About this file

This is a Forest Service Supplemental Specifications document providing detailed technical requirements for road maintenance materials on the Apache-Sitgreaves National Forests under a Region 3 Blanket Purchase Agreement (BPA).

The specifications establish comprehensive standards for aggregate materials used in subbase, base, and surface courses for road construction and maintenance. All aggregate must meet durability and quality thresholds including Los Angeles abrasion limits of 35 percent maximum per AASHTO T 96, soundness testing of 12 percent loss maximum for both coarse and fine aggregates using sodium sulfate per AASHTO T 104, minimum durability indices of 35 for both coarse and fine materials per AASHTO T 210, and a minimum of 70 percent fractured faces per AASHTO T 335. Aggregate must be free of organic matter, lumps, and clay balls. The document provides eight grading designations (A through H) for subbase, base, and surface course materials with specific target value ranges across multiple sieve sizes from 2 inches down to No. 200. Surface course aggregate has additional requirements including maximum liquid limits of 35 and specified plasticity index requirements (103 for Grading G and 84 for Grading H). The specifications include detailed gradation requirements for screened aggregate in seven designations (L through R) with target percentages passing various sieve sizes. Allowable deviations from target values are specified based on percentage ranges, with statistical procedures noted as not applicable for certain sieve sizes. These technical specifications apply to the approximately 2,950 tons of crushed aggregate stockpile being procured through this solicitation, which is limited to existing Region 3 Forest Engineering & Roads Maintenance BPA contractors in Arizona.
