About this file

This document is a Solicitation (1240BH25Q0031) for HVAC replacement at a USDA Forest Service facility in the Northwest region. The solicitation allows bidding contractors to propose HVAC systems meeting building user needs, with flexibility for new technologies. Key details include replacing two existing 60k BTU heat pump units, with DOE/State mandates requiring units over 48k BTU for the Northern Zone. The project involves potential modifications to the existing HVAC shed, electrical infrastructure, and line sets, with no county permits required. Electrical considerations include a dedicated 3-phase panel, ensuring all three phases have fused protection. The bid amendment extends the proposal due date to Wednesday, 9/3/2025 at 12PM Pacific Time, with contractors required to specify system details including type, size, model number, and lower temperature rating in their proposals.

SOLICITATION 1240BH25Q0031 MTA HVAC

Questions and Answers

Question 1: I see mention that these systems are zoned. Is there any additional info or photos that can be provided? Number of zones, zone control panel etc. Do you believe any zoning equipment will need to be updated?

Answer 1: All pictures have been provided in the attachments to the contract. Each half of the building is supplied by one single piece of equipment. There are two separate units feeding the building. There are no separate zones (and therefore no zoning equipment). Each are expected to have a separate thermostat that are independent from each other.

Question 2: Are there any SEER2/HSPF2 minimum efficiencies you are looking for?

Answer 2: There are no SEER2/HSPF2 efficiency values required to be submitted as part of the proposal. The details of any system proposed would be included in any spec sheets. However, per section L.2 2) b Factor 3: Clearly state in the proposal summary the type, size, model number, and lower temperature rating of the equipment to be installed. Of note: DOE/State mandates for a heat pump in our Northern Zone are to be over 48k BTU. We currently have 60k BTU units.

Question 3: Do we need to figure on replacing the line sets?

Answer 3: Replacement of line sets typically occur with new refrigerant/systems to ensure compatibility. However, replacement of the line sets would be solely dependent on the proposed system and installation. Per section H.3 of the solicitation: New installation/replacement of refrigerant lines/line sets are to be included in proposals.

Venting Modifications for Shed Installation

Question 4: Given that the proposed HVAC units are high-efficiency side-discharge systems and will be installed inside the existing shed, would it be permissible to either re-route the discharge through ductwork or install a wall-mounted grille to facilitate proper ventilation? The current shed configuration appears to have been designed for older systems that were mounted higher and may not accommodate the airflow requirements of modern units.

Answer 4: Re-routing the discharge or changing the wall mounted grille placement are authorized and are particular to the system being proposed. Of note: Over the winter, several feet of snow are common to fall in one single storm, and the snow does not melt away quickly and can last all winter. This is a cold weather area. Approval to modify the shed venting would be approved as long as it wasn’t detrimental to the structure and takes into account snow.

Power Source for Air Handlers

Question 5: Could you please confirm the electrical source designated for powering the new air handler units? Will they be connected to the existing electrical panel, or is a dedicated circuit required?

Answer 5: The panel is in the mechanical room which is accessed from the outside of the main office building, and they are connected to the existing electrical panel system. The two spaces are across from each other and have an exterior raceway (shown in the contract photos) connecting the two mechanical closets. The HVAC circuit panels are also shown in the attachment photos of the solicitation. Of note: H.3 of the solicitation clearly states that the size of the breaker needed for the proposed system is the responsibility of the contractor and needs to be taken into account.

“Installation of new breakers/fuses/disconnects within the existing electrical system that the new HVAC systems call for that may be different than what the current HVAC systems used, and it goes into details of possible situations. We have a dedicated 3-phase panel for both heat pumps/handlers (and aux heat, see below) there are already dedicated circuits from that panel to each piece of equipment. Refer to the solicitation for further details.

Power Source for Auxiliary Heat

Question 6: What is the intended power source for the auxiliary heating components of the new HVAC systems? Will these be electric or supported by an alternative energy source?

Answer 6: They are electric and already in place.

Power Source for Outdoor Units

Question 7: Please clarify what electrical infrastructure will be used to power the outdoor heat pump units. Are there existing circuits that meet the new system's specifications, or will upgrades be necessary?

Answer 7: The new system specifications are determined by the bidding contractor as well as whether or not the current electrical breaker meets the need of the proposed equipment. Per the solicitation, see section H.3. The current system is shown in the solicitation attachment photos. All system equipment for both units/handlers/aux strips…etc are all fed from dedicated 3 phase panel.

Existing Electrical Configuration – Fuse Box

Question 8: In examining the existing 3-phase fuse box, it seems that the third phase may not be protected by a fuse. Can you confirm whether this is correct, and if so, will this be addressed as part of the system upgrade?

Answer 8: In the photo there may have been a pulled fuse in the HVAC unit that is currently broken (and out of operation). All 3 phases need fused protection. This would be required in any installation.

Purpose of Proposed Concrete Pad

Question 9: What specific issue or limitation is the proposed new concrete pad intended to address? Is it related to structural support, drainage, vibration isolation, or another concern?

Answer 9: The concrete slab comment was stated as a possible associated cost that must be accounted for in bids, if the bidding contractor chooses to not use the HVAC shed, associated locations, or are proposing a completely different design and set up for the buildings’ HVAC needs, then it is possible a slab may be required.

If the existing location and the proposed system are similar to a replace-in-kind equipment exchange, there would be zero concrete work involved in this contract.

Placement of outdoor heat pump units on stands/feet in the dirt is an example of a set-up that would not be allowed. A concrete slab would need to be installed if this kind of system was being proposed.

The purpose of this solicitation is to allow the bidding contractors to propose systems that meet the needs of the building users, without ignoring any new or different technologies that might exist.

Permits and whose responsibility

Question 10: Could you please clarify whether the permitting falls under your department's jurisdiction (meaning it is self-regulated), or if it requires approval from city or county authorities?

Answer 10: See Schedule Note

h) County permits are not required

No county nor government permits are required, but they are to follow code requirements.

File details come from the government source that posted it. Updated .
