About this file

This document is an Amendment to a Solicitation for a heat pump replacement and maintenance contract issued by the USDA Forest Service (USDA-FS) Intermountain Region in Ogden, Utah. The solicitation (Number 1240LS25Q0064) involves replacing a non-functioning heat pump in a building with a geothermal heating system and provides for two preventative maintenance visits per year for the entire HVAC system. The contract covers 6 heat pumps located in a mechanical room, with one heat pump specifically servicing an exercise room in the northwest corner of the building.

The amendment includes a questions and answers section that provides critical details about the project, such as the heat pump dimensions (40" x 20-5/8" x 21-5/8"), confirmation that this is a new requirement without an existing service contract, and background on the building's heating challenges. The proposal submission deadline will not be extended, and contractors are advised to verify all dimensions. The heat pump previously failed toward the end of the last winter, and the building's geothermal system has installation issues that may cause the heat pumps to work harder than normal.

Q&A

Q: Just to confirm, the preventative maintenance visits (x2 per year) are only for 6 heat pump units? Does not include any AC units or other HVAC equipment?

A: The preventative maintenance visits should encompass the entire system as stated in 1.1 Scope of Contract: Once replaced, to keep the system in best condition, it is desired to have a certified technician provide routine preventative maintenance on the whole system.

Q: Can the FS provide more time for proposal submission? The deadline is really tight.

A: We cannot extend the proposal due date.

Q: Is this an existing service contract? If so, could the FS please provide the existing contract #?

A: There is not an existing service contract. This is a new requirement.

Q: When did the heat pump last go out?

A: The heat pump went out toward the end of last winter.

Q: What have been the repercussions of the heat pump not working?

A: There are a total of 6 heat pumps in the mechanical room. Per the breaker, the broken heat pump services only an exercise room in the Northwest corner of the building. While the remaining heat pumps are functional, the building’s heating system is connected to a geothermal system where the pipes were not dug deep enough. Therefore, the building typically runs cold and there is speculation that the conditions make the heat pumps work harder. In turn, that is why contract calls for replacement and maintenance service.

Q: Is there any potential acid that could’ve entered into the heat pump?

A: Acid test was conducted during site visit. No indications of acid were found, therefore copper piping connected to the system is also intact.

Q: What are the dimensions of the heat pump?

A: 40 inches (Height) x 20-5/8 inches (Width) x 21-5/8” (Depth). Ducts are 14” x 12”. The accompanying air filters are 20” x 20”. Contractors to verify dimensions.
