialing and training requirements attachment for a janitorial services contract at the Salmon-Challis National Forest, Lost River Ranger District (Contract 1240LS26Q0017). The document establishes mandatory credentialing, training, and background check requirements for contractor personnel, including subcontractor employees, who will perform janitorial services on federal facilities.

The attachment specifies a USDA Credential Matrix outlining IT access and physical access requirements based on role type and duration. All contractor employees must complete five mandatory annual training courses through AgLearn (or paper-based for USDA Records Management): Understanding and Interrupting Unconscious Bias (90 minutes), Anti-Harassment Training (60 minutes), Information Security Awareness (60 minutes), USDA Records Management (60 minutes), and Section 508 (60 minutes), with completion deadlines ranging from 45 to 90 days after assignment. Background checks are required for unescorted facility entry per Presidential Directive HSPD-12, with employee information (name, address, social security number, date of birth, work phone) provided to the Contracting Officer Representative in person within ten calendar days of contract award. The contractor bears the cost for employee background check submission and LincPass acquisition with no contract price adjustment. The Government will fund only three background investigations within a 12-month period; additional investigations beyond three occurrences of personnel turnover within a rolling 12-month period are the contractor's responsibility and will be deducted from final invoices. Questions regarding training requirements may be directed to the USDA Office of the Assistant Secretary for Civil Rights, Office of Contracting and Procurement, Office of Human Resources Management, or Office of Information Affairs.
