About this file

This is Amendment 0001 to solicitation 1240LP26Q0174, issued by the USDA Forest Service CSA Intermountain 4 on September 8, 2026. The amendment provides answers to questions received in response to the solicitation with no other changes to terms or conditions. The offer due date remains September 18, 2026 at 1600 (MT), and questions must be submitted by September 14, 2026 at 1600 (MT).

The solicitation seeks the purchase of two commercial flail mowers for orchard vegetation management and pruning-residue mulching at the USDA Agricultural Research Service facility in Byron, Georgia (21 Dunbar Road, Byron, GA 31008). Equipment must be delivered within 60 calendar days after award receipt. The mowers must meet salient characteristics specified in Attachment 1 and operate on a dedicated 1000 RPM rear PTO input compatible with a John Deere 6145M tractor. The solicitation incorporates AGAR 452.211-70 (Brand Name or Equal), allowing offerors to propose brand-name products such as Seppi or Alamo or equivalent products meeting the specified salient characteristics. The Government confirmed that mounted flail mowers are not acceptable as the tractors must remain available for multiple seasonal purposes and the equipment must be removable. Specific design options were clarified for equipment models referenced in the solicitation, including PTO drive shaft configuration (wide-angle), rotor type (SML flails), front protection (chains), and other features. Quotations should be submitted to Contracting Officer Westley Bisson at Westley.Bisson@usda.gov.

QUESTIONS AND ANSWERS

1. PTO SPEED AND SHAFT SPECIFICATION -- possible inconsistency.

For the 20-foot mower, Attachment 1 requires both: - "Must run on a dedicated 1000 RPM rear PTO input", and - "Utilizes a standard 1 3/8" Z=6 input shaft".

Under the usual ISO convention a 1 3/8 inch six-spline shaft is the 540 RPM standard, while 1000 RPM is normally carried on a 1 3/8 inch 21-spline or a 1 3/4 inch 20-spline shaft. We recognise that spline count does not by itself dictate operating speed and that some gearboxes are supplied in non-standard combinations, so we are not assuming an error.

But we would rather ask than quote a machine that fails on inspection.

Which is controlling -- the 1000 RPM input speed, or the 1 3/8 inch Z=6 shaft profile?

And if both are genuinely required together, may we propose an adapter or an alternative input shaft supplied with the machine?

Relatedly, the John Deere 6145M named in Attachment 1 -- will the mowers be run from a 1000 RPM PTO on that tractor, and is the tractor's existing shaft profile a constraint we should design the quote around?

A. No inconsistency. To run a John Deere 6145M at 1000 RPM PTO speed, we will physically reverse the reversible PTO stub shaft and shift the mechanical PTO speed lever to the 1000 RPM setting, then bring the engine up to rated speed (typically 2100 RPM).

So to answer your question, no the PTO shaft is not a constraint. Our tractors can handle any machine that meets the other specs at either 540 or

1000 PTO RPM.

2. BRAND NAME OR EQUAL WITH NO BRAND NAMED.

The solicitation incorporates AGAR 452.211-70, Brand Name or Equal, and its paragraph (d) states that unless the offeror clearly indicates the product offered is an "equal" product, the offeror shall provide "the brand name product referenced in the solicitation". We can find no brand name referenced anywhere in the solicitation or in Attachment 1 -- only salient characteristics.

Should we read this as meaning that no brand is specified, that there is accordingly no brand-name product to supply, and that every quote is evaluated purely against the salient characteristics in Attachment 1? If a brand name was intended to be named and was omitted, we would appreciate knowing which, since paragraph (d) would otherwise default us to a product we cannot identify.

1240LP26Q0174 – Flail Mowers 09/14/2026 Amendment 0001

A. Brand name or equal means it can be either brand name like Seppi or Alamo or it can be another name but must meet the salient specifications listed.

3. SMWA Multipla

• PTO drive shaft: Freewheel or wide-angle?

A. Wide angle

• Rotor: SML flails or Y flails?

A. SML flails

• Front protection: Metal flaps or chains?

A. Chains

• Roller scraper?

A. No

• Rear lamp kit with anti-collision bar?

A. No

• Mud guards?

A. No

S9 Coupe

• Belt cover on the right-hand side (working left)?

A. Yes

• Front protection: Metal flaps or chains?

A. Chains

• Roller scraper?

A. No

4. Are you open to receiving bids on a mounted flail vs a towable flail mower such as the Seppi SMWA Multipla?

A. Unfortunately, this one is not going to work because it would be a dedicated mowing tractor and we cannot do that because our tractors serve for several purposes during the season. We need one that is able to be removed as needed.
