Amendment #1 Solicitation #: 1240BH25Q0002
Redmond Air Center Transfer Switch Questions and Answers
RFI # Question Response 1 There was no WDC attached to the project, is this job prevailing wage?
Yes, it is prevailing wage. The wage determination information is in the attachments PDF and begins on page 65.
2 Is the concrete pad that the transfer switch will sit on to be installed by others?
Yes, the concrete pad will be installed by others.
3 Will the transfer switch need to be bolted down and will the anchors need engineering?
Mounting the transfer switch to the concrete pad does not need to be engineered.
4 What is the make and model of the temporary generator?
That make and model of the temporary generator are unknown until it is procured for the wildfire season. It will be a 350 kW generator.
5 Is the generator intended to support all loads fed from the main distribution board?
Yes.
6 Does the generator support specific panelboards or loads downstream of the main distribution board? If so, could you specify which panelboards or loads are included?
The 500-amp service disconnect will handle all the panel boards downstream. Mainly the 300-amp service (Panel B) for the tank farm with two 30 hp motors and one 50 hp motor, 150-amp service for the warehouse and the 125-amp service (Panel C) for lighting and motorized vehicle gate. The option item is the 400-amp ATS for the 300-amp service for Panel B.
7 If specific loads or panelboards are to be supported, are there any prioritized critical loads that need special consideration during installation?
No.
8 The solicitation indicates schedule of work and job-specific safety plan are required prior to the Notice to Proceed (NTP). Could you confirm whether they must also be submitted at the time of bid submission, or are they solely post-award requirements?
These will be post-award items.
9 Should we account for any specific provisions for connecting and maintaining temporary power during utility interruptions during installation? If so, are there any limitations or requirements for scheduling such interruptions?
No, they just need to be scheduled with 3 days advance notice.
10 For the 400-amp ATS alternative, is the replacement of the 400-amp circuit breaker already accounted for in the government’s plans, or should this be included in the contractor’s scope of work?
No breaker needs to be replaced. The 400-amp ATS will utilize the existing 300-amp breaker in the same panel.
11 What panelboard is expected to feed utility power to the ATS?
Panel A.
12 Does the ATS need to be service entrance rated?
No.
13 Is Nema 3R okay for the enclosure? Yes.
14 Where is the new ATS to be installed? On a concrete pad behind the panel. Pad is supplied by Forest Service.
15 The work description indicates a “temporary connection” to be installed between the generator and the transfer switch. Not knowing the type of generator they might use makes it difficult to factor this into the bid. Is there more information or will this be done at the time of hooking up the generator?
The generator is temporary, as it will be a portable generator that will be hooked up to the transfer switch, the brand of the generator is unknown at this time as it will be a rental. The generator will be sized according to the load requirements with a least a 350 kW generator connected to the transfer switch for the fire season.
16 Is the Generator in Place? No
17 What are the distances from the Main to the ATS and from the ATS to the Generator?
Main to ATS 2ft. Ats to Generator 5ft.
