Project Title San Juan National Forest Dolores Security Maintenance

1.0 Location(s)

2.0 Background

In 2004 the Homeland Security Presidential Directive 12 established that all departments and agencies shall require the use of the LincPass to gain access to federally controlled facilities. In years following the Dolores Public Lands Center had a PIV card reader system installed at several doors. Incorrect hardware has not allowed this system to operate correctly since the installation. Last year the system was diagnosed and determined to need a new type of hardware at all security doors.

The following is a list of the general system components currently installed:

Dolores, Colorado (Dolores Public Lands Center) Warehouse Building

· 2 exterior doors with the following at each door

· Lenel HID PivClass Card Reader (works with guest passes or USDA issue LINC passes)

· Exit Motion Sensor: Request to Exit Motion Detector

· Door Status Sensor

· Electric panic bar release striker Office Building

· 2 interior doors with the following at each door

· Lenel HID PivClass Card Reader (works with guest passes or USDA issue LINC passes)

· Exit Motion Sensor: Request to Exit Motion Detector

· Door Status Sensor

· Electric panic bar release striker

· 4 exterior doors with the following at each door

· Lenel HID PivClass Card Reader (works with guest passes or USDA issue LINC passes)

· Exit Motion Sensor: Request to Exit Motion Detector

· Door Status Sensor

· Electric panic bar release striker

4.0 Scope

The scope of this contract is to repair all doors that are equipped with security hardware at the Dolores public lands center. The following repair items are needed:

· Remove the existing Kaba simplex 1000 locks and furnish back to COR.

· Ensure they are still in operational condition before and after removal.

· Install the specified hardware at each door described by the table in Section 7.0 Door Repair Hardware: Hardware Install Table

· Install Door position switches on the following doors:

· FS - Dolores Warehouse - North Office Entrance Door 2

· FS - Dolores - SE Exterior Office Entrance Door 1

· Provide key sets of keys according to keying schedule in Section 7.0 Door Repair Hardware: Keying Schedule Table

· Furnish the following key quantities.

· Grand Master x 10

· Office Master x 10

· Warehouse Master x 10

· Ensure all doors are square, flush, and opening/closing smoothly without incorrectly contacting the frame or hardware.

· Adjust all door closers to correct speeds and replace the door closer if broken.

· Confirm all card readers are working correctly with LENEL On-Guard software.

5.0 Deliverables

5.0 Operating Constraints

System components must be compatible with the following standards:

· National Institute of Standards and Technology”: Interfaces for Personal Identity Verification, NIST SP800-73 https://csrc.nist.gov/pubs/sp/800/73/4/upd1/final

· Technology Standards:

· Microprocessor contract “chip”: Comply with ISO 7816 ISO/IEC 7816-4:2020(en), Identification cards — Integrated circuit cards — Part 4: Organization, security and commands for interchange

· Contactless card and reader: Comply with ISO 14443A-4 “Milfare DESFire data encryption (13.56MHz). ISO/IEC 14443-1:2018(en), Cards and security devices for personal identification — Contactless proximity objects — Part 1: Physical characteristics

Other Requirements:

· Contractor shall coordinate with COR and USDA/FPD Security staff during the project management. Provide a schedule and plan to USDA stakeholders. Contractor shall purchase and stage all necessary material and tools for the project.

· Contractor should ensure that all components communicate/programmed and operate appropriately with the ePACS LENEL Access Control System.

· Contractor shall program and ensure card reader connectivity to the current ePACS LENEL Access Control System.

· Contractor shall provide a complete accountability checklist to ensure all new installations enunciates properly for each door location within the ePACS LENEL alarm monitoring system, to include but not limited to: door held alarm, door forced alarm, power failure alarm, and LENEL enclosure tamper alarm, access granted & access denied using current USDA HSPD-12 Identification card.

· Contractor shall pre-program the system to the maximum extent possible, by creating hardware, developing access levels, time zones, holidays, door schedules, and prepping for cardholder enrollment.

· Contractor shall use 626 Satin Stainless steel finish door hardware, pull handle style handle for ADA compliance, and use keyed cylinders for maximum compatibility.

· Obtain contracting officer representative approval of any full electoral power outages necessitated by repairs 24 hours prior to shut down.

· All buildings shall remain secure throughout repairs except for when necessitated. Systems should only be down during the repairs, lasting no more than half a day.
