About this file

This document is Amendment 0001 to solicitation 1240LP26Q0066, issued by the USDA Forest Service, Intermountain Region, for pasture fence materials at the Bighorn National Forest, Tongue Ranger District, Burgess Ranger Station. The amendment was issued on April 29, 2026, with an effective date of May 7, 2026, and does not extend the original solicitation due date. The amendment serves to post questions and answers from potential offerors and requests that contractors providing quote packages sign and date the SF 30 form as acknowledgment of receipt.

The questions and answers clarify specific technical requirements for the fence materials project. Key specifications include: posts, rails, and H-braces must be 2 3/8" outside diameter drill stem pipe with 0.19-0.25 inch wall thickness, with high-quality #1 used pipe acceptable; galvanization is not permitted for posts, rails, and braces, though galvanized cable is acceptable; cable must be 3/8" 7x19 lay, galvanized or stainless steel with standard galvanized 3/8" cable clamps; cable tensioners must hold cable taut and withstand animal pressure similar to turnbuckles; coping and drilling methods must leave clean/smooth edges and achieve 0.1-inch tolerances, excluding flame cutting and hand-cut methods; delivery is to a site with semi-truck access; commercial off-the-shelf 12-foot pipe gates (Tarter or Powder River brand) are required; and fence installation is not included in scope—only materials supply and delivery are required, with Forest Service personnel handling installation.

Questions and Answers for 1240LP26Q0066 Pasture Fence Materials

The questions are in black and most of the answers from the rangeland manager are in Blue.

Question 1 and Answer 1:

Did you have specifications for the cable tensioners? Tensioners need to be sufficient to hold the cable taught and withstand pressure of an animal pressing against, or running into, the cables without failing. Similar to a turnbuckle with hooks or eyes from 3/8-inch diameter steel.

Question 2 and Answer 2:

Specifications on the Cable Clasps, or just standard galvanized 3/8 cable clamps?

Standard Galvanized 3/8" cable clamps

Question 3 and Answer 3:

For delivery to Burgess Junction is there semi-truck access to the site? Site has semi-truck access.

Question 4 and Answer 4:

The bid specifies to not use oxy/acetylene torch to cut, are plasma cut copes and holes acceptable? To ensure proper alignment of the copes and holes, hand-cut methods should not be used. The method must leave clean/smooth edges.

Question 5: To ensure accurate and compliant pricing, can the Government please clarify if high quality, #1 used drill stem pipe is acceptable for the posts, rails, and H-braces, or must the contractor strictly procure brand-new, prime steel pipe for these components?

Answer 5: High-quality, #1 used drill stem pipe is acceptable.

Question 6: Could you please confirm whether installation may be included as part of this requirement, or if the scope is strictly limited to materials supply and delivery only?

Answer 6: Fence installation is not part of this requirement. The purpose of this requirement is to have a contractor provide supply of materials and delivery only. Forest Service personnel will be installing the fence.

Question 7: Could you tell me whether the posts, rails, and cable will be finished galvanized or plain (raw) steel?

Answer 7: The rangeland manager does not want galvanized materials. The posts, braces, and rails shall not be galvanized. However, galvanized cable is acceptable.

Questions and Answers for 1240LP26Q0066 Pasture Fence Materials

Question 8: Do you have details or specs on the pipe gates and hinges needed?

Answer 8: The gates requested are commercial, off-the-shelf, farm gates; Tarter or Powder River brand as examples. As long as they are advertised as a 12-foot gate and are all pipe construction, they should work.

Another list of questions in black and answers are in Blue.

1. Is the pipe 2 3/8” outside diameter, and what schedule of pipe is required?

o No schedule specified. Requested a wall thickness of 0.19-0.25 inches

2. The spec mentions 2 3/8” oil field drill pipe—can you confirm if this is intended instead of 2 3/8” structural pipe?

o Drill stem was intended

3. If oil field pipe is specified, is it new or used material?

o Either new or used is acceptable

4. If used pipe is allowed, are you aware of the magnetic issues associated with welding on used drill pipe?

o Yes

5. Will the pipe have an internal coating, and if so, will it be cleaned/removed prior to fabrication?

o No internal coating. We are not providing the pipe.

6. What type of coping method is acceptable?

1. (Flame cutting is not allowed—are plasma, laser, or waterjet acceptable?)

o Any method that leaves a clean hole/cope. NOT by hand.

7. What are the tolerances required for coping?

o 0.1 inches

8. For drilled holes, what is the acceptable method?

1. Will they be flame-drilled, and what are the tolerance requirements?

o See 6 and 7 above

9. The bid schedule references “cable clasp”—does this mean cable clamps?

o I believe the terms are interchangeable. The wire is bound to itself to form a loop and is held in place with a bolt-style cable clasp or clamp.

10. What type of cable/wire rope is required?

1. Example: 3/8” 7×19 lay or 6×25 lay?

o 7x19, Galvanized or Stainless Steel

11. Are there any drawings/details available regarding the 12- foot gate, desired hinges, and latches?

o The gates are commercial, off-the-shelf; Tarter or Powder River brand, e.g.
