Questions and Answers – Updated 8:50 a.m. 8/18/21
Question #1:
Are we responsible for pumping the toilet vaults, if so how often do they require them to be pumped?
Answer: No, this is cleaning only. Pumping is done in a separate contract.
Question #2:
How many days per week are we required to clean the restrooms and dump the trash per the contract requirements?
Answer: 2 times per week and additional days during peak use (Memorial Day, July 4th, Labor Day)
Question #3:
The bid is per toilet. What is meant by “5. Reimburse contractor for contractor personnel salary costs associated with the work outlined in this Operating Plan and as outlined in Financial Plan.” Which is written in the Statement of Work.
Answer: This is meant to explain that the bid on cleaning of price per toilet includes the reimbursement for travel, and will cover employees wages all contained within the bid per toilet.
Question #4:
In the solicitation Statement of Work states: “4. Meet regularly with the U.S. Forest Service regarding the activities performed under this agreement to ensure objectives are being met.” Where do we meet? How often do we meet? How long do we meet? This time/mileage will need to be built into the bid per toilet.
Answer: 4. Meetings can be conducted virtually, by phone, or on worksite. A monthly 30 minute meeting at minimum. Additional meetings may be required to review unforeseen issues or events. Bids should reflect this administrative time to ensure the contract requirements are being met.
5. Are there any changes to the number of vaults and their locations?
Answer: Yes, There are 2 vaults at Buckeye Trailhead and only one vault at the Buckeye Hot Springs site.
6. It appears there is a discrepancy in the location of the district office.
Answer: Yes, This contract is for the Bridgeport Ranger District as defined in the statement of work, not the Carson Ranger District as noted on the header page.
7. Will a government supplied cart or automobile be included in the “materials and supplies” listed in #7 of the SOW?
Answer: No. Vendor is to provide their own transportation. Government provides the cleaning supplies but not the transportation of supplies or personnel.
8. Will the contractor be paid during facility closure days or time periods as listed in #6 Answer: No, season is when snow has melted and there is access to the high elevation remote toilets (typically May 1 – Oct 1). This district is 8,000 to 10,000 ft in elevation with an average snowpack of 4 feet.
9. please provide the seasonal schedule (ex: summer, winter, spring, fall referencing operation days and closure days if possible) Same as the answer to #8 with additional federal COVID-19 pandemic direction to close facilities at any time. Contractor will not be paid for services not rendered during closures due to pandemic or any emergency evacuation or closure (fire).
10. Is there an approximate number of “surrounding trash cans” that the contractor will be responsible for Answer: There are no surrounding trash cans to empty, there is surrounding loose trash to pick up around toilet and accompanying parking areas. Some facilities have dumpsters and they are available to contractor to dispose of any trash collection in surrounding parking areas, toilet facilities, or refuse created by cleaning service provided for each specific location.
