About this file

This is Amendment 1 to Solicitation 1240BH26Q0008, a small business set-aside for stone masonry repair work at Hells Canyon Overlook on the Wallowa-Whitman National Forest. The amendment extends the solicitation closing date to April 28, 2026 at 4:30 PM Pacific Time and adds FAR 52.222-90 (Addressing DEI Discrimination by Federal Contractors). Offerors must submit proposals via email to Contract Specialist Susie Felton at susie.felton@usda.gov with the subject line "1240BH26Q0008 - GAOA Hells Canyon Overlook Stone Repair." The amendment replaces solicitation attachments 1, 2, 3, 5, and 6 in full and provides clarifications in response to contractor inquiries.

The project involves repairing existing natural stone structures and mortar at the overlook, with a performance period from June 1, 2026 to September 15, 2026. The work is strictly limited to repair of existing stones and mortar; new construction or complete replacement is not required. Key clarifications address mortar removal methods (hand tools preferred with written government approval required for power tools), contractor responsibility for protecting existing structures during work, alternative stone sources requiring government approval, government representative availability for approvals (within 24 hours Monday-Friday, based in Joseph or Baker City, Oregon), available camping and staging areas near the site, wage determination procedures, site logistics including water access and limited cell service, pathway access requirements, work hour approvals, and fire liability provisions. The identified on-site stone source was used in original construction but has not been recently tested. Any material substitutions, mortar mix alternatives, or additives require written government approval before use.

GAOA Hells Canyon Overlook Stone Repair Contractor Clarifications

1. Hand chiseling the mortar is not possible because of the use of Portland Cement. Small stone size severely limits the use of grinders without damaging the stone.

It is the Government’s preference that mortar be removed using hand tools. If the contractor determines that hand tools are ineffective due to the presence of Portland cement or other conditions, the contractor may request approval to use power tools. Approval must be obtained in writing from the Government and must be supported by the contractor’s proposed mortar‑removal methods as outlined in their Quality Control Plan.

2. If the piers are in such bad condition and they fall apart during mortar removal, is the contractor responsible for the damage or will it be paid for by the Government due to the poor condition of the existing piers.

The contractor is responsible for protecting existing structures during mortar removal. If the contractor believes any areas are unstable and may fail due to pre‑existing deterioration, they must notify the Government in writing before starting work in those areas. The contractor should include all necessary protection and stabilization measures in their quote. Damage caused by contractor operations or failure to notify the Government will be the contractor’s responsibility.

3. Stone Source - The site map identifies a "potential natural rock source" below the existing pathway.

Has this source been evaluated for quantity and quality? If I get on site and it turns out there isn't enough usable stone, or if the material fails durability testing, is there a pre-approved commercial source I can use as an alternative — or would that require a separate approval from you during the job?

The identified stone source has not been recently tested; however, it was used during the original construction of the natural stone structures. If, once on site, you determine that the quantity or quality is not sufficient, contractors may propose an alternative stone source. Any alternative source would require government approval before use.

4. Government Representative/Approval Process - The specs require Government Representative approval at several points - individual stones before installation, mortar color samples, the cured mockup, and any material substitutions. Will the Government Representative be on site during the work, or will approvals be handled remotely? I want to make sure I understand the expected turnaround time on approval requests so I can sequence the work properly and avoid unnecessary downtime.

The Government Representative is based in either Joseph, Oregon or Baker City, Oregon and can be on site within approximately 24 hours Monday-Friday. They can also be reached by phone or text, though please note there is limited cell service at the project site.

Submittals such as cement or additive material substitutions may be handled remotely through communication between the contractor and the Government. The Government will respond as promptly as practicable during construction, and early submittals are strongly encouraged to help avoid delays.

5. RV / Staging Area - The specs require mortar to stay continuously damp for 72 hours after pointing -including nights and weekends. Given how remote the site is, it makes a lot more sense for me to stay nearby rather than drive back and forth from Joseph every day. Is there a spot at or near the overlook where I could park an RV during the job, or is there a separate camping approval process I need to go through?

There are adjacent areas available for camping and staging, including McGraw Pond, which is approximately 500 yards from the overlook, as well as other nearby locations. If you plan to stay longer than 14 days, an industrial camping permit will be required from the local district. The permit is free, and a draft version is attached for reference.

6. Davis-Bacon/Wage Conformance - The wage determination doesn't include a Stone Mason classification for Wallowa County, and I understand a conformance request would need to go to DOL after award. How long does that process typically take? I want to make sure I'm budgeting and scheduling correctly since I can't finalize my labor costs until that rate is confirmed.

The wage determination included with the solicitation is an estimate and should be close to the conformed wage rate that the Department of Labor will issue after award. Vendors are expected to base their proposals on that estimate together with their own business decisions. While the conformance process occurs post‑award, the provided wage determination should give you a reasonable basis for budgeting and pricing your quote.

7. Site Logistics — Water, Parking, and Cell Service

Three related questions about the site:

➢ Is the spring shown on the vicinity map approximately one mile from the site accessible by vehicle?

I'll need to haul water for mixing and curing and want to know if I can get a truck to it or if I need to plan another way.

The spring is located approximately 5–10 feet from the road and flows from a non‑threaded pipe.

To collect water, you will need a funnel or similar device and a short length hose (approximately 20 feet or less) to reach your vehicle or trailer.

➢ The specs allow one parking space for the contractor. For a remote masonry job, I'll need to have my truck, a tool trailer, a water trailer, and some room to stage materials and cover work overnight.

Is there any way to designate additional space, or is that something that would need separate approval?

Additional storage or staging areas may be discussed with the Government. The site must remain open to the public throughout construction, and both the access road and site loop must remain passable for full‑sized vehicles at all times.

➢ The fire protection requirements say I need two-way communications capable of reporting a fire within 15 minutes. Is there cell phone service at the project site? If not, I want to make sure I bring the right equipment.

There is limited cell service at the project site when using the Verizon network. The Government is uncertain about coverage from other providers. A Forest Service radio can be checked out to the contractor for the project if desired to meet communication requirements.

8. Pathway Closure And Work Hours - The columns run right along the public pedestrian pathway.

There's no way to work on several of them at a time without blocking a section of the path. Is a temporary partial pathway closure allowed under this contract, and if so, what do I need to do to get that approved and notify the public? How much space is needed for the work?

The path is approximately 5 feet wide. Please let us know how much lateral space your work will require. Most able‑bodied visitors should be able to step slightly off the path if needed, and we aim to maintain enough clearance for visitors with mobility limitations to remain on the asphalt surface whenever possible.

If a temporary partial closure is truly necessary, it can be considered with proper signage placed at all trail access points near the parking area. The Forest Service can provide the signage. However, the majority of the site and the access road must remain open to the public throughout construction.

9. The default work hours are 7am to 6pm Monday through Friday. Working around the public during peak visitation hours creates real safety challenges on a site like this. Would you consider approving alternative hours — early morning or evening shifts — to reduce the conflict between construction activity and public access?

Alternative work hours may be approved for the reasons you’ve described. Work schedules require Government approvals—especially at the start of construction—coordination between the contractor and the Government Representative will be necessary to ensure timely reviews and to minimize delays.

10. Site Visit - I'd like to get eyes on the project before I submit my quote, especially to look at the on-site rock source and get a better feel for the existing conditions. Is there any way to coordinate an informal visit with the Government Representative before the quote deadline?

Yes, a site visit can be coordinated. Please be aware that access to Salt Creek Summit is still challenging due to snowy conditions. Government personnel were able to reach the site from Halfway and Imnaha on 4/17/2026, but there is still snow present, and a four‑wheel‑drive vehicle is likely necessary at this time.

11. Operations Fire Liability Amount - The fire suppression clause in the Terms and Conditions references a maximum contractor liability amount for operations fires, but the dollar amount in the document appears to be blank. Could you let me know what that number should be? I want to make sure I understand my exposure before I sign anything.

In accordance with clause 452.236-70 Emergency Response, Fire Suppression, and Liability, paragraph (c)(1), the Contractor agrees to reimburse the Forest Service for costs associated with each operations fire, subject to a maximum dollar amount of N/A. The cost of the Contractor's actions, supplies, and equipment expended or used on suppressing any such fire, or otherwise provided at the request of Forest Service, shall be credited toward such maximum. If the Contractor's actual cost exceeds the contractor's maximum obligation stated above, the Forest Service shall reimburse the contractor for the excess.

The Contractor shall be responsible for all costs associated with operational fires.

12. Can we propose a different optional cap that would include pouring the cap in place with cement?

The project must be quoted exactly as advertised in the solicitation poured in place with cement is not an option.

13. If the natural stones at the site aren’t high quality or they have access to a better stone source, would we allow a natural stone material substitution?

A natural‑stone substitution may be considered, but any alternate material must be approved by the Government for quality and compatibility with existing stone prior to placement.

14. Could a contractor propose different mortar mixes or additives that they believed would create a better product for the government?

Mortar mix substitutions or additives may be proposed, but all alternatives require Government approval before use.

15. Do you have more photos?

See updated attachment 5 Project Vicinity Map/Photos.

16. Do you want the wood replaced as well or would this become a change order should it need to be replaced?

Wood replacement is not required. The scope of work is limited to repairing the existing stones and mortar.

17. Are you expecting a completely new build tear out of all columns or just repair?

As outlined in the solicitation and specifications, this project is strictly limited to repairing the existing stones and mortar. Any new build, tear‑out, or full replacement work is outside the current scope and is not required.
