MTA HVAC Replacement Contractor Questions and Answers

1. Question: The minimum rated HSPF you guys are wanting is 10. However, all equipment is rated on HSPF2 now. What is the minimum HSPF2 rating you would like? Is the HSPF2 with rating of

10.0 achievable?

Answer: The HVAC requirement is for HVAC systems with an HSFP2 with a rating of greater than 10.0. Yes, the HSPF2 with rating of 10.0 is achievable and was verified. (see attached updated specifications)

2. Question: What is the height of the existing coil for building #1018, or a photo of the name plate on the coil? To determine how much duct modification will be required based on the existing.

Answer: The unit/system at building #1018: Existing coil height is 44.25” Tall, 19.325” Wide and 20.5” Deep. Model# MF12F1900A1. (Please refer to page 15 & 17 of specifications)

3. Question: Who will perform the 100% High Voltage Electrical? It says the 40-amp service and disconnects will be installed by the Forest Service.

Answer: The Forest Service will install the 40-amp service/connects for buildings 1019 and 1014 since those are not currently EXISTING. They will be installed by May 10th. The Contractor will need to install a new whip to the heat pump from the disconnect that will be in place.

4. Question: Will the owner be providing electrical for the base bid and the alternates? I saw a note on a drawing that mentioned the forest service to provide 40-amp service and disconnect. Also, I just wanted to verify that the HVAC equipment needs to adhere to the Buy American act?

1240BH24Q0010 Amendment 2

Answer: The Buy America is standard for all construction projects so yes it does apply. As for the question on electrical being provided please refer to Section H.2 (c) Electrical power is available on site for construction use and FAR 52.236-4 Physical Data electricity is available from existing outlets and supplies. For building 1019 and 1014 please refer to your answer in question

3. For building 1018 40-amp service is already available.

5. Question: Is this federal or state requirements that have to be followed?

Answer: All work for this contract must comply with County, State, and Federal regulations, and standards. Contact Klickitat County for any code questions.

6. Question: Due to the weather conditions here in Trout Lake, do we need to do a lean-to over the units, and what about the stand the outdoor unit goes on?

Answer: Stands are required to be included in the work performed by the contractor. The forest service will install covers (lean-to) over the units after the contract is completed and before winter.

7. Question: On Request for Quotation what is Unit price vs. Amount?

Answer: The Unit price is multiplied by the quantity. In this case, the Amount will be the same as the Unit Price, due to this Unit of Issue being lump sum and the quantity of 1 for each line item.

8. Question: It looks like I will only need to provide electrical from the disconnect point to the new heat pumps for building 1019 and 1014. And possibly figure on having to change a breaker out for the indoor equipment. Is this the right track?

Answer: Yes, you are on the right track. Electrical from Disconnect to the new outdoor units and possibly a new breaker at the Panel if needed.
