Item Query Raised Reply/Clarification

1. On page 28 of the proposal, the submission are to contain 3 separate attachments (Technical Proposal, Price Proposal, and Representations and Certifications). The preceding paragraph says that the technical and reps/certs are in items A-H of the Proposal form. Am I correct in assuming a complete submission would be 4 items: the Proposal Form (which includes reps/certs), SF1449 (per page 29), resumes (per page 29), and the Excel pricing spreadsheet? Or do you want 2 items: a technical (that includes the SF1449, resumes, and proposal form) and the excel pricing spreadsheet?

Page 28. In essence, the solicitation response requires 4 specific items as follows:

1. Proposal Form (Complete all items; the proposal form has the past performance, key personnel and representations contained within it).

2. You will need to provide resumes for your Key Personnel named in Section D of the proposal form. The amendment will include this information.

3. Provide your costs in Excel.

4. Complete the SF 1449 in blocks 17 and 30a-c and SF 30, blocks 8 and 15a-c.

2. On page 9: 452.211-74 Period of Performance (FEB 1988) The anticipated period of performance is from 28 June 2021 through 28 February 2022.

452.211-75 Effective Period of the Contract (FEB 1988) The period is 109 calendar days after the issuance of the notice to proceed effective date.

There are 246 days between 28 June 2021 through 28 February 2022.

Page 9. The period of performance allows the selected contractor and the COR grace on the performance start date. However, the clock on the 109 calendar days starts on the effective date of the NTP and should not go past the performance end date.

3. On page 16, there is a payment schedule/percentage. Is that per line item?

The Federal Government pays 30 calendar days from the receipt of a complete/correct invoice. There is no specific payment schedule or percentage. Payment is based on receipt of the required deliverables, broken down by line item.

2. The cutoff for questions pertaining to the subject solicitation was Wednesday, 30 June 2021 NLT

1630 MT.

3. Proposal are due by Monday, 5 July 2021 NLT 2359 MT.

4. Should there be any further information/clarification required, email(s) should be sent to klenise.wallace@usda.gov.

Sincerely, Klenise Wallace Contracting Officer
