About this file

This is a Questions and Answers document (1240LP26Q0184) addressing clarifications on refrigerated chiller unit specifications and operational requirements.

The solicitation concerns split-system chiller units designed for aquaculture applications, specifically for maintaining Atlantic salmon at target water temperatures between 8°C (46°F) and 12°C (53.6°F). Units must arrive pre-charged with refrigerant for 15-25 feet of piping, with the government responsible for installing refrigeration lines between the externally-mounted condenser and the internally-located heat exchanger approximately 15 feet apart. The manufacturer sets water flow rates, expected between 30-80 GPM depending on operational temperature requirements, with the government responsible for plumbing the water circulation loop per manufacturer specifications. No on-site startup assistance is required; the government will complete startup using the manufacturer's checklist and manual. Low ambient controls are not required, as the chiller operates only when ambient air temperature exceeds 40°F and the chiller is not needed during winter months. No special environmental controls for temperatures at or below 40°F are necessary.

Questions and Answers

1240LP26Q0184

Question 1: The specifications state that the units must arrive pre-charged with refrigerant.

Since this is a split system, can you clarify that the refrigerant line does not need to come pre-assembled and charged?

Answer 1: Pre-charged for 15-25 feet of pipe. Government will place refrigeration lines between the condenser and the heat exchanger.

Question 2: Please confirm whether the unit is going to be operated in an environment that is 40 degrees Fahrenheit or below? If so the manufactures require a low ambient control, which is additional cost. Please confirm if the low ambient control is required for this solicitation.

Answer 2: It will not be below 40 degrees for air or water.

Question 3: We do not see any requirements for on-site start-up assistance, please confirm if any on-site start-up assistance is required.

Answer 3: Government will complete the startup. A manufacturer’s checklist/manual is preferred.

Question 4: What is the water flow rate through the heat exchangers?

Answer 4: The manufacturer sets the water flow rates for the model. Government will plumb in the water circulation loop according to the manufacturer’s specs. I would guess between 30-80 GPM depending on the temp we need.

Question 5: What is the target water temperature in the tanks that are being chilled?

Answer 5: It varies; we usually like to keep our Atlantic salmon at about 12C (53.6F) but we sometimes go as low as 8C (46F).

Question 6: The specifications state that the units must arrive pre-charged with refrigerant.

Since this is a split system, can you clarify that the refrigerant line does not need to come pre-assembled and charged?

Answer 6: The condenser units usually come with a pre charge for 15-25 feet of pipe. Using compression fittings, you break the seal and it charges the system. We then can add or trim the charge to meet the manufacturers guidelines for refrigeration. The condenser will be outside and the chiller barrel/heat exchanger will be inside. The distance between the two is about 15 feet.

Question 7: Please confirm if the low ambient control is required for this solicitation as manufactures may require for environments 40 degrees or below.

Answer 7: We usually don’t need chillers in the winter. The air temperature is above 40 degrees when the chiller is in operation.
