2.0 Definitions

Acceptable Quality Level (AQL): The allowable leeway or variance from a standard before the Government will reject the specific service. As long as the percent of defective performance does not exceed the AQL, the service will not be rejected by the Government. The Contractor, however, must re-perform the defective service when possible. See the Quality Assurance Surveillance Plan for AQL’s related to this Contract.

Borderline Tree: A tree that cannot be easily identified as being located inside or outside of a sample variable plot when measured with a wedge prism or angle gauge. When a borderline tree is encountered, the limiting distance of that tree must be calculated to determine the in/out status.

CLIN: Contract Line Item.

Contracting Officer (CO): Individual with authority to bind the Government with their signature on the contract.

Contracting Officer Representative (COR): Individual(s) designated to act on the behalf of the CO within the delegation given them in writing.

CSE – Common Stand Exam.

Diameter at Breast Height (DBH): The outside bark diameter at 4.5 feet above the forest floor on the uphill side of a tree. See the Common Stand Exam Field Guide for special situations where measurement methods may differ.

Federal/National Holiday: New Year’s Day, Martin Luther King Jr. Day, Presidents’ Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.

GPS: Global Positioning Satellite.

Limiting Distance: The maximum distance that the center of a tree can be from plot center and still be within the variable plot. Limiting distance is a function of the actual DBH of the tree as measured by a diameter tape and the Plot Radius Factor (PRF).

NFSR: National Forest System Road.

Period of performance (also PoP, Performance Period, or Contract Time): All calendar days allowed for completion of the contract work. Includes all days of the week including weekends and holidays.

Quality Assurance: Those actions taken by the Government to check goods or services to determine that they meet the requirements found in the Contract and all attachments.

Quality Assurance Surveillance Plan (QASP): An organized written document used for quality assurance surveillance. The document contains information about how the Government will assess performance, checklists, and may contain decision tables.

Quality Control: Those actions taken by the Contractor to control the production of goods or services so that they will meet the requirements of the Contract and all attachments. Refer to FAR clause(s) 52.246-4—Inspection of Services—Fixed Price.

Quality Control Plan (QCP): Contractor’s plan for self-monitoring work prior to the Government inspection and acceptance.

Random Sampling: A method of looking at a few individual items in a lot to determine the quality of that lot against a standard.

(Acceptable) Service: A job performed to the standard and within the AQL. The Contractor must do the specific job, and meet the standard, and meet the AQL before one can say that performance has been acceptable and that the Contractor should be paid.

Standard: An acknowledged measure of comparison.

UTM: Universal Transverse Mercator. This is a coordinate system that divides the world into 60 north-south zones.

Weekend: Saturday and Sunday.

Contractor Requirements

Optional Items: Bid options will be awarded at the discretion of the Government, based on continuing need, price reasonableness, and availability of funding. Proposal Evaluation Criteria: Contract award will include evaluation of factors other than price, plus Contract total value. See the Proposal Evaluation Criteria included with this Contract. Contract total value includes base and optional items combined.

3.1 Locating Plots

a. Plot Location Determination: The Universal Transverse Mercator (UTM) of the plot locations within each stand shall be provided for each setting, as an electronic shapefile or KML/KMZ file. The Contractor shall use a global position system (GPS) to locate the plots on the ground with datum and waypoint information provided by the government. A recreation grade GPS (e.g. Garmin, Magellan, etc.) is sufficient.

b. Sample plot locations to be measured within each stand will be marked on one of the topographical maps provided. Plot numbers have been pre-assigned for each plot in each stand.

c. Locating Plot Center: Upon arrival at the specified coordinates, the Contractor shall check the map to confirm that he/she is at the correct sample plot location. Installing plots in the wrong stand shall result in rejection of data.

d. Non-functioning GPS: The Contractor may elect to use traditional methods of plot location if the GPS is unable to acquire the necessary resolution to execute the traverse from waypoint data. In either case, the Contractor must navigate to the location provided on the topographic map.

3.2 Plot Center Identification/Flagging

The Contractor shall identify sample plot centers with a marker that shall be a wire flag, wooden stake, or other marker as agreed upon at the prework conference. Sample plot center markers shall be firmly driven into the ground.

Upon inspection, the center point of the marker where it intersects the ground shall be used as plot center. If the marker is not a wire flag, flagging shall be tied to the marker so that it is visible above the plot center. The HUC6 watershed alias, stand and plot numbers shall be written legibly on the flagging or wire flag using a waterproof marker. If Brown’s transects are conducted, the azimuth of transect shall be written as well.

3.3 Survey Technique

Plots shall be located using waypoint navigation with a GPS unit. During the initial establishment of the plot, the plot center monument may vary +/- 30 feet of the true plot location listed. Recurring errors in the location of sample plots greater than the acceptable error shall make the stand survey unsatisfactory; relocation of sample plots and remeasurement shall be required.

3.4 Recording Requirements

The data fields to be collected and recorded are enumerated in the Date Collection Specifications paragraphs of this section. The following methods shall be used for electronic data collection:

a. Common Stand Exam using the Government-provided ExamsPDR program. The ExamsPDR program runs on several types of PDR style computers with the Windows-based mobile operating system.

b. Common Stand Exam using the Government-provided ExamsPC program. The ExamsPC data entry program runs on computers with the Windows 7/10 operating systems. This may require data to be recorded on paper forms in the field and then entered into the ExamsPC program at a later time.

c. Government-provided setting level R2 FSVeg Field Data Collection/Verification Form in the VegPy or Survey123 electronic format.

d. Data recorded on paper forms shall NOT be accepted as the final data submission.

e. The Contractor is responsible for providing the computer hardware necessary for running the software programs.

3.5 Data Collection Specifications

This section describes the data collection forms and the fields on each form to be completed. Detailed information and lists of valid codes for each of the following data forms are found in the Common Stand Exam (CSE) Field Guide (Region 2) and Appendices (See Government Furnished Property). i. Provide adequate toilet facilities and toilet paper for the capacity of the camp. Service and maintain facilities in a sanitary condition.

j. Collect, store, and dispose of garbage in a manner to discourage rodent access, minimize attraction of flies, and prevent scattering by wind. All garbage must be stored in a closed vehicle or other bear-proof container, or immediately disposed of in a bear-proof receptacle.

k. Maintain basic first aid supplies available, which must be under the charge of a person trained to administer first aid. The basic supplies must include:

· Gauze pads (at least 4x4 inches)

· Two large gauze pads (at least 8x10 inches)
