About this file

This document is a Questions and Answers (Q&A) file for Solicitation 1240LP25Q0015 for Shoshone National Forest Tree Planting. The Q&A provides critical operational details about the tree planting project, which involves a post-fire restoration effort from a 2016 burn area (Lava Fire). Key details include: all planting units require walk-in access with no direct road access, micrositing is considered more important than strict spacing, and scalping may be utilized in a 16x16 inch spacing when necessary. The contractor will need to navigate challenging terrain and select appropriate planting locations based on microsite conditions.

The tree planting contract is set aside for 100% small business, with a performance period from 05/15/2025 to 05/30/2025, under the North American Industry Classification System (NAICS) code 115310. The Forest Service will provide supporting documentation including a Units map, road access information, and KMZ shapefiles to assist contractors in understanding the project area and planting requirements. Contractors are expected to provide all necessary labor, equipment, supplies, permits, and shipping to complete the tree planting service for the Shoshone National Forest.

Questions and Answers: 1240LP25Q0015 Shoshone NF Tree Planting

Q: Is there road access to all units? If not, what are the walk-in distances to each unit? Also, if you could provide the KMZ shapefiles, that would be greatly appreciated.

A: There is no direct access from roads to the units. All of the units will be walk-ins. I’ve attached a zoomed-out version of the Units map to show the road adjacent to the units. We will attempt to walk the easiest distance and slope to the units as possible. I’ve also attached a word document with minimum and maximum walk-in distances by unit. Finally, I’ve included KMZ files of the units and the road we will be accessing them from.

Q: Is micrositing a necessity for this contract? Could potentially increase the acreage significantly depending on the land.

A: Yes, while we are planting to a spacing by species, microsites are more important than the spacing. In many cases, this can be moveable shade if it is available. In our experience planting nearby, there are enough microsites to make the spacing relevant and to make an appropriate acreage estimate.

Q: Is scalping a necessity for the 16x16 spacing?

A:Current text: “When necessary, the contractor shall utilize scalping in a 16”x16” spacing. No price adjustment per tree.”

When necessary, the contractor shall utilize scalping (16 inches by 16 inches). No price adjustment per tree”

Q: Is this a post fire plant?

A: Yes, the area we are planting in burned in 2016 in the Lava Fire.
