About this file
This is Amendment 0001 to Solicitation 1240BH26Q0004 for the Sutton Boat Launch Replacement project on the Siuslaw National Forest in Lane County, Oregon. The amendment, effective April 14, 2026, clarifies requirements pertaining to dive operations and authorizes contractors to propose alternative methods for completing in-water work that do not require certified divers. When an alternative method is proposed, submission of a formal Dive Plan is not required; however, contractors must still identify all applicable safety measures and risk mitigation procedures. The amendment replaces Attachments 2, 3, and 4 in full.
The project involves replacing deteriorating concrete structures including a boat launch ramp, wood pier, gangway, concrete dock, and steel piles with cast-in-place and precast concrete segments, along with installation of a new floating dock, subsurface drainage system, and riprap placement. The estimated project value ranges from $500,000 to $750,000. Quotations must be submitted via email to susie.felton@usda.gov by the solicitation deadline, with a 90-calendar-day price hold requirement. All quoters must provide a signed Standard Form 1442, completed Schedule of Items (Attachment 2), a technical response limited to six pages addressing project experience and technical approach, a scanned bid guarantee, and acknowledgment of amendments. Award will be made to the highest technically rated quoter with fair and reasonable pricing and acceptable or neutral past performance. Questions are due by April 17, 2026, and the estimated project start date is June 1, 2026, with completion by October 1, 2026. A post-award conference will be held within 15 business days of contract award via Microsoft Teams. Performance and Payment Bonds (100% each) are required for awards exceeding $150,000, and a Bid Bond (20%) is required for offers exceeding $150,000.
