Questions and Answers: 1240LP25Q0112 Bighorn Forest Wide Road Clearing
Question: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Answer: This is a new requirement no incumbent to be listed.
Question: After reviewing documents obtained from SAM, I am not seeing that a bid bond is required. Are you able to confirm this?
Answer: No bid bond is required
Question: Is there a site visit?
Answer: No, a pre-bid site visit is not scheduled at this time. As per FAR 52.237-1 Site Visit Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
Question: What is the period of performance:
Answer: 06/01/2026 to 10/31/2027
Question: The description on SAM for this solicitation states that it has a small business size standard of $11.5 million. We typically see this type of work posted under NAICS 115310 Exception 2 (Fuels Management Services), with a small business size standard of $34 million. Would it be at all possible to amend this solicitation to have a size standard of $34 million under NAICS code 115310?
Answer: The NAICS code will utilize Exception Fuels management Services: Fuels Management Services firms provide services to clear land of hazardous materials that would fuel forest fires. The treatments used by these firms may include prescribed fire, mechanical removal, establishing fuel breaks, thinning, pruning, and piling. The size Standard will be $34 million.
Question: The work to be completed is removing all tree material including; brush, logs, stumps, and roots from 4' from the edge of the road. Logs are to be staged together and easily accessible to firewood crews. Brush is to be chipped along the hillside out of the 4' zone, not on any other trees. The stumps are also to be staged out of the 4' zone, not stacked on any other stumps and not able to roll. All root and stump holes are to be filled in level with the surrounding ground.
Am I understanding this correctly? Please refer to details on page 4 of 8 for details on limits of stump removal and tree removals. Trees outside the stump removal limits but within the clearing limits are to be cut with stumps cut horizontally to the level specified. The limits you defined above are different depending on if it is the fill slope of cut slope.
Is the offeror responsible to acquiring the additional replacement material to fill in the holes from the stumps?
Answer: Fill material to fill in holes where the stumps were can be pulled from material adjacent to the work site. Material can come from bermed road material on the fill slope or areas within the cut slope. It is not expected that fill material will need to hauled to fill in the holes.
Question: Is there access to the treatment areas at this time of year?
Answer: No
