About this file
This document is Amendment 0001 to solicitation 1240LP26Q0183 for a tree cooler trailer issued by the USDA Forest Service (USDA-FS) Intermountain Region, CSA, located in Ogden, Utah. The amendment provides answers to questions received in response to the original solicitation with no other changes to requirements or schedule.
The solicitation requires delivery of an 8x7x7-foot mobile refrigerated tree cooler trailer to support reforestation operations on the Grand Mesa, Uncompahgre, and Gunnison National Forests (GMUG NFs). Delivery must be made to the Grand Valley Ranger District, 1010 Kimball Ave, Grand Junction, CO 81501 by December 31, 2026. The trailer must maintain an internal temperature no higher than 65°F without electrical hookup for approximately 10 hours under specified conditions (ambient temperature rising from 55°F to 75°F, full sun exposure, initial product temperature 35-41°F, and door openings approximately 4-5 times per working period). The requirement includes a contractor-furnished portable gasoline generator with a minimum output of 6,500 surge watts/5,000 rated watts, 49-state emissions compliance, and 10-hour runtime at 50% load. The government clarified that exterior dimensions are approximate with flexibility allowed to achieve the more critical specification of greater than 300 cubic feet of usable interior volume to accommodate 36 seedling boxes with airflow space; a standard 6x8-foot refrigerated trailer is acceptable if it meets all temperature, generator, and safety specifications. Questions must be submitted by September 17, 2026 at 1600 (MT), and quotations are due by September 21, 2026 at 1600 (MT) to Westley.Bisson@usda.gov.

QUESTIONS AND ANSWERS
Tree Cooler Trailer
1. Portable generator: Does the requirement include a contractor-furnished portable generator, or only a generator-compatible electrical connection together with the specified vinyl protective cover? If the generator must be furnished, please provide any required fuel type, output, runtime, emissions, or physical-size criteria.
A. Generator would be required.
Fuel Type: Gasoline
Output: 6,500 surge watts/5,000 rated watts minimum
Emissions: 49-state compliant
Runtime: 10 hours at 50% load
Example of Generator Meeting Needs
2. Overall versus interior dimensions: The solicitation states overall trailer dimensions of 8 ft long x 7 ft wide x 7 ft high and also requires a minimum usable interior length of 8 ft.
Because insulated wall thickness prevents an 8 ft clear interior within an 8 ft exterior length, please confirm whether the 8 ft overall length is nominal or whether a slight exterior-length increase is acceptable to preserve the required 8 ft clear interior.
A. Exterior length increase is acceptable; the 8’ of interior is the more important specification. length dimension of 8’ exterior is approximate.
3. Unpowered temperature performance: For the requirement to maintain an internal temperature no higher than 65°F without electrical hookup, please define the required duration and test conditions, including ambient temperature, solar exposure, initial product temperature, and door-opening frequency.
A. Duration: approximately 10 hours
Ambient Temperature: Starting approximately 55 Degrees F, rising 2-3 degrees/hour, finishing ambient temperature around 75 Degrees F
Solar Exposure: Full sun
Initial Product Temperature: 35-41 Degrees F
Door Opening: Once every 1.5 hours (approximately 4-5 times per working period) for approximately 5 minutes each time https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.harborfreight.com%2F6500-watt-gas-powered-portable-generator-with-co-secure-technology-49-state-compliant-59205.html&data=05%7C02%7CWestley.Bisson%40usda.gov%7C9b7094c838244b1ff7df08df14c06dfe%7Ced5b36e701ee4ebc867ee03cfa0d4697%7C1%7C0%7C639252488841326795%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=NnK2d51RWv9bqJrjdFP3ss%2FkMbmU4%2FjO%2BZxHWg8VScA%3D&reserved=0

Amendment 0001
4. Are the 8 × 7 × 7-foot exterior dimensions flexible estimates?
A. Yes, ultimately looking for >300 CuFt volume to accommodate boxes plus providing airflow space.
5. Is a slightly larger trailer acceptable to guarantee the full 6 × 8-foot interior cargo space?
A. Larger trailer is OK. The 8-foot interior length refers to the overall nominal trailer size.
6. Is a standard 6 × 8-foot refrigerated trailer is acceptable, provided it comfortably holds the 36 seedling boxes and meets all temperature, generator, and safety specs.
A. Yes, given we have the required cubic footage stated above
