About this file

This document contains a series of questions and answers regarding a federal trucking contract for transporting seedlings. The contract period is from 01/15/2026 to 10/31/2026, with the current incumbent being Naber Trucking (contract number 1240LP25P0006). The transportation involves sporadic loads dependent on planting season, contractors, personnel, and weather conditions, with an estimated 20,680 round-trip miles. Key operational details include manual unloading at locations without docks, requiring truck drivers with valid CDL licenses, and potential haul-back of government property like recycled seedling boxes and pallets.

Potential contractors are encouraged to submit quotes, with no preset pricing established. The loads are not consistent, and contractors should expect variable shipping intervals. Payment is calculated per mile for round trips, including return to the Bessey Nursery. Insurance requirements are specified as industry standard for hauling specialized freight. The solicitation emphasizes flexibility in load scheduling, with loads potentially being combined or split based on customer storage capabilities and specific requirements.

Question:

After reading the solicitation attachments I have a questions on the unloading procedures it listed the box dimensions but does not list if the use of a pallet jack or if a pallet jack may be used if you could clarify the unload process for me it would be greatly appreciated.

Answer:

We unload them using rollers or by hand. None of the locations have a dock or equipment to unload.

Question:

Who is the incumbent on this solicitation for this year and what is the contract number?

Incumbent Contractor- Naber Trucking- 1240LP25P0006

Question:

I noticed that the Performance Work Statement references a contract period beginning January 15, 2025, and running through October 2025. Given that the solicitation is currently open in December 2025 and the estimated delivery schedule and mileage attachments reference trips for 2026, could you please clarify the intended commencement date and period of performance for this contract?

Answer:

This is a clerical error. The Period of Performance is 01/15/2026 to 10/31/2026.

Question:

If available, please provide the awarded pricing for the most recent contract, or any budgetary figures that may be shared with prospective offerors.

Answer:

This information is not shared any prospective offerors.

Question:

The statement of work mentions that the contractor must be on-site to sign for the shipment. Could you clarify what this entails?

Answer: The truck driver must sign for the shipment.

Question It also requires a driver CDL. As a freight broker, would this apply to our carriers, or is there an expectation on our side? The government requires all truck drivers to have a valid CDL license. Please provide a CDL license of the primary driver in your offer.

Question:

Regarding insurance, can you specify the type and minimum coverage needed for this shipment? We ensure that all carriers we engage maintain standard insurance levels.

Answer: Industry standards for hauling specialized freight.

Question:

Should we submit a bid for this opportunity, or is there a set price already established?

Answers: Everyone is encouraged to submit a quote, there is not a set price established.

Question: Can you clarify whether the loads will be consistent throughout the period of performance, or is the schedule of shipments not yet determined? Specifically, should we expect steady work or only occasional loads?

Answer: No the loads will not be consistent. The planting season will depend on planting contracts, contractors, personnel and weather. We may also combine loads if possible or split them if that is what the customer wants as they may not have the storage to hold all the boxes at one time. The estimated shipping date is a good ballpark, but flexibility is important.

Question: For planning purposes, would it be reasonable to anticipate a load in mid- January and then another three weeks later, or will the intervals between loads vary significantly?

Answer: No you can not. The response is the same as question 1.

Question: Based on your anticipated schedule and volume, would it make sense to dedicate one or two trucks to this work from January through October, or is the workload expected to be sporadic (e.g., one load per month or every few weeks)?

Answer: As stated above and on the estimated delivery the loads are sporadic.

Question: Regarding the statement that we may be required to haul back other Government property (such as recycled seedling boxes, pallets, or cone collections), is this haul-back included in the quoted round-trip mileage, or would it be considered additional?

Answer: Yes. The contract is paid/mile there and back.

Question: The solicitation references payment for round-trip miles (estimated at 20,680 miles). Does this include the return trip back to the Bessey Nursery after each delivery, or is it only for one-way mileage?

Answer: Yes, it does.

Question: How many dispatches/loads should we assume for planning and pricing purposes? Is there an estimated frequency of truck dispatches over the contract period?

Answer: Please reference the estimated delivery sheet. Estimated Miles.
