Amendment No. 001 - Pit Toilet Decommissioning - SERVICE continuation of Standard Form 30 (Block 14)
This amendment makes the following changes:
The quantity of Pay Item 0001 is reduced from 5 to 4. Clear Lake is moved to its own Line Item as mentioned below.
Delete Item No. 0002 (Pit Toilet Decommission - Campers Flat - OPTIONAL ITEM).
Add Item No. 0004 (Pit Toilet Decommission – Clear Lake - OPTIONAL ITEM). This was initially included with Pay Item 0001. Clear Lake has more work involved compared to the others, so it seemed more appropriate to include it by itself.
If you have already submitted your quote, you will not need to complete the following Schedule of Items to submit your quote. The initial Schedule of Items is not acceptable. We are requesting this due to the reduced mobilization work and clarification of work required for Item No. 0004. The other pages of the “Packet to Return” still need to be completed.

Contractor Question 1
“Have the toilets been pumped and sewage removed?”
Government Response:
No. Leave Human waste and back fill hole with surrounding soil mound soil to allow time for waste to infiltrate.
Contractor Question 2
“We did a site visit and noted one of the pit toilets has a metal pipe (about 3 feet in diameter) that holds the drain/waste products. Do we need to remove this pipe or leave it in?”
Government Response:
Remove and dispose of metal pipe off forest lands. Leave Human waste and back fill hole with surrounding soil mound soil to allow time for waste to infiltrate.
Contractor Question 3
“The Clear Lake shows a double toilet. Inside has fiberglass and the base has more concrete. It appears different from the other structures so I want to clarify if we have the correct information.”
Government Response:
Remove and recycle/dispose of concrete and fiberglass. Contractors are encouraged to conduct site visits to confirm the size and depth of the concrete.
Contractor Question 4
“Downing Creek (1 Pit toilet) • Location Coordinates: (44.575988, -122.983316)
The coordinates do not match the picture. Downing Creek is not near the stated coordinates. Looking for clarification, where is the location of Toilet F?”
Government Response:
Typo in the coordinates. Should be 44.575988, -121.983316.
Contractor Question 5
“I just read through the Fire Protection and Suppression document. On page 7, this sentence is highlighted:
"The Contractor shall provide a tank truck or trailer, containing not less than 300 gallons of water, during yarding, loading, land clearing, right-of-way clearing and mechanical treatment of slash."
These seem to all be logging-related activities and not applicable to this contract. Can you confirm whether a tank truck/trailer is required for the Pit Toilet Decommission?”
A water tank truck or trailer is not applicable/required for the Pit Toilet Decommission.
Contractor Question 6
“Can you tell me the dimensions of the pit toilet buildings?”
Contractors are encouraged to conduct site visits to confirm the sizes of the pit toilets.
Contractor Question 7
“I noticed there was an update to the above mentioned solicitation, but I could not find any changes. Is there anything different?”
Government Response:
The update alert you may have received was likely an update to CO’s email address in the point of contact information. The CO updated the email address from an old email address to a new one.
Contractor Question 8
“Do any of these toilets have human waste in them?”
Government Response:
Yes. Leave Human waste and back fill hole with surrounding soil mound soil to allow time for waste to infiltrate.
Contractor Question 9
“Are they all the same construction and size? Like Marion Guard?”
Government Response:
Pit toilets should be similar in construction and size. Contractor is encouraged to conduct site visits are encouraged to confirm the construction and sizes of the pit toilets.
Contractor Question 10
“In the event of heavy snow, will extra time be granted to allow the snow to clear?”
Government Response:
We can add time for “unusual severe weather” if the Contractor has made efforts to start within a reasonable amount of time and is proceeding with work at a pace which would likely allow for work to be completed within the contract Period of Performance.
Contractor Question 11
Thank you for sending us a heads up on this project. We are definitely interested in this project, I'm trying to figure out if/how it will fit in our schedule. Is there any chance that the completion date could be pushed back to next spring/early summer?
Government Response:
You can submit an alternate quotation. To do that, you could submit your quotation in two batches.
One that falls in line with everything being requested and the second with your “alternate quotation”.
We prefer this year, but if no one can do it this year, next year may be the only option. Based on the total questions received so far, I believe it’s likely that someone will be able to meet our timelines.
Contractor Question 12
The Fire Protection & Suppression attachment has highlighted that the contractor must have 2-way communication to report a fire. Can you tell me if any/all of these locations have cell phone reception for Verizon at the location or within a 15 minute drive?
Government Response:
Refer to your mobile carrier’s coverage map for a better idea if area is covered. Actual coverage may not match the map exactly.
Contractor Question 13
Some of the pit toilets have significant amounts of toilet waste. I assume we need to drain this and haul it away?
Government Response: Leave Human waste and back fill hole with surrounding soil mound soil to allow time for waste to infiltrate.
