About this file

This amendment addresses a solicitation for a Limber Jim Aquatic Organism Passage project. The project involves constructing a bridge and realigning approximately 155 feet of stream. Work will include excavating and installing roadway and structural elements, placing stream simulation rock, installing bridge guard rails, and implementing traffic control measures. Bids are due by the hour and date specified in the original solicitation. The amendment provides responses to contractor questions to clarify requirements for structural backfill, the use of material from an on-site pit, foundation fill quantities, the need for a bypass road, estimated excavation quantities, rail footage, and the extent of required stream excavation. No changes are made to the response deadline.

Pre-Bid Inquiries (PBI’s) for Contract Bidding

Question 01: Volumes listed in line item 20859 (180 CY) are not anywhere close to the volumes required to install as per manufacturer's recommendation?

Answer: FP-14 208.12 (a) specifies structural backfill as material within 18” of the footing and structure. Any backfill outside of this either required for ease of construction or manufacturers recommendations shall be included incidental to pay item 57101. Backfill materials outside the pay item limits may be obtained from the Limber Jim pit at no cost;

provided that ¾” minus material intended for surfacing may not be utilized for the additional backfill item.

Question 02: Do we in fact need to import 1" minus or can we use pit run from the limber Jim Pit?

Answer: Using pit run from the Limber Jim Pit to meet the manufacturers recommendations would be acceptable as long as it can be installed according to the plans.

Question 03: The Line Item for the structural backfill states that the material is located in the USFS pit. Having hauled material for two other structures from that pit I know that there is no 1" minus material there. There is 3/4- but we will likely use all the 3/4- just for the road resurfacing phase which is also specified as a Government supplied material at the same pit?

Answer: There is enough government furnished ¾” minus for structrual backfill 20859 and road surfacing 30103.

Contractors shall bid the quantity of cubic yards as indicated on the schedule of items 30103.

Question 04: The manufacture plans we use typically require 2'6" of material in compacted fabric/rock lifts beneath the footings. Line item 20802 allocates 10 Cy. The calcs for this volume is at an additional 85 CY after compaction?

Answer: The 10 CY of foundation fill is specified to provide an even and smooth bearing surface outlined in FP-14

208.08. If the proposed manufacturer has different requirements they should be reflected in the bid of the lump sum pay item 57101.

Question 05: Bypass road is not a separate line item as per typical USFS plans. I would guess that it would be placed in 63501 Temporary Traffic Control? If you go to the plans all that is outlined in that line item is "Contractor to Submit a Traffic Control Plan", no mention of a bypass road. Consequently this will radically inflate this line item. It's possible that since it's not a separate line item someone may miss bidding it.

Answer: The public bypass road is specified in option item 3 and may be awarded based upon funding and the contract schedule. If the contractor needs to install a bypass road for their use to construct the bridge, they may do so. This bypass road may not be open to the public and wouldn’t need to meet the same requirements. The contractor may stockpile material on one side or the other of the proposed bridge, the material will need to remain in the Forest Service right of way. Any disturbance outside the Forest Service right of way (33’ each side of centerline) will be rehabbed to the existing ground condition.

Question 06: We believe that the cut fill balances for the road are short roughly 201CY (adjusted for Compaction), which will require additional import volume.

Answer: The road excavation is measured and paid for as neat line in place volume estimations based upon calculated from the existing ground survey. This is a contract quantity and the contractor should bid accordingly. If the estimate if off more than 15% they contractor may ask for an adjustment according to the FSSS 109.02. I would like to acknowledge the potential excavation of 150 CY involved with removing the old culvert (150 cy excavation incidental to existing culvert removal). Suitable material, from pay item 203, may be reused in the road fill under pay item 20401.

Question 07: Line item 55601 lists 62 linear ft of Bridge Guard Rail. Option Item 1 line item 61701.1 lists 75' of Thrie Beam and Transition rail. According to the Plans on page 6 there is in fact a total of 83'4" of combined Thrie and Transition Rail which is misleading. Which is it?

Answer: There is 62’ of bridge rail attached to the bridge (31’ each side) in the base items. There is 18.75’ transition rail for each corner of the bridge for a total of 75’. (two pieces of thrie beam, one regular, one transition rail with the overlap in joins) each corner would be 20.75’ of rail; but paid for as the installed length of 18.75’. See ODOT RD 410 in plans.

Question 08: Despite the other line items indicating the linear footage of guard rails in line Item 61702.1 there is no linear distance for the remaining (roughly estimated) 200 feet of guard rail shown on the plans. It only specifies 4 Flared end caps. This is also a misrepresentation of what's actually required to complete the work associated with the line item.

Answer: These are four terminal sections. They are specified as the MFLEAT straight flare terminal section, approximately 39’-7” long, and they come as a crash tested system which cannot be varied in length. See ODOT RD 421.

Question 09: Line Item 64801 Placed Stream Simulation Rock Method- Specifically states Placing rock sorted from excavation through newly excavated channel. There is no mention of, or a line item for the several hundred yards of material that needs to be excavated to shift the entire channel over 18' feet for several hundred feet! Just a staement regarding placing stream sim rocks. This is extremely misleading and will cause this line item to be radically inflated or excavation volumes to be missed.

Answer: There is approximately 155’ of stream realignment. There are two cross sections provided see sheet 10 in the plans. Much of the stream realignment excavation is in conjunction with and being paid for under roadway and structural excavation. We have specified using excavated material as stream simulation to the maximum extent possible. The streambed class 4 material is majority of the volume and has a 2” D50 size. We do expect key pieces or larger rocks to be placed that meet the bed class 16 size class which is a D50 of 7” and 16% between 16” and 42”.
