About this file

This is a Questions and Answers document for Solicitation 1240BF26Q0028, TNF Fire Extinguisher Services, posted on SAM.gov on April 6, 2026. The document clarifies four key points regarding the Performance Work Statement (PWS) requirements and the Schedule of Items.

The primary clarifications address the contractor's responsibilities and the scope of work. Contractors must inspect all fire extinguishers in their installed locations and identify units requiring internal maintenance, hydrostatic testing and certification, or replacement, reporting findings to the Contracting Officer (CO) and Contracting Officer's Representative (COR). Authorization for required services will be issued through a separate task order after units and services are identified and funding is certified, necessitating a return trip during the Base Period. The Government will not provide a centralized collection location; the contractor bears full responsibility for visiting each location and performing inspections on-site. Additionally, Item 13AK (renumbered as 13AJ) requires offerors to price the disposal of 10 existing non-rechargeable multi-purpose ABC dry chemical (~5 lb) fire extinguishers and the furnishing of 10 new rechargeable multi-purpose ABC dry chemical (~5 lb) units. Two line items were removed from the Schedule of Items: the 2.5 lb CO₂ extinguishers (no longer available as UL-listed products) and the associated item clarifying the disposable versus rechargeable specification conflict.

Solicitation – Questions and Answers TNF Fire Extinguisher Services

The questions in this document were submitted by offerors in response to Solicitation 1240BF26Q0028, TNF Fire Extinguisher Services, which was posted on SAM.gov on April 6, 2026, at 12:57 PM (AKT). The answers were provided by the Requiring Agency and reviewed by the Contracting Office.

1. Question: PWS Sections 24.0, 25.0, and 26.0 indicate that work must be authorized and funded prior to execution. Should contractors anticipate receiving authorization while the technician is already on site, or will a return trip be required once approval is obtained?

Answer: Because the Government does not know in advance which fire extinguishers will require internal maintenance, hydrostatic testing and certification, or replacement, the contractor must first inspect all fire extinguishers and identify and report to the CO and COR any units requiring these services, along with their due dates.

Authorization will be provided through a separate task order after the required units and services have been identified and funding has been certified. As a result, a return trip will be required, at least during the Base Period.

2. Question: PWS Section 35.0 states that the Government will provide a centralized location at each district for consolidating fire extinguishers requiring maintenance. Can you please confirm whether the Government will be responsible for collecting extinguishers from various locations and transporting them to/from the centralized site, including service work if done on a separate trip?

Answer: This requirement has been removed from the PWS. The contractor will be responsible for visiting each location and inspecting each unit in its installed location.

3. Question: The schedule of items references 2.5 lb CO₂ extinguishers; however, to our knowledge, there are currently no UL-listed extinguishers of this size available. Can you please advise how this line item should be addressed?

Answer: Item has been removed from the Schedule of Items.

4. Question: Item 13AK requests pricing for 5 lb disposable extinguishers but also references Item #37 of the

Equipment List, which specifies rechargeable extinguishers. Can you please clarify whether disposable or rechargeable units should be quoted?

Answer: There are currently 10 non-rechargeable (disposable) multi-purpose ABC dry chemical (~5 lb) fire extinguishers installed in the apartment units (one per unit). Under this requirement, the contractor must replace all existing non-rechargeable extinguishers with rechargeable multi-purpose ABC dry chemical (~5 lb) units.

Item 13AK is now 13AJ. For this item, the offeror must include the cost to dispose of the 10 existing non-rechargeable (disposable) multi-purpose ABC dry chemical (~5 lb) fire extinguishers and furnish 10 new rechargeable multi-purpose ABC dry chemical (~5 lb) units.
