Delete Section 156 in its entirety and replace with the following:
Section 156. – PUBLIC TRAFFIC Description
156.01 This work consists of controlling and protecting public traffic adjacent to and within the project.
Material
156.02 Conform to the MUTCD and the following Sections and Subsections:

Construction Requirements
156.03 General. Accommodate traffic according to MUTCD, approved traffic control plan and this section. Perform work in a manner that ensures safety and convenience of the public. Unless otherwise provided for in Table 156-1, keep existing roads open to all traffic during road improvement work, and maintain them in a condition that will adequately accommodate traffic. Delays may not exceed <30> minutes at any one time followed by an open period of no less than <10> minutes. Accommodate public traffic on roads adjacent to and within the project until the project is accepted according to Subsection 106.07(b).
Submit traffic control plan at least 30 days prior to intended use. Perform no work that interferes or conflicts with traffic or existing access to the roadway surface until a traffic control plan has been approved.
Post construction signs and traffic control devices in conformance with MUTCD and Forest Service EM 7100-15. All required signs will be in place and approved prior to beginning work on project.
If the Contractor agrees in writing to allow public traffic to use a new road being constructed prior to completion, it will be considered an existing road for traffic control purposes.
156.04 Temporary Traffic Control. Install and maintain temporary traffic control devices adjacent to and within the project as required by the approved traffic control plan and the MUTCD. Install and maintain traffic control devices as follows:
(a) Furnish and install traffic control devices before the start of construction operations.
(b) All detours outside of clearing limits will be approved in writing by the Contracting Officer as part of the traffic control plan.
(c) Install only those traffic control devices needed for each stage or phase.
(d) Relocate temporary traffic control devices as necessary.
(e) Remove devices that no longer apply to the existing conditions.
(f) Immediately replace any device that is lost, stolen, destroyed, or inoperative.
(g) Keep temporary traffic control devices clean.
(h) Remove all temporary traffic control devices upon contract completion or when approved.
(i) When required, use flaggers certified by the American Traffic Safety Services Association, the National Safety Council, the International Municipal Signal Association, a state agency, or other acceptable organization. Perform the work described under MUTCD Part 6. Use type III, VII, VIII, or IX retroreflective sheeting on flagger paddles. Do not use flags. Flaggers must wear high visibility safety apparel as required by MUTCD 6E.02.
156.05 Temporary Closures. Road segments may be closed as shown in Table 156-1. The maximum consecutive days of closure shall be followed by a minimum number of consecutive days open to traffic as shown. Maintain traffic control devices during closure period(s). Appropriate barricades and signs will be erected and maintained as shown in the traffic control plan or as otherwise designated.
Prior to closing roads during construction, give written notice to the Contracting Officer at least 10 days in advance.

**Contractor is allowed to temporarily close the Harbor Mtn Road #7576 for up to four consecutive days on Mondays - Thursdays during normal business hours, and MUST open gate(s) in the evenings to allow for traffic. These four days of closure MUST be immediately followed by an open period of a minimum of 3 days which spans at least Friday – Sunday.
156.06 Acceptance. Public traffic work will be evaluated under Subsection 106.02.
Measurement and Payment
156.07 Do not measure Public Traffic for payment. Payment for contract work is provided indirectly. See Subsection 109.05.
811 – Surface Maintenance
811.01 Service Required.
Smooth and shape native or aggregate surfaced roads including traveled way, shoulders, turnouts, and intersections.
811.02 Performance Standards.
A road surface is maintained to standard when the surface, including turnouts, is shaped (crowned at least 3%, or sloped to drain, depending on road geometry) and compacted, without segregation of the surfacing materials. The road surface has no ruts, rills or potholes, suitable materials have been recovered and incorporated. Unsuitable materials have been removed. Fine material deposited along the road edges from previous traffic will be incorporated into the road surface.
811.03 Location of Work.
As specified on roads listed on the Road List, shown on the Plans, or as ordered by the Contracting Officer.
811.04 Compaction.
Roads requiring compaction will be included in the Road Listing. Unless Compaction Method B is designated in the Schedule of Items and Road Listing, all traveled ways requiring compaction shall be compacted by Method A. Compaction shall commence immediately following blading.
Compaction methods are:
• Compaction Method A: By breaking track while operating equipment on the traveled way.
• Compaction Method B: Operate 7-10 ton pneumatic, steel or equivalent smooth wheel vibratory roller over the full width until visual displacement ceases.
811.05 Measurement.
Measurement under this Section will be made by the total number of units for each item listed in the Schedule of Items completed and accepted.
A. Measurement for blading will be linear mile measured along the centerline of the roadway.
Measurement will be measured to the nearest one-tenth (0.1) mile.
811.06 Acceptable Quality Levels

Road segments being graded are no longer than 1 mile in length. Roads treated under compaction Method B have less than 3 miles of un-compacted segments. Berms created during grading operations are removed from the roadway prior to the end of each day’s work and not left in place overnight

Bridge decks on permanent bridges are clean of rock and dirt generated from grading operations

832 – Load, Haul and Place Material
832.01 Service Required.
Sidecast or load, haul, and place slide and slough material at designated sites. Sidecast material shall be placed on the downhill side of the roadway. No material shall be placed in streams or on streambanks. In Juneau, there will be no designated sites for slough material on National Forest System lands.
832.02 Performance Standard.
Work is complete when the road is in a smooth drivable condition with no obstruction remaining on or adjacent to the roadway or in ditches which would have the potential to interfere with traffic use, block or divert water from structures or channels. This includes relocation, repositioning, stabilization, and re-vegetation as ordered by the Contracting Officer.
832.03 Location of Work.
As specified on roads listed on the Work List, shown on the Plans, or as ordered by the Contracting Officer. End haul distances will generally be less than 2 miles.
832.04 Measurement. Measurement under this Section will be made by the total number of units for each item listed in the Schedule of Items completed and accepted.
A. Cubic Yard: The quantity will be the number of cubic yards measured in the vehicles.
832.05 Payment.
The accepted quantities will be paid at the contract price per unit of measurement for the Section 832 pay items listed in the Schedule of Items. Payment will be full compensation for the work prescribed in this Section.
832.06 Acceptable Quality Levels

833 – Drainage Structure Removal, Installation or Replacement
833.01 Service Required.
Installation or replacement of drainage structures including water-bars and cross ditches. Removal of drainage structures including culverts.
833.02 Performance Standard.
Drainage structure installation, replacement or removal is complete when designated water-bars or cross ditches have been installed to the lines and grades specified, and removed culverts have been properly disposed. Drainage structure removal is complete when structures are removed from National Forest land, completed side slopes are shaped to the lines and grades as shown on the Drawings, and excess excavated material is placed on the downhill side of the road not encroaching on any streams.
833.03 Location of Work.
As specified on roads listed on the Work List, shown on the Plans, or as ordered by the Contracting Officer.
833.04 Measurement.
Measurement under this Section will be made by the total number of units for each item listed in the Schedule of Items completed and accepted.
A. Culvert Removal Depth: Depth will be measured as the vertical distance between the elevation of the road centerline and the elevation of the bottom of the culvert inlet.
833.05 Payment.
The accepted quantities will be paid at the contract price per unit of measurement for the Section 833 pay items listed in the schedule of items. Payment will be full compensation for the work prescribed in this Section.
834 – Roadway Drainage Maintenance
834.01 Service Required.
Clean and recondition roadway drainage systems including culverts, ditches, inlet and outlet channels, catch basins, and appurtenances.
834.02 Performance Standard.
Drainage system maintenance is complete when no obstruction or debris remains on the roadway or in the defined area adjacent to the structure or in ditches which would have the potential to block water from entering the structure, back water into the structure (except for structures designed to function in a back-flooded manner), or divert water outside the defined channel. Equipment operation in live streams or hydraulic flushing of drainage structures is not permitted. Excess excavated materials will be placed on the downhill side of the road. Completed ditches will be a minimum of 3’ wide by 1’ deep.
834.03 Location of Work.
As specified on roads listed on the Work List, shown on the Plans, or as ordered by the Contracting Officer and;
1. Drainage structures including inlet structures, culverts, catch basins, inlet/outlet channels, and ditches within the area shown on the Plans or in the Supplemental Specifications.
2. Culverts - a minimum external horizontal distance of 10 feet in any direction from the inlet and outlet end and a minimum internal distance of 3 feet from the inlet and outlet ends.
3. Ditches adjacent to the roadbed.
4. This work does not include bridges, drain dips, or water bars.
834.04 Measurement.
Measurement under this Section will be made by the total number of units for each item listed in the Schedule of Items completed and accepted.
Work activity will be measured along the centerline of the road regardless of the number of lanes. One mile of road includes work on both sides of the road.
834.05 Payment.
The accepted quantities will be paid at the contract price per unit of measurement for the Section 834 pay items listed in the schedule of items. Payment will be full compensation for the work
842 – Roadside Brushing
842.01 Service Required.
Remove vegetation, including trees, on roadway surfaces and roadsides.
842.02 Performance Standard.
Roadway vegetation maintenance is complete when the vegetation has been removed from the designated treatment area which interferes with traffic, obscures signs, impedes the flow of water or diverts water from drainage structures.
• Method A Treatment Area: From 5 ft. slope distance beyond toe of ditch to 10 ft. slope distance on fill slope.
• Method B Treatment Area: From toe of ditch to 5 ft. slope distance on fill slope.
• General Notes: Cut all brush within treatment area which is less than or equal to 6 inches in diameter measured 6 inches above the ground.
Cut all brush within 5 feet of culvert inlets.
Cut brush to provide overhead clearance of 14 feet on road surface.
Remove debris from road surface, ditches, and cut slope above the road. Scatter to fill slopes below the road, no debris piles allowed at culvert outlets.
Clean culvert inlets and outlets of debris a minimum of 2 culvert diameters.
Cut brush to provide sufficient site distance on the inside of sharp curves to eliminate blind corners and intersections.
842.03 Location of Work.
As specified on roads listed on the Road List, shown on the Plans, or as ordered by the Contracting Officer.
842.04 Measurement.
Measurement under this Section will be made by the total number of units for each item listed in the Schedule of Items completed and accepted.
A. Work activity will be measured along the centerline of the road regardless of the number of lanes. One mile of road includes treatment on both sides of the road.
842.05 Payment.
The accepted quantities will be paid at the contract price per unit of measurement for the Section 842 pay items listed in the schedule of items. Payment will be full compensation for the work
