About this file
This is a Questions and Answers document addressing clarifications related to a federal contract for the demolition and remediation of three structures.
The project scope is limited to three structures and their foundations only, excluding concrete pads, walkways, driveways, propane tanks, fencing, and outbuildings. Weather shutdown days extend the contract duration only under circumstances outlined in FAR 52.212-4. The contractor is responsible for utility disconnections located after the meter, requiring only an electrician. No septic tanks, leach fields, or mapped water lines exist on the property; any water lines connected to the well must be capped. Asbestos and lead-based paint surveys have been completed for the three structures. Backfilled areas require 85 to 90 percent compaction. Seeding is not required and will be omitted from final documents. The contractor retains salvage rights to materials of value including metals, fixtures, appliances, and lumber. A site visit is being offered prior to the proposal due date as instructed on SAM.gov. On-site staging and laydown area details are referenced in the Performance Work Statement. The applicable Department of Labor wage determination is attached in the SAM.gov attachments section and is covered by the Service Contract Act. No performance or payment bond is required. Concrete and brick do not need to be removed from the site but can be placed in the basement prior to backfill, provided all concrete and brick remain at least 3 feet below finished grade.
