Statement of Work
2025 Remeasurement of Douglas-fir Seed-Source Movement Trial
1. DESCRIPTION OF WORK:
There are 9 installations of the Douglas-fir Seed-Source Movement Trial; 6 in western Oregon and 3 in western Washington. This trial was established by planting 2-year-old seedlings during the winter of 2008-2009. The measurements specified in this task order will represent the end of the 17th growing season in the field. All study trees at all installations need to be measured for height and diameter at 1.3 m (if tall enough), and coded for damage and condition. There are approximately 8045 tagged trees to be measured overall. Buffer trees do not need to be measured. All study trees that were less than 1.35 m in height 4 years ago (2021) will also be measured for basal diameter this year whether or not they are currently over 1.35 m in height (33 trees). In addition, a subset of the trees will also be measured for crown width (604 trees). A small number of tree tags need to be moved up from knee height to a branch at about 1.3 m.
Trees > 4 cm dbh must have tags attached to barlocks either stapled to the main stem (preferred) or attached to a lateral branch near breast height. Some tags have fallen to the ground and need to be located and reattached or replaced. Some maintenance may be needed for posts or labels at plot corners. Naturally regenerated trees > 1 cm in diameter at 1.3 m above ground need to be removed.
Mean height per installation ranged from 7.5 to 11.2 m after the 2021 growing season. Mean diameter per installation ranged from 11.8 cm to 17.9 cm.

3. SPECIFIC WORK REQUIREMENT:
Douglas-fir trees are to be measured in 9 installations. At each installation, 960 main plot seedlings were planted (in 48 plots of 20 seedlings at a spacing of 3.6 meters). With mortality, a total of approximately 8045 remain to be measured (~8360 individual stems).
Tree measurements Refer to measurement accuracies in Appendix 5. Each measurement tree (except as noted) is to be measured for;
a) Total height is defined as the maximum height of the tree above ground on the uphill side.
b) Presence of second foliage flush on leader (current year 2025 growth, record as Y or N).
Second flush can be identified as an elongation of buds and by a section of late growth, http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?wa1276 http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?wa1276 https://wcc.sc.egov.usda.gov/reportGenerator/view/customSingleStationReport/daily/941:wa:SNTL/CurrentWY,0/WTEQ::value,SNWD::value,PREC::value,TOBS::value,TMAX::value,TMIN::value,TAVG::value http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?or3445 http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?or3445 http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?or4721 http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?or4721 http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?wa6914 http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?wa6914 http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?or0145 http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?or0145 http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?or4811 http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?or4811 http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?or3047 http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?or3047 http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?or7391 http://www.wrcc.dri.edu/cgi-bin/cliMAIN.pl?or7391
FAC 2025-04 June 11, 2025 usually more succulent and a different color (Appendix # 3).
c) Basal diameter is measured 10 cm above the ground line (to the nearest mm) for a subset of trees (29 trees at last remeasurement in 2021). Ground line is determined by the average level of soil around the stem if there is a slope or other irregularities. If the basal diameter is greater than 3 cm, it needs to be measured with a diameter tape (rather than calipers). If it is not possible to position the tape perpendicular to the tree bole due to excessive branching or swelling at 10 cm height, then it may be measured at the nearest possible height. If basal diameter is not measured at 10 cm, record a comment as to the actual measurement height and mark the new measurement point with paint. The new height of basal diameter measurement should be recorded to the nearest 1 cm. A small number of trees have basal diameter measurement points marked with an ‘X’ on the stem or have paint marks from previous measurements. Marked measurement points should be used if they are present. Trees that require basal diameter measurements will be indicated within the dataset.
d) Stem diameter at 1.3--Trees that are 1.35 m or taller are to be measured for stem diameter at 1.3 m from ground level on uphill side (to the nearest mm). If the DBH measurement point is previously marked, use marked location unless tree has been damaged or marked location is inappropriate. If the location is not previously marked or marked incorrectly, mark the current measurement point with paint. If branches, branch swell, or stem cankers are present at the desired point of measurement (including marked stems),take the measurement higher on the bole at the closest spot where a measurement tape can be placed straight, perpendicular to the bole, and not influenced by factors listed above. Record a comment as to the actual measurement height if not measured at the mark (or at 1.3 m height on unmarked trees). Include the “Changed stem” (CST) comment code if the previously measured stem is dead and you are measuring a new stem. If the tree has multiple stems at 1.3 m, measure all stems and designate the largest stem as A, next largest stem as B (so for example, Tree 95A, Tree 95B). Only the tallest stem needs to be measured for height.
e) Crown widths (2 per tree) are to be measured on a subset of trees at all 9 sites. Crown width should be measured as the maximum crown diameter measured from one side of the crown to the other (thru the stem); the second width is to be measured perpendicular to the first measurement. Measurements should be recorded to nearest 0.1 m.
f) Stem defects above and below 1.3 m recorded from the base to the top of the stem and coded with the severity rating system described in Appendix 3. Observations should be made from both sides of the stem. Stems with multiple tops (within the last three years of growth) should be recorded in a separate corresponding column and include the number of stems at the top.
g) Damage codes include animal or disease damage, chlorotic or dead foliage; other conditions are recorded using comment codes (Appendix 4) or free-form comments.
Please note that additional comment codes have been added since the last measurement.
If any measurement seems incongruous with previous measurement (tree appears to have ‘shrunk’, not changed, or grown too much) use the comment codes to indicate that the present measurement has been double checked (DBV and HTV). Make sure to code new mortality as dead (DDD code). Please recode any damage that remains (i.e., do not assume if damage was recorded in the past it doesn’t need to be recorded again).
If more than 5% of inspected trees are outside of stated accuracy for measurement (see Appendix 5), or coding of damage, re-work will be required.
Tree maintenance For trees >4 cm DBH Check that tree tags are secure. An assessment in summer 2024 found that 164 tags were missing from trees at the Jammer site, and <10 tags at the remaining sites.
Replace staples, barlocks and tags where not secure, or in a condition that they would not last 5 years. Trees should be tagged as in Appendix 2, approximately 10 cm above and on same side of tree as the DBH paint mark. Tags that were previously wired to the ladder barlock (mostly at WA sites) MUST be reattached with a small solid barlock or the hole on the tag enlarged (a reamer works well for this task) to allow the standard bar lock to pass thru the hole (figure A2-1, appendix 2). Alternatively, a barlock may be used to attach a tag to a solid lateral branch at approximate breast height. Tags that are missing from the stem should be located and reattached if possible (a metal detector can be useful for this task). If the original tag can not be found, create a temporary tag with the tree number determined from the provided maps and attach it to the standard ladder style barlock. Barlocks (11” ladder style and narrow 4” solid style) and temorary tags will be provided by PNW.
For trees < 4 cm DBH, most tree tags were moved from ground line to a branch near breast height (1.3 m) several years ago. Any trees with substantial enough branches to secure a tag at approximately 1.3 m above ground (those with large enough second-order branches so that the tag on the barlock would not be blown off) will need to have their tags moved if they have not been moved already (figure A2-2, appendix 2). For trees without substantial branches near 1.3 m, you will attach the barlock with the tag to the highest branch which meets the attachment criteria.
The tags are to be attached with the maximum slack possible on the cable tie (just pull the end of the tie until you hear 1 or 2 clicks). Each cable tie has a plastic or metal ring(s) which identifies the region or family associated with the tree. These rings do not need to be moved and can be properly discarded. Place the numbered side of the tag facing the square latching end of the cable tie to make it easy to read.
If more than 2% of inspected trees do not have their tags appropriately moved or stapled, re-work will be required.
Plot maintenance There are 48 plots at each site. Each plot has a corner post in one corner which is marked with a PVC post and labeled with a printed metal tag indicating site name, plot number, seed source, row and column number. Pound in or otherwise stabilize any posts which are leaning. If the corner post tag is missing, report that when submitting data; also replace any missing tags with Rite-on tags indicating the plot number.
Naturally regenerated trees > 1 cm at 1.3 m height need to be felled such that the stems do not impede the direction of travel in plot measurement, impact any existing trails, or impact on-site weather stations or other environmental sensors. Tree ingrowth removal was last conducted in winter 2021-22, we do not anticipate large amounts of ingrowth to be present during this contract period.
Misc.
Maps of plot locations and seedling locations within plots and electronic lists of previously collected data will be provided.
All work should be completed before February 15, 2026. Data for each site should be sent as soon as completed to facilitate early feed-back. All data will be submitted electronically as comma delimited or Excel files (submit via email to Robert Slesak@usda.gov or mail electronic data to Robert Slesak, Pacific Northwest Research Station, 3625 93rd Ave SW, Olympia, WA 98512).
4. COMMENCEMENT PROSECUTION, AND COMPLETION OF WORK (FAR 52.211-
10) (APR 1984)
The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than __02/15/2026. The time stated for completion shall include final cleanup of the premises. Work is estimated to begin September 15, 2025 for the measurement of tree height, crown width and tag maintenance Diameter measurments may begin Oct 1 for high elevation sites and October 15 for low elevation sites with the following 2 restrictions. Diameter measurements are not to be measured when the air temperature is less than 30oF as tree stems shrink in cold weather.
Diameter measurement on each site should not be begin until it has experienced at least 1 inch of rain since Sept 1, 2025 (based on the closest weather station, table 1).

Attachment 2. Attachment of Barlocks (also called cable ties or zip ties) with tree number tags When stapling a barlock to the tree, it is important that ONLY 1 staple is used. The idea is to have one narrow point where the barlock is attached to the tree so the tree can easily grow over it, permanently attaching it to the tree. If 2 staples are used, the tree usually pushes the staples out as it grows, rather than growing over it. Use only ‘ladder’style of barlock to attachto attach the tag to the tree.
If the tag has a hole that is large enough for the ladder style barlock to pass thru (1/4 in), slide the barlock thru the hole in the tag and staple the barlock directly to the tree. Most tags at SSMT sites, however, have holes that are too small. In this case, there are 2 options. Either increase the hole size (a reamer can be used) so the ladder style barlock can be used directly (figure A2-1a) or use a small short solid black barlock to attach the tag to the ladder barlock (figure A2-1b). Do NOT use wire to attch a tag to the barlock as wires may rust and tags will fall off. Many tree tags are accompanied by a plastic or metal ring indicating the seed source. These rings do NOT need to be moved as part of this contract.
The staple should be HORIZONTAL to the ground and placed where the “hinge” or bend point is on the bar lock (figure A2-1). If the bar lock doesn’t have a hinge, make one by creasing it with your fingernail about 1 inch from the end. If there is any space between the staple and the bar lock and\or tree, pound in the staple rather than stapling a second time. If one ‘leg’ of the staple goes through the barlock rather than ‘straddling’ it, pull the staple out or move the tag and barlock slightly to one side before re-stapling to avoid having 2 staples at the same point.
If a tree is less than about 4 cm (1.5 inches) diameter at the point on the stem where the barlock would be stapled or the tree is forked or damaged in a manner that it would be inadvisable to staple a barlock, hang the barlock around a branch at the approximately the same height, but keep the barlock as loose as possible to give it room to grow for several years (figure A2-2).

Attachment 3. Second flush example
2) Now growing following budset. The most obvious indication is more than one set of budscales from this year. Budscales are the structures that cover the bud. They look like brown, leafy material attached around the stem. The second flush will usually be more succulent than the first flush. The second flush can sometime be very short (~ 1 cm). The budscales that formed after the first flush can sometimes appear incomplete or “stretched out” as if the bud formed while the stem was still growing. These cases should still be counted but record the comment code IBF (incomplete bud formed).

Attachment 4. Stem defects rating system
Stem defects above and below 1.3 m should recorded from the base to the top of the stem and coded with the severity rating system described in Table 1. Observations should be made from both sides of the stem. The stem defect severity rating system is intended to distinguish ramicorn branches that grow at a steep angle from the bole of a tree, rather than the horizontal or slight upward angle of a normal branch, from forking, a point where the main stem splits into two or more stems that are roughly equal in diameter and form sharp angles (examples shown in Figure 1). For example, a code of 1 5 2 recorded for stem height above 1.3 m would indicate the presence of a small ramicorn below a fork in the middle and a medium ramicorn above the fork.
The same code can be applied for stem defects below 1.3 m separately. Stems with multiple tops (within the last three years of growth) should be recorded in a separate corresponding column and include the number of stems.
Table 1. Stem defect severity rating codes.
Severity Rating Steep angled branch diameter relative to main bole Visual impressions
1 <20% small ramicorns 2 20-40% medium ramicorns 3 41-60% large ramicorns 4 61-80% largest ramicorns 5 >80% fork
