(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.
(ii) This solicitation is issued as a Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04.
(iv) This procurement is set aside for 100% Total Small Business. The NAICS code is 332913 Plumbing Fixture Fitting and Trim Manufacturing and the Small Business Size Standard is 1,000 employees.

UTILITY BOXES
PART 1 - GENERAL
1.1 MANHOLES
A. Normal-Traffic Precast Concrete Manholes: ASTM C478, precast, reinforced concrete, of depth indicated, with provision for rubber gasketed joints.
1. Diameter: 48 inches minimum, unless otherwise indicated.
2. Base Section: Open bottom with 5-inch minimum thickness for walls and base riser section.
3. Riser Sections: 5-inch minimum thickness, and lengths to provide depth indicated.
4. Top Section: Eccentric-cone type. Top of cone of size that matches grade rings.
5. Grade Rings: Include maximum of two reinforced-concrete rings, for a maximum height of 6-inches, that match 24-inch-diameter frame and cover.
6. Steps shall be a ½-inch steel rod encapsulated with polypropylene, 12-inch step, 10 inches center to center leg distance x 5 ¾-inches projection, designed for installation into precast concrete. Steps shall be Model PS1 as manufactured by M.
A. Industries, or approved equal.
7. Pipe Connectors: Each pipe connection to manhole shall be made with pipe-to- manhole flexible connector system for use with cored holes in concrete manhole or tank, made of a polyisoprene rubber resilient connector meeting ASTM C-923, with type 304 stainless steel compression clamps. Connector system shall be PSX:Direct Drive in appropriate size as manufactured by Press-Seal Gasket Corporation, or approved equal.
8. Manhole Frames and Covers: Lockable, ASTM A48 CL35, grey iron castings. Watertight bolted and gasketed cover to eliminate infiltration. Cover shall have a minimum of 2 pick bar locations. Frame shall have a minimum 30 ID by minimum 5-inch riser with 3-inch minimum width flange, and minimum 30-inch-diameter cover, sized to fit on manhole top section. Include indented top design with lettering “WATER” cast into cover. Frame and cover shall be 1342 series as manufactured by East Jordan Iron Works, Inc., or approved equal.
9. Mastic Joint Sealant: Preformed flexible joint gasket meeting all requirements of ASTM C990.
Sealant shall be RAM-NEK as manufactured by Henry Company, or approved equal.
10. Non-Shrink Grout: Cement based non-shrink grout, Materflow 713 Plus, by Degussa Building Systems, or approved equal.
1.2 LOCKING MECHANISM
A. Provision shall be made to secure the lid to the box using vandal resistant bolts.
1.3 WELDED WIRE MESH
A. For burrowing rodent control under the box. Galvanized, ½” welded wire mesh, 19 gauge.
1.4 CONCRETE SUPPORTS
A. Plumbing appurtenances shall be supported using concrete blocks under adjustable stands as shown on the Drawings. Blocks and stands shall be approved by the Contracting Officer.
1.5 PLUMBING APPURTENANCES
A. According to Section 221103 “Plumbing Appurtenances.”

SECTION 221100 - WATER DISTRIBUTION SYSTEMS
1.6 QUALITY ASSURANCE
A. Piping materials shall bear label, stamp, or other markings of specified testing agency.
B. NSF Compliance:
1. Comply with NSF 14 for plastic potable-water-service piping. Include marking "NSF-pw" on piping.
2. Comply with NSF 61 for materials for water-service piping and specialties for domestic water.
1.7 MINIMUM SYSTEM REQUIREMENTS
A. Unless otherwise noted, the minimum working pressure for piping and specialties shall be 160 psig.
1.8 DELIVERY, STORAGE AND HANDLING
A. Deliver piping with factory-applied end caps. Maintain end caps through shipping, storage, and handling to prevent pipe-end damage and to prevent entrance of dirt, debris, and moisture.
B. Protect stored piping from moisture and dirt. Elevate above grade.
C. Protect flanges, fittings, and specialties from moisture and dirt.
D. Store plastic piping protected from direct sunlight. Support to prevent sagging and bending.
PART 2 - PRODUCTS
2.1 GENERAL
A. All waterlines, pipes, and fittings shall be new and unused, of the type, pressure rating or class, and size specified and as shown on the Drawings.
B. HDPE:
1. Pipe, AWWA C901:
a. Material Designation: PE 4710 resin
b. Minimum Cell Classification: ASTM D 3350, 445574C
c. Dimension Ratio and Minimum Pressure Rating: IPS DR9, 250 psig.
2. Fittings:
a. Molded HDPE Fittings: ASTM D 3350, PE 4710 resin, butt-fusion type, made to match HDPE pipe dimensions and class.
b. Insert Fittings: Not allowed.
c. Transition Fittings to non-HDPE Pipe: Approved by HDPE pipe manufacturer. Compression-type fittings are not allowed.
3. Pipe Larger than 3-inch Diameter: Provide in 40-foot lengths rather than in rolls.
4. Pipe and Fittings 4-inch Diameter and Larger: Conform to AWWA C906 in addition to above requirements.
C. Galvanized Steel: ASTM A53, Schedule 40, threaded ends meeting ASME B1.20.1.

3.1 CURB VALVES AND BOXES
A. Valves: Valves shall be the same nominal size as the line in which they are installed or as indicated on the Drawings.
1. Valve Operating Wrenches: Steel, tee-handle with one pointed end, stem of length to operate deepest buried valve, and end matching curb valve. Furnish one valve operating wrench or shut-off rod with every five (or fraction thereof) curb boxes installed, as indicated on the Drawings.
a. Valve Operating Extension for Poly Valves: Polyethylene or PVC, with adapter to fit valve, extend to within 4 inches of ground level.
2. Poly Valves
a. NSF Approved (Potable water systems only)
b. Valves 4-Inch and Larger: AWWA C906.

3.3 WATER METER
A. Description: AWWA C700, displacement-type, low-lead bronze main case, NSF-61 certified.
Register flow in gallons unless cubic feet are indicated.
B. Model: 1” Low Lead SR as manufactured by Sensus Metering Systems, or an approved equal.
3.4 BALL VALVE
A. Description: Bronze, 400 psi, threaded NPT end connections.
B. Model: LFB6000 Lead Free Ball Valve as manufactured by Watts Regulator, or an approved equal.
3.5 GLOBE VALVE

1. Type A: A self-closing faucet.
2. Type B: A self-closing faucet and hose bibb with backflow preventer.
3. Type C: Two hose bibbs, upper bibb with vacuum breaker, lower bibb with backflow preventer.
1.2 DELIVERY, STORAGE, AND HANDLING
A. Products shall be kept free from damage during delivery, storage, and handling. Protect from dirt and moisture during storage.
1.3 QUALITY ASSURANCE
A. NSF Compliance:
1. All products in contact with potable water shall comply with NSF 61 Annex G. All pipes, fittings, fixtures, solder and flux shall meet the 0.25% maximum lead content rules for all wetted components.
PART 2 - PRODUCTS

PART 3 - EXECUTION
3.1 FOREST SERVICE STANDARD HYDRANT INSTALLATION
A. Fabricate hydrant post, frame, sump, grate and pad as shown on the Drawings.
B. Wood Posts: Cut and drill to required lengths and chamfer, as shown on the Drawings. All exposed corners shall be lightly rounded and the surfaces finished smooth. Apply two coats of stain to portion of post that will be above ground.
C. Stain finishes on the post, if damaged during installation, shall be touched up or repaired. Stain shall not be spattered on the pipe and fittings.
3.2 GENERAL INSTRUCTIONS
A. Pipe and Fittings: Pipe and fittings shall be watertight. If any appurtenances are not rated for the pressure required for pressure testing the pipelines, ensure hydrant will be isolated from the pipeline during pressure testing.

GAOA FISHLAKE CAMPGROUND WATER SYSTEM DEFERRED MTNC PHASE 2 SECTION 221200 -
UNDERGROUND WATER STORAGE TANK
PART 1 - GENERAL
1. Submit Storage tank shop Drawings, include the following (fabrication of the tank shall begin after shop Drawings have been approved by the Contracting Officer):
a. Access opening and cover fabrication, location, dimensions, and methods of connection.
b. Nozzle fabrication, location, and methods of connection.
c. Ladder location, dimensions, and methods of connection.
2. Storage tank manufacturer’s data sheets and installation instructions.
3. Certification from tank manufacturer that the tank, ladder, access opening, and nozzles were manufactured with materials conforming to the requirements of NSF 61.
4. Certification from the tank manufacturer that the tank was tested by the manufacturer at the factory and meets the design criteria specified.
5. Flexible Connectors.
6. Stainless Steel Tanks: Paint manufacturer literature for exterior coatings including name, general type, solids by volume, and recommended dry film thickness.
7. Operation and Maintenance Data: Storage tank and related accessories.
1.2 QUALITY ASSURANCE
A. NSF Compliance:
1. The storage tank, ladder, nozzles and all other components in contact with potable water shall be manufactured with materials conforming to the requirements of NSF 61 Annex G.
2. All pipes, fittings, fixtures, solder and flux shall meet the 0.25% maximum lead content rules for all wetted components.
1.3 STAINLESS STEEL WATER STORAGE TANK
A. Available Manufacturers (or an approved equal):
1. Rule Steel Tanks, Inc.
2. Continental Steel Works, Inc.
B. Design Criteria:
1. The shop fabricated water storage tank shall be a cylindrical horizontal stainless steel water storage tank constructed of welded 304 or 316 stainless steel meeting ASTM A167 or ASTM A240 with the following thickness (see Table 1):

2. The tank shall be constructed in accordance with Underwriter’s Laboratories, Inc., UL 58 and with NSF 61. Exceptions to UL 58: The tank shall have wedge bar lids as shown on the drawings rather than bolt down lids. The tank need not be UL approved or have the UL label.
3. Exterior Coating
a. Coating: Corchem 247 coal tar epoxy, as manufactured by Corchem Corporation, or an approved equal.
b. Surface Preparation: Round off sharp edges and rough welds. Surfaces must be clean, dry and free of any rust, dirt, chalk, grease, oil, etc. All surfaces shall be blasted with abrasive grit to near-white in accordance with the Society of Protective Coatings Standard SSPC-SP 10.
c. Application: Exterior surfaces shall be given two coats, 15 mil wet, 8 mil minimum thickness dry, for a total minimum dry thickness of 16 mil. The dry film thickness shall be verified in the presence of the Contracting Officer with a magnetic gauge in accordance with SSPC-PA 2. Test equipment shall be furnished by the Contractor.
4. External Hydrostatic Pressure and Burial Depth: Tank shall be designed to withstand burial in ground with 7 feet of saturated soil overburden over the top of the tank, with a safety factor of 5:1 against general buckling.
5. Tank shall support accessory equipment such as ladders, submersible pumps, liquid level probes, etc.
6. The tank shall be fabricated with the correct number of threaded openings of the proper sizes to accommodate the pipes, valves, and controls as shown on the drawings.
7. Tank shall be vented to atmospheric pressure, as the tank is not a pressure vessel.
1.4 ACCESSORIES
A. Access Openings and Covers
1. Access opening cover or lid shall be insect proof, overlapping, and water tight with O-ring and/or gasket. The lid must extend down the frame at least two inches and must cover the entire opening. Provide a locking device.
2. Identification: Label access opening cover or lid with sign reading “DANGER – CONFINED SPACE, ENTER BY PERMIT ONLY” or other similar language approved by the Contracting Officer. Sign must be permanently mounted in a clearly visible location on the access opening cover.
3. Lock will be supplied and installed by the Forest Service.
B. Ladder
1. NSF 61
2. Welded 304 or 316 stainless steel (ASTM A167 or A240).
3. Provide ladder extending from the top of the access opening to the bottom of the tank as shown on the Drawings.
4. The ladder shall have the ability to expand and contract without stressing the tank walls.
5. Dimensions: Minimum width of 12 inches and maximum rung spacing of 12 inches.
6. Ladder design shall meet all applicable federal and state standards, including
Occupational and Safety Health Administration (OSHA).
C. Nozzles and Flanges
1. NSF 61
2. Material:
a. Stainless Steel Tanks: Stainless Steel
3. Tanks shall be furnished with all nozzles, flanges, and other appurtenances as shown on the Drawings.
4. Threads on nozzles shall be standard NPT.
D. Lifting Lugs
1. Lifting lugs shall be provided as recommended by the manufacturer and shall be an integral part of the tank.
E. Flexible Connectors
1. Install one flexible connector on all 4-inch diameter and larger HDPE pipes within 3 feet of the tank flange
2. Provide connectors as described above for each pipe connected to the tank, including the inlet, outlet, overflow and vent pipes.
3. Design: NSF 61, gasketed, sleeve-type design, with diameter to properly fit the pipe, suitable for direct-bury application.
4. Model: Dresser-style coupling as distributed by World Wide Metric, Inc. or an approved equal.
1.5 BAGGED ANODES (FOR STAINLESS STEEL TANKS)
1. The steel tank shall be installed with magnesium anode packs according to Table 2.

2. Anode: High pure magnesium each having a plated steel core with 14 feet of #12 THHN insulated lead wire attached with silver solder; packaged, having backfill mixture consisting of 75% gypsum, 20% western bentonite, and 5% sodium sulfate.
3. Model: 17-pound CPAN-08-HP17, as manufactured by Clay and Bailey Manufacturing Company, or an approved equal.
1.6 VENT
A. Galvanized steel pipe vent turned down with a non-corrosive, No. 24 galvanized steel wire insect screen on turned down end. Transition to galvanized pipe 12” below grade. Pipe shall meet the requirements of Section 221100 “Water Distribution System.”
1.7 CURB VALVES AND BOXES
A. Curb Valves and Boxes shall be according to Section 221102 “Curb Valves and Boxes.”

A. Liquid level sensors or probes and float switches shall be as shown on the Drawings.
B. Support Bracket: The flange required for the liquid sensors hub shall be an integral part of the tank or shall be manufactured and installed as required by the tank manufacturer.
C. Electrical Entrance: Electrical entrance for the floats shall be an integral part of the tank access opening or shall be manufactured and installed as required by the tank manufacturer. The access opening penetration shall be:
1. Located 6-inches minimum above final grade and where box with floats will not interfere with climbing the ladder.
2. ½-inch IMC or RSC conduit, threaded both ends.
a. Install a conduit supported NEMA Type 4X ABS Enclosure, minimum 4”x2”x2” high, capable of two 1/2-inch conduit entrances in bottom for float connections, on access interior side.
b. Exterior side shall electrical connections shall be with a 90-degree elbow to LFMC or LFNC long enough to provide for +2-inches and -4-inches of movement relative to metal conduit stub-up at access cover. See specification 260533.
3. Sealed waterproof around the penetration on both sides and including enclosure.
4. Able to support 500 pounds on exterior of access without damage.
1.10 GRADE LEVEL ACCESS BOX
A. Boxes to be made of plastic or other non-corroding material, listed for the location installed.
1.11 NON-MODULATING FLOAT VALVE
A. Description: Hydraulically operated diaphragm float valve, with cast-iron or bronze body; with stainless steel, bronze or monel working parts, renewable valve seat and adjustable float; size and pressure rating as shown on the Drawings. The valve shall open fully at a pre-set low float level, flow at a full rate until reaching the pre-set high float level, and then close drip-tight without slamming.
