This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) This solicitation is issued as an RFQ

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03.

Description of Requirement

General Information

1 - Scope of Work The purpose of this contract is to secure janitorial services for the Council Ranger District Office in Council, Idaho. The Contractor is responsible for providing all labor, supervision, equipment and supplies not listed as Government-furnished items below necessary to perform services under the janitorial contract. All designated areas must present a clean, healthful, and well-kept appearance.

The work will consist of cleaning floors, vacuuming carpets, cleaning furnishings/furniture. Total square footage of areas requiring cleaning is 10,000 square feet. There are five restrooms to clean, four in the main office and one in the warehouse. The contractor shall comply with required bio-based and bio-preferred materials requirements of the solicitation.

2 - Project Location Work required under this contract is at the Forest Service owned buildings recognized as Council Ranger District Office, Payette National Forest, in the town of Council, at 2092 Highway 95, Council, Idaho 83612.

3 - Period Of Performance a.Base Year – The period of performance for this contract is October 1, 2025-September 30, 2026.

b.Option Year One – If the option for year one is exercised, the period of performance is from October 1, 2026-September 30, 2027.

c.Option Year Two – If the option for year two is exercised, the period of performance is from October 1, 2027-September 30, 2028.

d.Option Year Three – If the option for year three is exercised, the period of performance is from October 1, 2028-September 30, 2029.

e.Option Year Four – If the option for year four is exercised, the period of performance is from October 1, 2029-September 30, 2030.

4 - Government-Furnished Property The Government will provide the following items of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the “Government Property” FAR clause contained elsewhere in the contract.

The Government will deliver to the Contractor the following listed materials in accordance with the Government-Furnished Property Clause FAR 52.245-4:

1.The Forest Service shall provide the following supplies:

-Toilet Paper - Paper Towels-Keys to the Building

If the Government fails to make timely delivery of such Government-furnished property suitable for its intended use and upon timely notification from the Contractor, the Contracting Officer shall make an equitable adjustment of contract delivery performance dates or contract price, or both. A key or a listing of numbers that activate the combination door lock(s) for access to the office building will be issued to the Contractor. In case of loss of said key, the Contractor will be billed for the changing of all locks to the building. The provided listing of numbers that activate the combination door lock(s) shall remain confidential by the Contractor. The listing of numbers that activate the combination door lock(s) will be changed periodically by the Forest Service and the Contractor will be apprised of the combination change. If the Contractor is not apprised of the combination change, it will be the Contractors responsibility to contact the COR (COR contact information will be provided at the time of award. All Government furnished property will be located at the Office Building for use by the Contractor on-site. Upon completion of the contract, equipment or supplies identified above shall remain the property of the Government. The Contractor shall inform the designated Forest Service Contracting Officer Representative (COR) when supplied equipment or supplies identified need replacement. Written notification, communication by cell or landline phone, or communication by electronic messaging (text or email) shall be supplied to the designated Forest Service COR sufficiently in advance (1 week) to allow the COR to inspect, repair or acquire new equipment or supplies. The Contractor shall be liable for the loss, damage or destruction of Government furnished property except for ordinary wear and tear, until completion of contracted work.

5 - Contractor-Furnished Property The Contractor shall furnish:

a. All necessary supplies and materials including but not limited to trash bags and hand soap.

b. All Safety Data Sheet (SDS) for all chemicals used in the cleaning of these buildings.SDSs shall be given to the COR prior to use.

c. All necessary cleaning equipment, which must be properly guarded and meet all OSHAstandards.

Such equipment shall be of the size and type customarily used by the janitorialprofession. The vacuum cleaner shall be commercial type and capable of handling sandand gravel brought in by boots. Equipment designed for home use will not meet thisspecification.

d. Personal protective equipment including but not limited to gloves, hearing protection andeye protection.

6 - Bio-Preferred Products The Contractor must comply with the Farm Security and Rural Investment Act of 2002 (FSRIA), 7 U.S.C. 8102; the Food, Conservation and Energy Act of 2008 (FCEA), 7 U.S.C. 8102; the Federal Acquisition Regulation; Executive Order 13514, “Federal Leadership in Environmental, Energy and Economic Performance,’ dated October 5, 2009; EO 13423, “Strengthening Federal Environmental, Energy and Transportation Management,” dated January 24, 2007; and Presidential Memorandum, “Driving Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement,” dated February, 2012 to provide biobased products.

7 - Technical Specifications

a. Basic Cleaning Services. The Contractor shall accomplish all cleaning tasks to meet therequirements of this Statement of Work (SOW).

1. Maintain Floors. All floors, except carpeted areas, shall be swept, dust mopped,damp mopped, wet mopped, dry buffed, and spray buffed, as needed, to ensure theyhave a uniform, glossy appearance and are free of dirt, debris, dust, scuff marks, heelmarks, other stains and discoloration, and other foreign matter. Baseboards, cornersand wall/floor edges shall also be clean. All floor maintenance solutions shall beremoved from baseboards, furniture, trash receptacles, etc. Chairs, trash http://www.biopreferred.gov/ receptacles,and other moveable items shall be moved to maintain floors underneath these items.All moved items shall be returned to their original and proper position.

2. Remove Trash. All trash containers shall be emptied and returned to their initiallocation. Boxes, cans, and papers placed near a trash receptacle and marked“TRASH” shall be removed. Any obviously soiled or torn plastic trash receptacleliners shall be replaced. The trash shall be deposited in the nearest outside trashcollection container. Trash receptacles shall be left clean, free of foreign matter andfree of odors.

3. Remove Recycling. All recycling containers shall be emptied and returned to theirinitial location.

Any noticeable soiled or torn recycling receptacle liners shall also bereplaced. Recycling materials shall be removed from the property and properlyrecycled. Receptacles shall be left clean, free of foreign matter and free of odors.Cardboard boxes shall be gathered and properly recycled.

4. Clean Interior Glass/Mirrors. Clean all interior glass, including glass in doors,partitions, walls, display cases, directory boards, etc. After glass cleaning, there shallbe no traces of film, dirt, smudges, water or other foreign matter.

5. Clean Drinking Fountains. Clean and disinfect all porcelain and polished metalsurfaces, including orifices and drain, as well as exterior surfaces of fountain.Drinking fountains shall be free of streaks, stains, spots, smudges, scale and otherobvious soil.

6. Vacuum Carpets. Vacuum carpted areas. After vacuuming, the carpeted area shall befree of all visible dirt, debris, litter and other foreign matter. Any spots shall beremoved by carpet manufacturer’s approved methods as soon as noticed. All tears,burns, and raveling shall be brought to the attention of the government representative.Area and throw rugs are included to receive this service.I.Clean Carpets. Spot clean or shampoo dirty carpets over an area of 2 squarefeet or less. Spots must be removed immediately.

7. Vacuum and Clean Floor Mats. Vacuum and clean interior and exterior floor mats.After vacuuming or cleaning, mats shall be free or all visible lint, litter, soil and otherforeign matter. Soil and moisture underneath mats shall be removed, and matsreturned to their normal location.

8. General Spot Cleaning. Perform spot cleaning on a continual basis. Spot cleaningincludes but is not limited to removing, or cleaning smudges, fingerprints, marks,streaks, spills, etc., from washable surfaces of all walls, partitions, vents, grillwork,doors, door guards, doorhandles, push bars, kick plates, light switches, temperaturecontrols, and fixtures. After spot cleaning, the surfaces shall have a clean uniformappearance, free of streaks, spots, and other evidence of soils.

9. General Dusting. All horizontal surfaces must be dusted or cleaned to eliminate dustcollection. All countertops and tabletops will be free of all visible dust, debris, litterand other foreign matter.

10. Lights. Clean the light fixtures in the bathrooms and any light fixture covers thatattract bugs and dust such that no bugs or dust is noticeable.

Contractor shall be responsible for making sure that all building lights are turned off, windows are closed and locked, doors are locked and the Forest buildings and offices are left in a safe and secure condition when janitorial services are completed and the Contractor is ready to leave. b)Basic Restroom and Utility Room Cleaning Services. The Contractor shall accomplish allcleaning tasks to meet the requirements of this SOW.

Restroom services are to be performed three (3) times per week all year long.

1) Clean and Disinfect. Completely clean and disinfect all surfaces of sinks, toiletbowls, washbasins, base of toilet, urinals, lavatories, dispensers, plumbing fixtures,partitions, doors, walls and other such surfaces, using a germicidal detergent. Aftercleaning, receptacles will be free of deposits, dirt streaks, and odors. Disinfect allsurfaces of partitions, stalls, stall doors, entry doors, (including handles, kick plates,ventilation grates, metal guards, etc.), and wall areas adjacent to wall mountedlavatories, urinals and toilets. All floor and sink drain traps should be free of debris,residue and odors. Clean and disinfect all porcelain and polished metal surfaces,including the orifices and drains.

2) Descale Toilet Bowls and Urinals. Descaling shall be performed monthly as aminimum and as often as needed to keep areas free of build-up i.e. soap film, hardwater deposits, and other build-

up. After descaling surfaces shall be free from streaks,stains, scale, scum, urine deposits and rust stains.

3) Sweep and Mop Floor. After sweeping and mopping, the entire floor surface,including grout, shall be free from litter, dirt, dust and debris. Grout on wall and floortiles shall be free of dirt scum, mildew, residue, etc. Floors shall have a uniformappearance without streaks, swirl marks, detergent residue or any evidence of soil,stain, film or standing water. Moveable items shall be tilted or moved to sweep anddamp mop underneath. Floors shall be stripped, scrubbed, waxed etc., as necessary tomaintain sanitary conditions and a clean uniform appearance.

4) Stock Restroom Supplies. Contractor shall ensure restrooms are stocked sufficientlyso that supplies including soap for the soap dispensers, toilet tissues and paper towelsdo not run out.

Supplies shall be stored in designated areas. No overstocking shall beallowed. If supplies run out prior to the next service date, Contractor shall refillwithin one (1) day of notification.

5) Additional Cleaning Services. Vacuuming carpets, sweeping and mopping floors andstairs.

Cleaning glass or front and back entry doors and wiping off fingerprints andsmudges. Dusting open areas of desks and bookcases where not covered with items(Do not move items/paper, etc.).

Emptying wastebaskets, replacing bag liners.Placing trash in refuse bins located in parking lot.

c) Periodic Cleaning Services

1) Strip, Scrub, Seal and Wax Floors - (Once Yearly). Strip, scrub, seal and wax floors as necessary to maintain a uniform glossy appearance. A non-skid wax is required. A uniform glossy appearance is free of scuffmarks, heel marks, wax build-up, and other stains and discoloration.

2) Clean Interior Windows - (Once Every Three Months). Clean glass surfaces of large picture window. After surfaces have been cleaned all traces of film dirt smudges, water and other foreign matter shall be removed from frames, casings, sills and glass.

3) Clean Exterior Windows - (Twice Annually). After window has been cleaned, exterior frames, casings, sills and glass shall be free of all traces of film, dirt, smudges, water and other foreign matter.

4) Clean/Shampoo Carpets - (Twice Annually). All carpets shall be cleaned in accordance with standard commercial practices. A heavy-duty spot remover may be required in heavily soiled areas. After shampooing, the carpet area will be uniform in appearance and free of stains and discoloration. All cleaning solutions shall be removed from baseboards, furniture, trash receptacles, chairs and other similar items. Chairs, trash receptacles and other items shall be moved to clean carpets underneath and returned to their original location.

5) Monthly Cleaning Services. Cleaning all windowsills, heat registers and ceiling vents.

Cleaning windows and windowsills in foyer. Removing stains from carpet. Cleaning smudges from walls, doors and doorways. Dusting and polishing all wood cabinets and wood counter in front office.

6) Once Every Three Months. Dusting and cleaning all ceiling light fixtures, specifically light fixtures with covers in upstairs hallway and in women’s and men’s bathrooms and light fixtures in the basement hallway. Covers shall be removed and cleaned. Dust cleaning all hanging fixtures and pictures in the front office and hallway.

7)In the entrance, during inclement weather, remove water, mud or snow from entrancedoors and floors to keep clean and dry. Entrance is to be clean and dry beforeContractor leaves at the end of work.

(viii) FAR 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (SEP 2023) (Provision)

Addenda to Provision FAR 52.212-1 paragraph (b) Submission of Offers:

1) Offerors must have an active entity registration in the System for Award Management in order to submit an offer. https://www.sam.gov/SAM/

2) Offers submitted in response to this solicitation shall include a technical proposal, a price proposal, and contractor representations and certifications.

a) Technical Proposal – The technical proposal shall address the evaluation factors in FAR 52.212-2. At a minimum technical proposal shall include:

i) Past Performance – provide a list of similar projects completed by your firm over the past three years. Include a brief description of the project, dollar amount, year completed, and project owner contact information (name, phone, and email). The government may use past performance information from any available source. If a company does not have past performance information available, information may be provided for predecessor companies, key personnel, or subcontractors. In the event that there is no past performance information available, the offeror will receive a neutral rating in this factor.

ii) Technical Capability – Provide a list of equipment and key personnel (with qualifications) that will be used to complete this project.

b) Price Proposal – Include the following: 1) the completed Schedule of Items from Section B of this solicitation, and 2) acknowledgement of any amendments to this solicitation by following the instructions that accompany the amendment(s).

c) Representations and Certifications – Fill in the check boxes for provisions FAR 52.204-26, FAR 52.204- 24(if applicable),FAR 52.212-3, and Employment of Eligible Worker-Workforce Certification found in paragraph(x) of this solicitation and include a copy with your offer.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(a) Definitions. As used in this provision, "covered telecommunications equipment or services" and "reasonable inquiry" have the meaning provided in the clause FAR 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".

(c) (1) Representation. The Offeror represents that it □ does, □ does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument.

(2) After conducting a reasonable inquiry for purposes of this representation, the offeror represents that it □ does, □ does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services.

FAR 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (NOV 2021) (Provision)

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at FAR 52.204-26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Products or Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at FAR 52.204-26, or in paragraph (v)(2)(ii) of the provision at FAR 52.212-3.

(a) Definitions. As used in this provision—

Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause FAR 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. Nothing in the prohibition shall be construed to—

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract.

Nothing in the prohibition shall be construed to—

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) ( https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".

(d) Representation. The Offeror represents that—

(e) Disclosures. (1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded "will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);

FAR 52.209-7 Information Regarding Responsibility Matters (OCT 2018) (Provision)

(a) Definitions. As used in this provision—

“Administrative proceeding” means a non-judicial process that is adjudicatory in nature in order to make a determination of fault or liability (e.g., Securities and Exchange Commission Administrative Proceedings, Civilian Board of Contract Appeals Proceedings, and Armed Services Board of Contract Appeals Proceedings). This includes administrative proceedings at the Federal and State level but only in connection with performance of a Federal contract or grant. It does not include agency actions such as contract audits, site visits, corrective plans, or inspection of deliverables.

“Federal contracts and grants with total value greater than $10,000,000” means—
