About this file

This document is an Amendment to a Solicitation for the Rail Ridge Post Fire Fence Construction project for the Malheur National Forest in the Pacific Northwest Region. The solicitation seeks a contractor to repair and reconstruct approximately 45.19 miles of fencing across five priority areas, damaged by a previous fire. The project involves removing existing fence materials, clearing right-of-way, constructing new fencing, and disposing of damaged materials. Fences range from 0.25 to 15.25 miles in length, with varying levels of accessibility, and must meet wildlife-friendly specifications including specific wire spacing and composition.

Key dates include a solicitation due date extended to 29 September 2025 by 1630 hours, with a performance period from 10/15/2025 to 06/01/2027. Vendors must note strict requirements such as no heavy equipment allowed, wildlife crossing considerations every 0.25 miles, and H-braces constructed every 0.25 miles. The fencing work is divided into five priority levels with different unit prices, and contractors must ensure all fencing is restored to "like-new condition" meeting wildlife-friendly fence guidelines. The contract is issued by the USDA Forest Service, Northwest Region, located in Portland, Oregon, and requires detailed compliance with specific construction and environmental specifications.

Vendor Clarifications 2

1. Portions of Priority 1 fences have already been re-built by the permittee and/or loggers?

Yes, See attached amendment.

2. Can there be an extension to the bid deadline?

Yes. See attached amendment.

3. Considering the roadless area, will UTVs/ATVs be allowed to access remote areas?

See Question #15 on Amendment 1 Vendor Clarifications.

See Solicitation Attachments pg. 23, Performance Work Statement Sec. 4.0 Travel

4. Is there flexibility in the fence line based on where it’s mapped, so it can be constructed in a straighter line requiring less bracing and reducing wear on the fence?

See Attachments pg. 23, Performance Work Statement Sec, 2.3.2 Additional Fence Construction Specifications Doc

5. Which fence lines are 4-wire vs. 3-wire?

See Detail Location Table.

6. Priority 5 Let-down fence, are let down fences part of this contract?

Let-down fence has been removed from contract. See amendment 2 and detail table.

7. Will heavy equipment be allowed to clear the fence lines?

No heavy equipment will be allowed.

8. Is there flexibility in that buffer to cut burnt snags that may compromise the new fence line?

If there are snags that pose a safety hazard during construction, those are allowed to be felled. Permittees will be responsible for future fence maintenance.

9. Can burnt trees be used as anchors?

No, See Attachments pg. 23, Performance Work Statement Sec, 2.3.2 Additional Fence Construction Specifications Doc

10. If H-Braces/T-posts/wooden fence-stays are in good condition, can they be re-used?

(some portions of newer fence lines were not affected by the fire) If H-Braces/posts, T-posts, and/or wooden stays are in good condition (not burnt, cracked or rotten), these do not need to be replaced, however completed maintenance must meet “like new” conditions and wildlife friendly specifications. (See Wildlife Friendly Fence Guide). See Detail Location Table indicating which fences only require repair. Fences are required to be in “like new conditions”

11. Do existing H-Braces need to be replaced with all metal bracing?

See question #10.

If H-brace is in good condition these do not need to be replaced. If they are burnt, cracked, rotten, or damaged in some other way then they are to be replaced with metal bracing.

12. Are all fences required to be rebuilt even if portions are in good condition?

Fences must be in “like-new condition” and meet wildlife friendly specifications. (See Wildlife Friendly Fence Guide). See Detail Location Table indicating which fences only require repair.

13. Are non-existent fence lines (no materials left) requiring full re-builds?

Yes, where the fence has been completely destroyed by fire will require a full re-build.

14. Will non-existent fence lines (no materials left) be flagged-out by the Forest Service?

The forest service will provide spatial data for the fence line locations.

15. Do we bid on removal of non-existent fences ?

Per Schedule Notes “Contractors should include all labor, materials, and supplies needed to perform the work described under its corresponding unit price.”

16. Does the Forest have an idea as to how many H-braces will be needed? This is difficult to estimate/bid on.

H-braces are to be constructed every 0.25 miles according to specs, see Attachments pg.

23, Interagency Fence Specs. See Detail Location Table for fences requiring minor repairs.

17. The specs mention considering wildlife crossings, are locations indicated?

Wildlife crossings are required every 0.25 miles of fence line, see Attachments pg. 23, Performance Work Statement Sec. 2.3.1 Wildlife Friendly Fence Specs. The forest service will identify specific locations for wildlife crossings prior to construction/ repair.

18. Will there be a separate line for H-Braces?

No, H-braces are figured in “Construction” in the Schedule of Items (See schedule notes)

19. Will there be line items for miles of repair vs. reconstruction? Or labor No. Repair, reconstruction, and labor are figure in “Construction” in the Schedule of Items. (See schedule notes)

20. Does this contract fall under IDIQ?

No, this no longer falls under IDIQ however it did in the past.

21. If a fence only needs minor repairs, but the current condition does not meet wildlife friendly specs, do the repairs need to include changing the fence to meet the wildlife friendly specs (replace bottom barbed wire with smooth wire and adjust wire spacing)?

Yes, See question #10 and #12.

22. For line clearing can equipment be used to clear line such as feller bunchers?

Update to amendment 1 question #12. No heavy equipment is allowed.
