About this file

This document is an Amendment (SF30) and Questions & Answers (Q&A) for Solicitation 1240LS25Q0048, issued by the USDA Forest Service for well testing at the Bridger-Teton National Forest's Black Rock Ranger District. The solicitation requires testing wells for capacity and conducting camera-based inspections of well conditions at the Hatchet Campground and Hatchet Easement Wells, with a site visit scheduled for 7/31/2025 at 10:00 AM MT.

The Q&A section addresses technical details including pump testing procedures, with a suggested maximum pumping rate of 50 gallons per minute, water level stabilization requirements, and well disinfection protocols. Vendors must submit multiple documents with their response, including a Schedule of Items, Experience and Equipment Questionnaire, Water Disposal Plan, OSHA Compliance Plan, and various representations and certifications. Questions about the solicitation were due by 8/4/2025, and the amendment aims to provide clarity on testing specifications and vendor requirements.

Q: What happens if water doesn’t stabilize within 6-hour period?

A: See Section 2.3.B in the Attachment section of the Solicitation. The intent of the contract is to find the pump rate of the well where drawdown is stable. If there is a significant fluctuation in water level/drawdown, then the pump rate should be adjusted.

Q: What are the parameters for stabilization? Is there a range we want to keep?

A: Use discretion as far as water level stabilization. COR will be present on-site during pumping to aid in decision making.

Q: Instead of a constant 50 gallons per minute (gpm), can vendor do a step drawdown pump test? Start lower to see if well can pump at that level. Running higher pumping rates has the risk of prematurely drying out the well

A: 50 gpm is the suggested maximum for the pumping rate when conducting the test. A step drawdown method can be used to determine the pumping rate at which the water level is stabilized.

Q: Specifications note utility disruption. Does this apply to the water being shut off for about a week for the pump testing?

A: Vendor and COR to discuss scheduling to make preparations for water service disruption. The well and pump are anticipated to be shut off about a week.

Q: Age of the wells?

A: Age of wells are unknown. Most recent work on both wells include raising the well casing heights to meet standards.

Q: Does disinfection only apply to the well or should the whole system be flushed out?

A: Since work will be conducted on the well, disinfection only applies to the well. Pumphouses adjacent to the well have access points to flush out disinfectant prior to distribution throughout the system.

Q: Can we isolate the water tank for the ranger station on the hill and not dechlorinate that part of the system?

A: See above.

Q: For the well straightness test we will report the straightness and any deviation that might be present. Are there any specific criteria you are looking for? Or just a report of the wells condition?

A: Refer to Section 1.4 Submittals in the Attachment section of the Solicitation for criteria.
