Questions for the Olsen Bay Cabin Decommissioning, Solicitation 1240BF22Q0095
1. The PWS states the Period of Performance (POP) is 30 June 2022 to 30 June 2023. The solicitation states contract award through 14 September 2023. Which is correct? The period of performance un the solicitation is correct. The period of performance in the PWS shall be adjusted upon award to reflect award date through 14 September 2023.
2. The excel file for the Bid Summary Sheet appears to be a duplication of the Resurrection River Cabin Bid Sheet with an incorrect title and Solicitation number. Corrected.
3. Can you provide a copy of the Quality Assurance Surveillance Plan that the contractor is required to comply with? Quality assurance surveillance plan is being removed from this requirement. Shall be adjusted in the PWS at the time of award
4. Removal of this cabin will require a landing craft and equipment. Is there an established landing at the site? The landing is an undeveloped natural gravelly beach with grass/sedge starting not far from the shoreline (see attached photos).
5. How many treated timber logs are there for the foundation? What were they treated with?
What is their approximate size? We assume these logs are laid flat over the ground with no embedment. Do they require removal? Exact number is unknown and what they were treated with is unknown. Estimate that there are 2 big treated timbers with approximate size of 12” x 12” x 25’ long running on each side from front to back of the building, with smaller joists running between them. Unsure whether the 25’ length is one long timber or multiple shorter ones. We don’t believe there is embedment, it appears they are laid on the ground. Yes, the foundation timbers should be removed along with the building.
6. Can local fill be scavenged to backfill the pit toilet? Yes, local fill can be scavenged on-site or nearby. Contractor to coordinate with the COR prior to beginning scavenging.
7. Can inspection of all heavy equipment used on project by a qualified USFS personnel occur in Whittier? Yes.
8. What is the age of the building? Is asbestos-containing materials (ACM) a possibility also?
Building was built in 1964. Due to the age of the building, asbestos is a possibility. We don’t know of any asbestos in the building, and most of it appears to be constructed from wood or metal, but the presence of asbestos is unknown.
9. What method of signage did you have in mind for the decommissioned pit toilets? The signage for the decommissioned pit toilet is not required for this project since another outhouse is not planned for the area and the site is remote.
10. Remote work is best performed Monday through Sunday (7 days per week until completed) to minimize mob/demob costs to the government. Is this schedule satisfactory? Yes.
11. The due date for this solicitation is a Federal Holiday, can the due date be extended? Due date has been extended until 08 September 2022.
