About this file

This amendment modifies a solicitation for a cabin replacement project on the Tongass National Forest in Alaska. Key details include replacing an existing 60-foot A-frame cabin at Tanis Mesa with a new single-story 15-foot by 17-foot log cabin, constructing an associated deck, ramp, stairs, and foundation, and installing a diesel heating system. The work site is approximately 45 miles southeast of Yakutat, accessible only by helicopter or bush plane, with no existing utilities. The government intends to award a firm fixed-price construction contract between $250,000 and $500,000 without discussions but reserves the right to conduct discussions. The solicitation number is 1240BJ23R0005 and is issued by the U.S. Department of Agriculture Forest Service.

RFI: GAOA Yakutat Cabin Maintenance Tanis Mesa Cabin Replacement

1. How long is the runway at the cabin?

Approx. 2,275 feet

2. What type of soil is at the new site?

Glacial till with mixed cobble sizes. There’s an assumed 3,000 PSF loading capacity for this substrate.

3. Can the old cabin be used during the new cabin construction?

Yes

4. When is the NTP expected?

No sooner than 6/22-23, There’s a required prework meeting, bonding and other required submittals before work can begin.

5. Roof framing. In the plans attached to the solicitation there is not a roof framing detail provided. Traditionally on FS cabins it is built with Purlin beams on which exposed t&g is installed and an over frame roof atop that which can be insulated. Will this be the method used, or a different one?

The method of roof framing you have described would be acceptable. The contract calls for a delegated design by a licensed architect/engineer of the structural components of the cabin, including the roof. We’d expect the delegated designer to provide a more detailed roof design.

6. The Floor framing plan calls for 2”x12” @ 16” OC, will these be in hangars or placed atop the carriers?

The foundation drawings provided are conceptual plans meant to be developed further into shop drawings.

The contract calls for a delegated design by a licensed architect/engineer for the structural components of the cabin, including the foundation. We’d expect the delegated designer to provide a more detailed foundation design.

7. Roof Snow Load. Under “Live Load Characteristics “on the plans it calls for a ‘ground load’ of 250psf. What is the Roof Load to be constructed at?

It is anticipated that the delegated designer will provide sloped roof live loads as part of the stamped shop drawings required for submittal in this contract.

8. Does the 15' x 17' replacement cabin have to be traditional log construction? Would log siding be an acceptable substitute?

Yes, as long as siding material matched wood species for logs; however, we would add that the walls in addition to the floor and ceiling would need to be insulated.

9. What is the actual deck size?

See drawings sheets (size is recommended, 6’x15’)

10. What type of foundation is required---reinforced poured concrete, concrete block, crawl space, etc.

See drawings for recommended foundation type; PIP concrete footings with bigfoot systems. if you determine there is a more sensible foundation option to fly in with the current design criteria we are open to proposals.

11. What type of heating system is required?---any other utility requirements, electrical, plumbing, etc.

Section C of the contract describes heat source and if utilities are present. Heating system to be Diesel #1 stove. they are typical in remote locations with minimal firewood source. Stove and tank for system is supplied by government. Piping/metalbestos and plumbing from tank is not supplied.

12. Can the flammable materials from the deconstructed cabin be incinerated on site?

Yes, see section 024100 Demolition and Removal, part 3.03 BURNING for full specification.

13. Is it anticipated that any hazardous materials, other than heating fuel, will be part of the contract?

No

14. Has any hazmat testing been performed on the structure?

No

15. Can it be confirmed the structure was built after 1979?

Updated response: The structure was built after 1979

The attached photo above shows a picture of the cabin standing in 1962.

16. Is the counter to be stainless Steel or 3/4" AC Plywood?

Plans Page 2 - the counter top material shall be Stainless Steel.
