(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 2024-01.
(iv) This procurement is set aside for 100% Total Small Business. The NAICS code is 336999, the PSC is
2305, and the Small Business Size Standard is 1,000 employees.

(vi) Description of Requirement
Statement of Work: 2024 Model Year Side-by-Side UTV with Multi-Terrain Track System SEARCH & RESCUE UTILITY TERRAIN VEHICLE (UTV) SPECIFICATIONS: Specifications listed are for the procurement of a Law Enforcement UTV which will be used for Search & Rescue Operations, OHV Trail Monitoring, and OHV Education/Public Outreach. This vehicle must be capable of operating in rugged terrain, including but not limited to unimproved roads, OHV trails, steep hills, mud, loose rock, and shoulder-season levels of snow. This vehicle must also provide for the safe transport of up to 4 first responders and their equipment across the full spectrum of weather conditions from hot and dry to cold and wet. The UTV must have OEM multi-terrain track system.
SPECIFICATIONS:
•COLOR: Tan or Black •SEATING: 4 seats (1 Driver, 3 Passenger). This vehicle must be capable of carrying up to three search and rescue team members in addition to the driver.
•CABIN: Must have full cabin enclosure to include glass windshield with windshield wipers (soft door panels acceptable). Per the requirements of the awarded grant, this vehicle must have a fully enclosed cabin for protection of the crew members from the elements during Search and Rescue missions in inclement weather.
•HEATER: Cabin heater/defrost unit required. This vehicle must have a cabin heater due to its use in inclement weather and for the re-warming of potentially hypothermic rescue subjects.
•ROLL CAGE: Chassis Cage must meet OSHA requirements for Rollover Protection. ISO 3471:2008 (“ROPS approved”) •CARGO BOX CAPACITY: 8 cubic feet MINIMUM. This requirement comes from a standard of each crew-member’s pack being approximately 2 cubic feet in size.
•ENGINE: 975 cc (MINIMUM displacement) liquid cooled, electronic fuel injected engine (100 Horsepower MINIMUM) w/ electronic starter.
•TRANSMISSION: AUTOMATIC, Continuously Variable Transmission w/ Park, Reverse, High, Low and Neutral gear sections.
•DRIVING ASSISTANCE: Electronic Hill Descent Control. This is a crew-safety feature which provides for a slow, steady, controlled descent over arduous terrain while underload.
•FOUR WHEEL DRIVE: Selectable 2-wheel drive / 4-wheel drive with auto locking front and rear differentials •FUEL CAPACITY: 10-gallon factory installed tank. (MINIMUM) •POWER STEERING: 3 mode dynamic power steering •GAUGES: with functions to include speedometer, tachometer, odometer, trip & hour meter, diagnostics center, gear position, engine hour meter, 4x4 indicator, engine temperature, lights, fuel gauge, clock.
•WHEELBASE: 120 inch MINIMUM.
•GROUND CLEARANCE: 13.5 inches MINIMUM
•SUSPENSION:
FRONT: Double A-arm with sway bar, 14 inches travel (MINIMUM) REAR: Torsional Trailing Arm with sway bar, 14 inches travel (MINIMUM) •BRAKES: Dual disc (Both Front and Rear). As this vehicle will be used for utility-type work in arduous terrain, it is imperative to have maximum braking power.
•PAYLOAD CAPACITY: 1,200lb (MINIMUM). The average weight of an adult male in the United States is approximately 200lbs. A typical Search and Rescue member’s pack is approximately 50lbs, not including the clothing and equipment worn on their person such as skis or climbing gear. With 4 crew members in the vehicle, this minimum payload of 1,200lbs allows for up to 100lbs of equipment per crew member.
•TOWING CAPACITY: 2,000lb (MINIMUM). Vehicle may be required to tow a snow ambulance or other rescue-type trailer over rugged terrain.
•WINCH: 4,500lb (MINIMUM). 4,500lbs is the minimum standard for use with 4-seatUTVs •ANTI-THEFT SYSTEM: Factory Installed: RF Digitally Encoded Anti-theft system. When vehicle is left in a remote location to hike in for a Search and Rescue mission, this digitally encoded anti-theft system minimizes the potential for theft of the vehicle.
•WHEELS & TIRES:WHEELS:15-inch wheels with beadlock (MINIMUM). Beadlock required for running lower air pressure in tires. This allows for maximum flotation on soft or loose ground and for greater traction in rocky terrain. An additional benefit to this is reduced fatigue over the length of a mission for both crew and machine.
Example: If transporting an individual with a broken bone over arduous terrain; tires with bead locked wheels can be aired down to minimal pressures without the risk of the bead unseating from the wheel. Airing down tires will provide for a softer ride, significantly increasing comfort for an injured subject and minimizing the chance of further injury on the drive out.
TIRES: 30-inch tires in stock condition (MINIMUM). This tire height provides acceptable overall clearance for travel on rough terrain even when tires are aired down.
•OEM MULTI-TERRAIN TRACK SYSTEM: UTV must include OEM multi-terrain track system for use in shoulder season conditions where neither a wheeled vehicle nor a snowmobile is appropriate. Example:
extended patches of mud or dry ground interspersed with sections of snow or snowdrifts.(MINIMUM 1-inch track lugs)
The complete vehicle must be available for pickup within a 550-mile drive of Vernal, UT, or include shipping to Vernal Ranger District, 355 N. Vernal Ave. Vernal, UT 84078, in the final quote. Unless it is under 550 miles from Vernal, UT, delivery will be paid in accordance with line item 002.

Delivery shall be no later than 06/1/2024 within the hours specified below.

(xii) 452.204-70 Modification for Contract Closeout (DEVIATION JUL 2022)
Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to
FAR 13:
(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer
(CO) shall issue a unilateral modification for de-obligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for de-obligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP procedures.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

(xvi) 52.201-1 Acquisition 360: Voluntary Survey (SEP 2023)
(a)All actual and potential offerors are encouraged to provide feedback on the pre-award and debriefing processes, as applicable. Feedback may be provided to agencies up to 45 days after award. The feedback is anonymous, unless the participant self-identifies in the survey. Actual and potential offerors can participate in the survey by selecting the following link: https://www.acquisition.gov/360.
(b)The Contracting Officer will not review the information provided until after contract award and will not consider it in the award decision. (xviii) 52.204-29 Federal Acquisition Supply Chain Security Act Orders—Representation and Disclosures
(Dec 2023)
(a) Definitions. As used in this provision, Covered article, FASCSA order, Intelligence community, National security system, Reasonable inquiry, Sensitive compartmented information, Sensitive compartmented information system, and Source have the meaning provided in the clause 52.204-30, Federal Acquisition Supply Chain Security Act Orders—Prohibition.
(b) Prohibition. Contractors are prohibited from providing or using as part of the performance of the contract any covered article, or any products or services produced or provided by a source, if the prohibition is set out in an applicable Federal Acquisition Supply Chain Security Act (FASCSA) order, as described in paragraph (b)(1) of FAR 52.204-30, Federal Acquisition Supply Chain Security Act
Orders—Prohibition.
(c) Procedures.
(1) The Offeror shall search for the phrase “FASCSA order” in the System for Award
Management (SAM)(https://www.sam.gov) for any covered article, or any products or services produced or provided by a source, if there is an applicable FASCSA order described in paragraph
(b)(1) of FAR 52.204-30, Federal Acquisition Supply Chain Security Act Orders—Prohibition.
(2) The Offeror shall review the solicitation for any FASCSA orders that are not in SAM, but are effective and do apply to the solicitation and resultant contract (see FAR 4.2303(c)(2)).
(3) FASCSA orders issued after the date of solicitation do not apply unless added by an amendment to the solicitation.
(d) Representation. By submission of this offer, the offeror represents that it has conducted a reasonable inquiry, and that the offeror does not propose to provide or use in response to this solicitation any covered article, or any products or services produced or provided by a source, if the covered article or the source is prohibited by an applicable FASCSA order in effect on the date the solicitation was issued, except as waived by the solicitation, or as disclosed in paragraph (e).
(e) Disclosures. The purpose for this disclosure is so the Government may decide whether to issue a waiver. For any covered article, or any products or services produced or provided by a source, if the covered article or the source is subject to an applicable FASCSA order, and the Offeror is unable to represent compliance, then the Offeror shall provide the following information as part of the offer:
(1) Name of the product or service provided to the Government;
(2) Name of the covered article or source subject to a FASCSA order;
(3) If applicable, name of the vendor, including the Commercial and Government Entity code and unique entity identifier (if known), that supplied the covered article or the product or service to the Offeror;
(4) Brand;
(5) Model number (original equipment manufacturer number, manufacturer part number, or wholesaler number);
(6) Item description;
(7) Reason why the applicable covered article or the product or service is being provided or used;
(f) Executive agency review of disclosures. The contracting officer will review disclosures provided in paragraph (e) to determine if any waiver may be sought. A contracting officer may choose not to pursue a waiver for covered articles or sources otherwise subject to a FASCSA order and may instead make an award to an offeror that does not require a waiver.

(xviiii) 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
In descending order of importance:
• Technical capability of quoted item.
• Delivery Date.
• Past Performance.
1. All Technical Requirements Met: ALL specifications in section (vi) MUST be met. You may not submit a product that does not meet all specifications unless you are adding all items to make it meet specifications before delivery. This must be included in your technical quote total price quoted. If you want to substitute one item for another, you may ask during the solicitation phase. An amendment will be posted showing the alternate that was approved.
2. Data Verification: Failure to provide requested information may disqualify your quote.
2A: You must provide product information (Manufacturers Specification page) with your quote, so your quote can be evaluated. You must identify year, make, model, and date you can deliver by on page 1. Failure to provide a delivery date may disqualify your quote.
2B: ALL information must be filled in on page 1. You can make notes next to or under each item on pages 1-3 but may not change anything written in the solicitation herein. Inclusion of any added terms or conditions instantly disqualifies your quote, with the exception of warranties. You may add warranty information as needed.
3. Delivery Date: You must be able to deliver ALL products in a complete state by the date listed in section (vi). The end user prefers a delivery NO LATER THAN June 1, 2024.
4. Past Performance: Past performance is a minimal requirement. No negative CPARS/PPIRS (or any other system of reporting) entries will be acceptable without proof they are entered in error. No termination for default is acceptable within the last 3 years of the date quoter signs this solicitation.
Technical Capability, Delivery, and Past Performance, when combined, are equal in importance to price.
(b) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quoter’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(xx) 52.252-5 Authorized Deviations in Provisions (NOV 2020)
(a) The use in this solicitation of any Federal Acquisition Regulation (48 CFR Chapter 1) provision with an authorized deviation is indicated by the addition of "(DEVIATION)" after the date of the provision.
(b) The use in this solicitation of any Agriculture Acquisition Regulation (48 CFR Chapter 4) provision with an authorized deviation is indicated by the addition of "(DEVIATION)" after the name of the regulation.
(xxi) Date, Time, and Place Offers are due
Quotes are due by January 23, 2024 by 1:00 PM Mountain Time at the Contract Specialist’s email address listed in section (xxii). It is the responsibility of the quoter to confirm delivery of their quote before the deadline. Large files can increase the time it takes to deliver an email. Mailed or faxed quotes will not be accepted.
