Question: Is the requirement for the General Contractor license from State of AK License apply to the prime?
Answer: Yes, the successful contractor must be licensed to work in state of AK.
Items from site visit.
Task 2 – Level Exterior Staircase and Slab
1. For task 2.2: What material is required for the staircase landing topping slab?
Answer: See PWS section 2.2.
2. For Task 2.3 – Clarify handrail terminations.
Answer: The handrail terminations shall return to a wall, guard, or the walking surface such that items do not get caught on the end of the handrail.
Task 3 – Interior Slab Settlement Mitigation:
3. For Task 3.1: Who is responsible for concrete cracking that may develop after cutting the slab at the column bases?
Answer: If the work is performed in accordance with contract requirements, then the contractor will not be responsible for mitigating slab damage that may result from performance of this task. If damage occurs the government may open discussions with the successful contractor for possible repair.
4. Where is the 3rd cap:
Answer: The 3rd cap is in the wall between the shop and the record room.
5. Are the columns pile supported?
Answer: The Government drawings indicate that they are.
6. Clarifications for column at gridline B/5 - columns at gridlines B/3 and C/5:
a. The slab is a slab on grade.
b. The slab is likely connected to the pile caps via rebar.
c. The slab had foam injected under it several years ago to slow the settlement.
d. The slab on grade is separated from the exterior walls but has not been separated from the columns.
e. The columns are supported by piles.
f. It was noted the slab could drop suddenly when the joints are cut around the pile caps, which could result in pinching the saw blade, cracks in the concrete, or other unintended consequences.
Task 4 – Earthwork:
7. Task 4: Who is responsible for removing the brush required to perform this task?
Answer: The Contractor is required to remove brush within 6 ft of the building, as necessary to perform Task 4.
8. Task 4: Who is responsible for removing the trees in the swale?
Answer: The Contractor is not responsible for removing the trees.
1240BF24Q0010 – Amendment #3 Page 3 of 4
9. Task 4.2: Does the contractor need to provide material to slope the ground away from the building?
Answer: Yes. Task 4.2 has been changed to read as follows (new words are in red text, removed words are struck through):
Task 4.2 Where ground does not slope away from the building for 6 ft minimum, furnish, install, grade and compact enough D-1 aggregate up to 2 inches from the bottom of siding and grade so that the ground slopes away from the building for minimum of 6 ft, measured perpendicular to the face of the wall. Exclude locations where building perimeter borders asphalt or concrete.
Task 5 – Wastewater Line Re-Route:
10. Task 5: How deep is the existing sanitary sewer line?
Answer: The sewer line is about 3 feet below ground where it leaves the building. The City of PSG indicated that they did not know specifically only stating that they didn’t think it was that deep.
11. For Task 5: Is a concrete ring required to support the new cleanout where it meets the ground surface?
Answer: Concrete ring is not required. Cap on cleanout pipe, 6 inches above grade, is required.
12. Add the following to PWS Task 5:
All equipment, materials, excavation, and fill to remain within 20 ft of the Harris building, to stay on Forest Service property.
13. It was noted that the City has scoped the line with a video camera and discovered a 15 foot belly/sag in the line, below the back staircase landing slab.
14. How long is the section needing replaced for the wastewater line?
Answer: The section is not the entire length from the building to the street but shall be as shown on Drawing Sheet C-01.
Task 6 – Insulate and Weatherize Section of Exterior Wall:
15. It was clarified that the green corrugated pipe at the base of the siding, under the stairs, contains the fuel oil lines.
Task 7 – Rebuild Weather Wall at Main Entrance:
16. For Task 7: Does the Forest Service want to fully enclose the entry, or just replace the existing weather wall?
Answer: Replace the existing weather wall only, per PWS requirements.
17. For Task 7: Does the Forest Service want the existing planter bed removed and reinstalled? If yes, who is responsible for this work?
Answer: Contractor shall remove and reinstall the planter bed as needed to perform the work, including replacement of rotten planter bed boards.
1240BF24Q0010 – Amendment #3 Page 4 of 4
18. For Task 11: Are the breezeway doors fire doors?
Answer: The metal door adjacent to the shop area is a fire door.
19. For Task 11: Does the Forest Service want the re-squared doors flush with the threshold, or floating above the threshold?
Answer: Flush with the threshold.
